SUBJECT. PUBLIC HEARING ON PRELIMINARY PLAT CEDAR CREST ESTATES JRD
ADDITION. HORACE MAYO, CHARLES BANKEY PRINCIPALS.

(1) It was moved by Holasek and seconded by Jones to refuse approval
on engineer's report and Ordinance 10 Section 8 required preliminary Plat
data. Carried unanimously.
(2) It was moved by Jones and seconded by Clendening to table final
action until regular meeting September 26, 1972. Carried unanilllously.
(3) No recommendation at this time.

The regularly scheduled meeting of the Planning and Zoning Commission
will be held AUGUST 29, 1972 - 7:30 PM - Crooked Lake school.
Agenda
1. Windschitl, Gerald G. Request for exemption from Platting
and Subdividing Ordinance No. 10.
2. Town Board Chairman Richard Schneider request that the Commission
re-examine the Luke rezoning request. Schneider indicates that
the Commission should examine the possibility of rezoning the
existing R-1 District located between the two northerly R-2
Districts to the R-2 District. The easterly boundary would
be County Road 58, also known as Valley Drive.
3. Mayo, Horace and Bankey, Charles - Public Hearing on Preliminary
plat, Cedar Crest Estates 3rd Addition. Please review the
enclosed plat carefully and see how it stacks up against
Ordinances 8 and 10. Jot down any comments, questions or
suggestions regarding possible revisions of lotting arrangement,
road layouts, park locations, etc., and bring them to the
meeting. Feel free to mark up the plat - notes sometimes
get lost.

8.19 (F) Animals
The Township is encountering problems regarding the keeping
of animals, particularly horses. Consideration will be
given to enacting an "Animal Ordinance" or revising the
language of Ordinance No.8.
2. 4.11 Relocated structures. The language should be revised
to include "other structures" on any lot whether vacant
or not. At the present time, an "ether structure" could
be moved onto a lot which is not vacant, without Commission
reviewal.
Anoka County Ordinance No. 72-1 is for your information and study.

A regular meeting of the Grow Township Planning and Zoning Commission
was called to order by Chairman Hither at 71)0 on August 29, 1972.
First to be called on our agenda was Gerald G. Windschill. He did not
appear.
The next item called by Chairman Hither was a restudy requested by
Town Board Chairman Hichard Schneider of the proposed rezoning of the
Stack property frOIl R-1 to R-2 by Marvin and Terry Luke. Chairman Schneider
would like us to consider rezoning entire west end of township over to
County Road 58 or Valley View Drive. Terry Luke noted that at the Public
Hearing the Planning and Zoning Commission stated there was no comprehensive
plan for the northern pl.rt of the township. Terry stated there was a
comprehensive plan. Chairman Rither stated there is an issue of that subject.
Mr. Hither states we took part in a federally funded comprehensive plan for
the whole of Anoka County and also. a federally funded model zoning ordinance.
Grow Township did not implement either. There was full discussion on subject
with Luke handing out copies of state code regulating private sewer systems.
Hither, Luke, Holasek, Clendening discussed no comprehensive plan. No
sewer plan with general tone against rezoning of entire area. Jones stated
if entire area was R-2 that this pl.rt of township would be quite heavily
taxed in the future because lots would not be,divisible. Clendening noted
without comprehensive plan we would be at a disadvantage to rezone at this
time. Mr. Hither stated we have two alternatives, to sustain our former
motion or to put forth a new motion. Clendening moves to reaffirm planning
commission original motion of July 25, with Dean Johnson seconding. Carried
unanimously with items 1 thru 4 noted to Board of Supervisors.
(1) No comprehensive plan for entire area.
(2) Possi:bly too much R~2 area now in entire township..
()) Physical characteristics do not meet R-2 style requirments.
(4) This area, in Anoka Service Area Sanitary Sewer District No. ),
has no comprehensive plan for sewer.
Gerals G. Windschill was called again at 81)0 but did not appear.
At 81)0 a Public Hearing was held on a preliminary plat Cedar Crest
Estates Jrd Addition for Horace Mayo and Charles Bankey. This item was
published in Anoka COunty union and all property owners within :300 feet
were notified with Chairman Hither noting he had received one. The public
was invited to come up and speak for or against plat with no one coming
forth other than the principl.ls for. Marv Christenson asked for a clarification
on setbacks on lots connected with Cul-de-Sacs. Chairman Rither started
the commission into the engineer's report on Mayhan. After an hour long
discussion including all, of planning commission, Marv Christenson, Richard
Schneider, Leroy Winner, Horace Mayo, and Charles Bankey. A Illotion was
made by Holasek to refuse approval of plat according to engineer's report
and Ordinance 10 Section 8 required preliminary plat data until items noted
are corrected. Jones seconds. It is noted Chairman Rither gave Horace Mayo
a copy of engineer's report. Motion carried unanimously.

Jones makes a motion to table final action and continue until regular
meeting September 26th. Clendening seconds. Motion carried unanimously.
It is noted at this time and will be brought to the attention of the
engineer that commission considers Xenia and Blackfoot Minor Streets.
At 10100 Chairman Rither ma.de cOllllllission aware of hole in animal
ordinance, Ordinance 8, Section 8.19 and of possible action that could be
taken. Also Ordinance 8, Section 4.'-1 relocated structures was discussed
in the preliminary stages possibly requiring change. Commission is reminded
to study these items before next meeting. At 10130 the motion to adjourn
was made by Clendening and seconded by Jones. Carried unanimously.
