HomeMy WebLinkAboutJanuary 5, 1971 () ~J CJ , '\ U. \.J A meeting of the Grow Township Zoning and Planning Commission was held January 5, 1971 at Crooked Lake school. Chairman Norm Stout called the meeting to order at 8:15 P.M. with Commission members Christenson, Holasek, Jones, Langseth and Rither present.q~~ Mr. Lee Hennen and Mr. Curt Stromgren representing New Housing Concepts, Inc., appeared before the Commission regarding plat legally described asNWt of Section 2 T32 R24 Anoka County Minnesota. Hennen presented soil borings map and accompanying letter from Suburban Engineering, Inc., showing results of ten test hole borings in subject area. Discussion was held regarding road easements. Holasek asked if easement was or was not to be included in 2t acres. Stout replied that it probably would not make much difference stating that if roads are included a grid pattern results and if roads are not included a variety of patterns result. Holasek stated that we should clarify the situation for future developers. It was moved by Holasek, seconded by Bradley, that within the R-1 Zoning District lot size does not include road easement. Motion carried. Four ayes, Three nays. Discussion was continued regarding lot width setback within subject plat. Holasek stated that we have three alternatives regarding the NHC plat; (1) approve as is, (2) approve Blocks 2 and 3 as is and increase lot sizes in Block 1, and (3) stick to 330 foot lot width setback requirement for entire plat. Jones stated that approval should be given plat as drawn in Blocks 2 and 3 and increase lot width setbacks of lots in Block 1 and if we disapprove on basis of code then we should disapprove entire plat. Moved by Jones, seconded by Langseth, to accept plat as presented except for Block 1 lots 20 and 21 which should be combined to form one lot. Motion defeated. Two ayes, Five nays. Christenson stated that motion is in violation of Township Ordinance in that variance must be granted on basis of land character- istics. Land in question is conducive to large lots, not something smaller. We should ask for revision, it is worth it. We have Ordinance to follow and should follow it. Bradley stated that if in variation to code, don't they have to apply for variance? In reply, Jones said that no forms are available and variance would have to be given verbally or by some other means. Bradley then stated that if NHC wants variance then they should apply, fill out form, pay feo of $25.00 and follow guidelines. Holasek stated that if developing Block 1 affects Blocks 2 and 3, he foresaw a potential trouble spot in Block 1. Bradley stated that he likes plat personnaly, it could be one of our better areas, and an effort should be made to meet requirements and resubmit result. Hennen stated that although he does not mind coming back again, he was disappointed in that he had felt approval was close but now all that is changed. Bradley said that on day of walk through he (Bradley) remarked to Hennen that [plat] would be good with some modification. Bradley stated that although not in the form of a motion, we should recommend that the plat be redrawn and resubmitted conforming as closely as possible to the Ordinance. Furthermore, Bradley stated that plat could be improved and would not want to disallow the plat. Holasek asked if we should require a flat 330 foot lot width setback or wait and see what is submitted. Stout advised Hennen to have surveyor explore possibilities of conforming to Zoning Ordinance. Christenson asked what action NHC is going to take. Stout replied that NHC was told to conform to the Ordinance as closely as possible. There being no further business to come before the Commission, it was moved by Bradley, seconded by Rither, to adjourn. Motion carried.
