The following is submitted for your consideration I
(1) Grow Township comprehensive study south area has :350 acres 'Wi
east of waste disposal site zoned industrial vacant for the most part.
(2) Zoning this area industrial could create future problems for
Red caks residential area.
(:3) Present landfill is projected usaable for 10 more years.
(4) Commission believes more landfill in this area would create traffic
and litter problems.

Waste Disposal Engineering's request for rezoning. Seconded by Clendening.

The following is submitted for your approvala
(1) Chapman property, the. west t of the northwest t of the southwest
t of section 15, township )2, range 24 in Anoka County, Minnesota was
registered one day previous to Ordinance 8.
(2) Lots as previously platted could not meet 60% requirement of
Ordinance 8, R-1 classification.

only every other lot buildable. Holasek seconds. Question--2 for, ) against.
A motion was made by Clendening and seconded by Johnson to leave
property in question as R-1.
2 for, 2 against, 1 abstention
Chairman breaks tie with vote against.
Jones makes a motion to recommend the Town Board of Supervisors accept
rezoning to R-) with stipulation that every other lot be buildable and lots
be designated by Planning and Zoning COJlllllisdon. Dutton seconds. 4 for
motion and one against. Carried.

The following is submitted for your considerationa
(1) It is generally felt this change could be unfair to horse owning
population of township.
(2) Commission feels that an ominance controlling horses should be'
considered.
(:3) It was felt that not enough complaints were received to change
the wo:rding, if in fact this was the reason for the change. Jones made a
motion the Town Boa:rd of Supervisors reject change in wo:rding of Ordinance 8
and look into a horse ominance to control them. Seconded by Holasek,
carried unanimously.

The regular meeting of the Grow Township Planning and Zoning Commission
was called to order at 7135 P.M., November 28, 1972, by Chairman Jaworski.
First on the agenda was a continued Public Hearing for the Backman
addition. They were not present.
The next item 0n the agenda was a public Hearing for waste Disposal
Engineering-proposed rezoning, R-1 to GeneraJ. Industrial lots. They were
not present.
The third item on the agenda was Bill Sykora, possible preliminary
road plan in northwest pirt of township. Mr. Sykora stated that a road
pissing through his property was an extension of University Extension. He
noted the road which passed through his property started out as a boundary
line between Ham lake Township and Grow Township, but it I veered off to the
right and, for boundary and maintenance purposes, it should be on the section
line. He said if Ham Lake and Grow Township were willing to share cost of
implementing this action he would deed land to either or both townships and
provide fill for no cost. Holasek asked if Ham Lake is willing to share
cost with Grow Township and if Sykora had any cost figures. Sykora did not.
Clendening noted he would like to see cost figures before making motion to
have road updated. Jones made a. motion to recommend the township have a
study made on the costs of updating the road. . The motion was seconded by
Holasek. General discussion followed with Johnson noting that Ham lake should
be contacted on this matter. The motion was carried uaanimously.
The Hearing on Waste Disposal was again called and they were in
appearance. It vas noted by Chairman Jaworski that the property under
consideration is west of Bunker Lake Road and E!l.st of Red <B.ks Nanor. It
is presently Boned R-1, low-clensity, 21 a.cre residential lots. Chairman
Jaworski asked what they are planning to use property for. Ron Roth,
President of Waste Disposal, stated they plan to use the south 40 acres for
Industrial usage, the central area for landfill, and the area surrounding
for Industrial sites.
At 8130 P.M. the discussion on Waste Disposal started over because
audience could not hear and was interrupting proceedings. A microphone
was brought up by janitor Clarence Smith.
Discussion followed on rezoning as opposed to keeping: residential
statutes. Chairman Jaworski asked for hands of those who had received
notification of meeting because they were adjoining property owners. 17
were present. Many people from the audience spoke against this rezoning,
but they did not state names and addresses as asked, with the exceptions
of Cecil Heidelberger, Richard Newell, Thomas Garon, and, Lorraine Jellison.
Dutton made a motion to recommend the town board of supervisors reject
Waste Disposal Engineering's request for rezoning because 350 acre area
already zoned industrial to the east of this site is almost unused, and
rezoning could create problems for Red <B.ks residential development.
Seconded by Clendening. Upon further discussion, Chairman Jaworski stated
,that it is the job of Planning and Zoning CODlDlission to review items that

come before them on their agenda and to uke recoJllllend&tions to Town Board
of Supervisors, He contended that the Town Board of Supervisors can either
accept recoll\lllendation, reject, or send back for restudy, He also noted that
those interested should attend meeting in two weeks for the final outcOllle.
Lyle Bradley noted that if the matter is called up again, the use of an over-
head transparency would enable the audience to see easier, The motion was
carried unanimously.
The proposed Public Hearing on Backman addition was called again and
they were not present.
At 9.05. a Public Hearing followed to consider an,amendment to zoning
Ordinance 8. section 3.02, subsection E, subPi'ragraph 2.. Chairman Jaworski
opened this item up to general discussion by the audience. Dick Schneider
stated that if the wording of Ordinanoe 8 was ohanged. it would require 5
acres to own a horse and he felt this would be unfair, Ho1asek asked
Schneider if he had any alternatives, Schneider thought. they should adopt
ordinance to control horses. Jones asked if anyone had seen a model of
such. Schneider said that Ha.a Lake has such an ordinance, Jones llade a
motion the Town Board of Supervisors rejeot change in wording of Ordinance 8
as a way to control horses and to look into a horse ordinance to control thea.
Holasek seconded the lIotion. There was further disoussion on the matter.
Lyle Bradley stated that as a member of Town Board, he has received no complaints
on this matter. Schneider stated that when he was a member of, the boe.rd he
did receive several cOlllplaints on 2 acre lots. At 9.25 the motion was carried

At 91)0 William Born was called for reviewal of possible subdivision
of lot in track C at approximately County Road 7 between" 17Jrd. and 175th Avenue.
William Born was represented by his father, Lloyd E. Bemand Jeff ea.rson,
a member of Legal Aid Society. Carson aaked for perait to sell unplatted
piece of land shown in TJ:ack C because of severe hardship on. the part of
William Born. He stated Born did not want to 8ell, but because of an urgent
need of funds it was necessary. Jones stated that under platting Ordinance 10
the hardship clause pertains to the land only and that it is against state
law to sell any land under 5 acres by meets and bounds. I Lloyd. Born said that
his son has a bu;wer for one lot now and that if he cannot sell, he w111 have
to go on welfare. Johnsen stated that the way present ordinance is lIorded
he would flatly turn them down. Jones asked if they could not. possibly be
interpreting the wording wrong. Jones stated he thought I it would be fair to
have attorney look at matter to interpret hardship clause. Ho1asek agreed.
Chairman Jaworski told ea.rson to contact township attorney if he wanted an
interpretation af hardship clause at his own cost before township meeting.
He also suggested he call Marv Christensen of the Town Board.
At 10.15 P.M. oontinued Publio Hearing fin: Backman was again called
and was not there.
At 10.15 Public Hearing was called for Clifferd Chapman--rezon1ng B-1
to R-3. The west t of N.li. t .f the S.W. t of section 15, Township 32,
Range 24 in Anolta County, Minnesota. Cha.1rIIIan Jaworski stated the reason
Chapman is requesting rezoning is because his lots da not meet 6Q% of the
requirements of Ord.inance 8. Holasek asked Chapman if he had deeds filed

on each lot. Chapman stated he bad done so on December :31, 1970. Holasek
also stated that in order to aeet 60% requirement under R-1 his lots would
have to be approx1mately 1 2/3 acres. Holasek said that if it was rezoned
to R-3 without a stipulation Chapaan could build on everr lot. Chapman
said he intended to build on everr lot. At 10.35 Johnson lI&de a aotion to
change to R-3 with stipulation he would be able to build only on every other
lot. Seconded by Holasek. Discussion followed with Cha~ saying this was
jUlacceptable. Johnson requested peraisslon to withdraw his ..l;1on. Holasek
notes because it was seconded it cannot be withdrawn. A vote was put on the
motion--2 for, 4 against. Motion not carried. Clendening ude a aotion to
leaveu-. as R-1 classification. Secended by Johnson.Chai1'll&l1 Jaworski
noted Chapman's reasen for c..1ng was a change to R-3. The vote was 2 for,
2 against, 1 abstention by Dutton. Cha1nan Jaworski voted to break tie,
which made it 3 against, leaving it as R-1. At this point Cbapaan backed
up and said he would accept plan put forth that be would: be able te build
on every other lot only. Holasek stated he wanted lots to be .0 de.ignated
as to which ones Chapu.n could build en. Jones made a .ot1en to rec__end
that Town Board of Supervisors accept resoning to R-3 with stipulation
that only every other lot is buildable. Dutton seconded. Only lots B, D,
F, H, J, K, L, N, P, R. T. & V shall be designated as buildable. It is noted
that this information should be available to the building inspechr. The
vote was 4 for and 1 against.
Meeting was adjourned at 10.55.
