A meeting of the Grow Township Zoning and Planning Commission
was held January 26, 1971 at Crooked Lake school. Chairman Norm Stout
called the meeting to order at 8:00 P.M. with Com~ission members
Bradley, Jones, Langseth and Rither present. Minutes of the December
15 and December 29, 1970 meetings were approved as read. Minutes of
the January 5, 1971 meeting were approved as corrected. Minutes of
the January 19, 1971 meeting were approved as read. Holasek arrived
at 8:20 P.M..
Mr Orville Temple appeared before the Commission. Temple
stated that he would like to build a four-plex on property adjacent
to 2705 134th Lane N.W.. In response to questioning, Temple said
that (1) lot is 100 feet wide by 150 feet deep, (2) he would like to
begin construction in early Spring, and (3) he does not presently
own the lot but wanted to see if he could build a four-plex on it.
Subject lot is located within the R-4 Zoning District. Discussion
was held regarding Ordinance requirements. Chairman informed Temple
that intended use of property was not permitted by Ordinance require-
ments.
Mr. Art Bendiske representing the Crooked Lake Sno-Barons
Snowmobile club reported on club findings regarding snowmobile
ordinance. Bendiske stated that Anoka County officials are studying
the Hennepin County ordinance. Furthermore, Bendiske said he would
like to see an ordinance adopted and suggested that Grow Township
use the City of Coon Rapids ordinance as a guide. Bradley suggested
including restriction of machine operation near ski areas, playgrounds,
wildlife areas, managed plantations and private buildings. Bradley
cited incident reported in local news media involving destruction of
chickens when machine buzzed the chicken coop. Bradley emphatically
stated that "there should be [an ordinance] provision to prevent
another occurrence." Bradley also urged restrictions in or near
managed plantings areas, saying, "We've had more complaints on this
than anything else." Bendiske said that he would review Coon Rapids
ordinance and meet with the Commission on February 2, 1971.
Mr. Francis Rootes, 13423 Crooked Lake Blvd. N.W., appeared
before the Commission. Rootes said that he would like to build a
tri-plex on lot 7, Brook Terrace (near or adjacent to 2705 134th
Lane N.W.). Rootes stated that lot measures approximately 99 feet
wide on the front, 131 feet deep, and 126 feet across the back.

According to Rootes, proposed tri-plex would contain two units on
the upper level with two bedrooms per unit and one two bedroom unit
on the lower level. Discussion was held regarding lot size and
proposed building. Jones noted that lot does not meet minimum lot
width or depth. Subject lot is located within the R-4 Zoning District.
Chairman informed Rootes that proposed use is not permitted by
Ordinance requirements.
Stout noted that Commission must arrange meetings to
consider junkyard and platting ordinances.
Bradley emphasized importance of following agenda pointing
out that whereas Bendiske was properly on the agenda and Temple was
not, Temple was heard first.
Bradley suggested that the Commission formulate a policy
to determine Vice Chairmanship in case regular Chairman is absent.
Stout agreed to check Town Manual regarding the matter.
There being no further business to come before the Commission
it was moved by Rither, seconded by Holasek, to adjourn. Motion
carried. Meeting adjourned at 9:55 P.M..
