HomeMy WebLinkAboutMarch 16, 1971 A meeting l the Grow Township Zoning 1 Planning Co~~ission was held March 16, 1971 at Crooked Lake school. Chairman Norm Stout called the meeting to order at $;05 PM with Commission members Christenson, Langseth, and Rither present. Township attorney also present. Discussion was held regarding the proposed platting ordinance. Attorney noted that two areas of the ordinance should be given more consideration; namely, drainage and streets. It was agreed that surface water drainage should be controlled by use of pits or by easement, and in areas subject to substantial water collection or generally high water table, no building permitted. It was pointed out that requiring a developer to blacktop streets, which cost is usually assessed against individual lots and paid for by the purchaser, saves Township bonding authority. Attorney to review proposed platting ordinance and submit first draft to Commission. No action taken. It was suggested by Christenson that the Co~~ission complete rema~n~ng work on the proposed junkyard ordinance. Holasek arrived at $:15 PM. Discussion was held regarding fees. Attorney stated that as legal matter, fees cannot be used as a revenue raising instrument nor can fees be used as an economic tool. Fees must cover cost of processing application. Bradley arrived at $:22 PM. Attorney suggested to Commission that copies of the adopted ordinance should be sent to all existing junkyards within the township. Discussiun was held regarding screening. According to Bradley, the State highway department was not aware of any berming requirement for junkyards. Bradley stated that berming could result in a permanent height of four feet above level of roadway. According to Bradley, no one he contacted seemed to know if berming was feasible although according to one source the cost is reasonable, approximately $5000 per running mile. Christenson expressed doubts as to whether or not we could get the yard owners to comply, ,and can the ordinance dictate the types of trees to be planted. Bradley stated that we should have some type of live screen and if it is on low ground the grade will have to be elevated. Rither agreed to check for Government publications. Attorney to draft ordinance and submit for further consideration by Commission. Attorney noted that although a public hearing is not required, it would be well to do so.
