A meeting of the Grow Township Zoning and Planning
Commission was held May 25, 1971 at Crooked Lake school.
Chairm3n Norm Stout called the meeting to order at 7:45 PM
,::ith Corrnnission members Christenson, Bradley, Jones, Holasek,
Langseth and Rither present.

Con~ission regarding his application for a Special Use Permit
to build a double bungalow in an R-4 Zoning District. Stout
read procedure to be followed as outlined in the Zoning Ordinance.
Moen stated that 1) the delay might ruin hi~ financially, 2)
building the double bungalov.J" will be his gainful employment for
the surr~~er, 3) he has commitment for construction loan, and 4)
he would pay the expense of holding a special meeting in order
to ~;peed things up. Moen pointed out that in another area of
the Township basements for double bungalows were dug just
recently and that the permits were issued in November of 1970.
Lnnr'scth stated th2t discretion should be used - peoDle cannot
alw~ys complete homes on time and that in this case the permits
':Tere taken out and they were not able to dig the basements before
freeze up. Stout stated that according to the Ordinance and the
Tmmship Attorney, the procedures to be followed do not allow
the Commission and the Town Board to act sooner on the Moen
application. Stout informed Moen that the Township Attorney
\lould be sending out the letters of notification and that a
notice would also appear in the legal newspaper. ~oen stated
that he felt he was being subjected to something that he shouldn't
be; that it was one delay after another; that no one kncvl who
was supposed to do what; that each person he talked to told him
something different and that included the members of the Town
Board, the Attorney and some members of the Planning Commission.

time read through the Ordinance and the procedures to be follov:cd
in applying for a Special Use Permit. Rither stated that it is
the responsibility of the Town Board to know what the procedures
are and to insure that they are carried out properly. Discussion
vms held regarding vlell depths in the are" of the proposed r.'oen
construction but, due to lack of factual data, no conclusions
were drawn.
Mr Don Lennox appeared before the CO~'1lission regarding
his variance application for lot size. Lennox stated that houses
have been built on three sides of his lot; lot measures 200X217,
approximately 40,000+ square feet. Subject lot is in the R-l
Zoning District. It was moved by Jones and seconded by Lan8Beth
to reco~mend to Town Board approval of variance application of
Donald K. Lennox for lot 27, Stenquist addition, on the SE Corner
of the intersection of Potawatomi St NJ and 160th Ave. tnl.

Ron Fleissner, representing Chuck Larson, presented
metes and bounds description of the N} of the SW{ of Section 9
T32 R2l, Anoka County Minnesota. It was pointed out by Holasek
that the lot lines were drawn to the center of the road. Jones
stated that according to the Ordinance we can not approve it as
drawn. Langseth said we should try to keep frontages off of
County Road #9; the ro~d is too busy and dangerous. Fleissner
stated that he wanted preliminary approval. Bradley asked if

Fleissner had plans r'or house placement on the lots. Discussion
was held regarding lot dimensions; grid pattern of development
as opposed to curvilinear development. Fleissner stated that
Larson had talked to Stout via telephone and that Larson was told
about the requirements. Stout replied that he told Larson that
the lots must be 330 feet wide without the street. Jones said
that we should recom~end that the roads do not go where they are
drawn on the drawing. Stout stated that Vle should try to go to
curved streets. Jones stated that that we should get rid of the
330 foot square and vary the frontages so the streets can be
curved. Bradley agreed with Jones, the plat is a grid and it
would be better to have curved streets. Jones stated that we
cannot accept plat as it is with roads drawn as they are. No
action taken
Richard Noel appeared before the Com~ission regarding
his variance application on lot US", Wallace Hughes property,
South of 164th Avenue ~j and East of County Road #9. Subject
lot is in the R-I Zoning District. An R-3 District is located
immediately north of subject lot US". It was moved by Langseth
and seconded by Holasek to recommend to the TOim Board that the
variance application of Richard Noel for lot US", the east
200 feet of the south 233 feet of the north 932 feet of the
N1.vt of the NWt of Section 16, Town 32 Range 24, Anoka County
Minn. Subject to an easement for roadway purposes over the
northerly 33 feet thereoff, for single family residence be
approved. Motion carried.
Jerry Epps appeared before the Commission regarding
his variance application on lot "V", Vlallace Hughes property.
South of 164th Avenue NW and East of County Road #9. Subject
lot is in the R-I Zoning District. An R-3 District is located
irmnediately north of subject lot "V". It was moved by Jones
and seconded by Christenson to recommend to the Town Board
that the variance application of Jerry Epps for lot "V", the
west 233 feet of the east $33 feet of the south 233 feet of the
north 932 feet of the t~1t of the t~lt, Section 16, Town 32
Range 24, Anoka County Minn. Subject to an easement for road-
way purposes over the northerly and westerly 33 feet thereof,
for a single family dwelling be approved. Motion carried.
Discussion was held regarding half-section maps.
Christenson stated that we should have a set of the maps so we
can refer to them and see what is envolved, not only as it
applies to the research for the proposed amendment but for
all other business that comes before the Co~mission. Winner
stated that we are authorized to have aerial maps but maybe we
should have the half-sections instead. It was moved by Bradley
and seconded by Holasek that the Commission obtain authorization
of the Town Board to purchase one set of Grow Township half-
section maps. Motion carried.
It was moved by Jones and seconded by Rither to
adjourn. Motion carried. Meeting adjourned at 10:05 PM.
