The regular meeting of the Grow Township PlanniRg and Zoning Commission
was called to order at 7140, October 31, 1972. Chairman Rither informed us
that the information on the Preliminary Plat for Charles Backman was not
received until October 26, and our engineer did not receive proper data
until October 31, today. Chairman Rither informed Norm HoiUII that there
was insufficient time to process the plat before regular .eeting. Mr. Hoium
said he would abide by decision of Planning and Zoning Coamission.
Clendening IIOVed to postpone the continued hearing until regular meeting
November 28, seconded by Jones, carried unanimously.
Second item on agenda, the proposed rezoning for Waste Disposal
Engineering, Inc. was postp~ned because property owners within 300 feet
were not properly notified. Chairman Hither stated all would be properly
notified and Public Hearing would be held Tuesday, November 28, 1972 at
71)0. Chairman Bither fielded questions rrem audience on present zoning
of property up for rezoning. At 7145 discussion was started on the proposed
Grow Township Town Hall. At the last annual .eeting a resolution was
possed charging town board to explore possibilities, with nething being
done until now. Richard Schneider noted that 40 acres on Crosstown Blvd.
purchased by Township was chosen because of Central location and was chosen
by the people, for site of proposed aunicipal construction. Schneider
questions if anyone has seen new Dayton Town Hall. Chairman Rither notes
Cha.Ilplin also considering aunicipal building. He also noted we have had
two recent break-ins at the Andover COlllllunity Club. Jones suggested a
coamittee to study the need and feasibility of constructing a town hall.
Jones was appointed chairma.n of this COllllittee by Planning and Zoning
COlllllissien, with Winslow, Holasek, Dean Johnlson, Elmer Dutton as committee
members with Richard Newell volunteering from audience and being accepted.
Richard Newell, 13919 Nightengale St. N.W., 757-3545. Jones committee
will report back at regular meeting November 28. Clendening suggested we
consider community center site on N. Round Lake in our discussion for a site.
Hither says he doubts if they would be compatible. Schneider again notes
40 acres purchased was chosen from 3 possible" sites by members of township.
At 8105 a discussion on a new horse ordinance or repairing our current
. ordinance was generated by Chairman Hither. He proceded to read definitions
of land uses. After discussion commission agreed ordinance definition does
not have to agree with dictionary definition, and by placing horses in the
nondomestic category in no way bans them from township. It was moved by
Clendening and seconded by Johnson to consider amending Ordinance 8, section
3.02. Definitions, letter D, sub paragraph 2 nondo.estics to include horses
and that a Public Hearing be held November 28, 1972 to consider such
amendment. Carried unanimously. At this time Chairman Hither announces
he has been appointed to cOlllplete the term of Richard Schneider who has
resigned because of illness. He asked Clerk Jaworski to be interi. chairman
until board of supervisors appoints new chairman. Jaworski accepts.
Jones notes we have a couple of items that should be considered by
the planning and zordng cOllllllisslon this winter, a major thoroughfare plan
and a comprehensive plan for the rest of the township. Holasek agrees the

thoroughfare plan as illlportant to all those living in township. Hither,
Johnson and Clendening noted sOlie of township problells in this area. include
scattered population over use of some roads street extensions, dead end
developaents and access to ingress and egress. Chairaan Hither notes
development of township has slowed pa.rtly due to airport rwaors and states
a further public hearing will be held November 14 at Fred Moore Junior
High in Anoka. Holasek and Ri ther note that planning and zoning should
generate some type of plan and procedure, formulate this into formal report
to supervisor stating why we should have major thoroughfare ,plan and
comprehensive plan for northern part of township now. .
At 8130 Holasek says now that winter is approaching we should consider
again a snowmobile ordinance. Most agreed but any regulation would be hard
to enforce. Marv Christenson suggest we check on state's latest statute
and see if they apply. Jaworski will call state to get latest statutu:
before next meeting. Richard Schneider notes attorney' advised we adopt
state ordinance. Rither notes possible extra meeting before season on
snonobile ord1na.nce.
At 8145 Jones moves we adjourn, seconded by Dutton, carried unanimously.
