The regular monthly meeting of the Grow Tawnship Planning and Zoning Commission
was held on Tuesday April 24, 1973 at the Crooked Lake School. Chairman Art Jaworski
called the meeting to order at 7:35 p.m. with Commission members Newell, Johnson,
Rither, rules, and Moen present. Members read minutes of ~arch 27, 1973 meeting,
which were approved as read. No corrections or additions were ~ade.
7:40 First item on Agenda: Walter Fineberg Plan, replat multiple dwelling; reason
to sell as individual townhouses--south of Red Oaks Addition. Robert Kuzzy, Attorney
from Columbia Heights appeared on behalf of }~. Fineberg. y~. Kuzzy showed a proposed
plat prepared by M.C. Hoeum and Associated. He explained there was presently already
a building of townhouse type constructed on property, a six unit building which is
being rented out by the Gate Company. He discribed townhouse developement, and stated
it would be managed by a nonprofit organization called the Home Owners Association,
which has a set of rules and regulations to govern area. It would govern the rules in
joint maintinance and care of facilities. Also they are set up in file with the
register of deeds in time of Plating. There are conditions and restrictions what can
and cannot be done by property owners. It defines property owners their membership,
voting rights, easements, Coorporate meetings, party walls, archectectual control if
any additional construction, and governs insurance. ~. Eduard Bock explained some of
the items in ordinance #10 that might call for a variance to be approved. He spoke on
sections which would be involved. Discussion followed. Chairman Jaworski stated he
had been in contact with 11r. Beens, and speaking for the Planning Commission he could
not see why this particular item could not be replated, although this would not be a
criteria for future items. Rither commented on it not meeting the criteria on proposal
He referred to section 4.18 on townhouses flexability to automatically grant a variance
to townhouse. Discussion on sewer system followed. There are three septic tanks, one
for two units. Rither recommended that it would continue on as per ordinance 1/10.

8:15 Second item on Agenda: Lawrence Blesi, lots not meeting governing ordinance
section; alternatives??? Crosstown Boulevard south of 20. ~~. Blesi explained that
he wanted to sell two lots on County Road #18. Chairman Jaworski explained it was
in R-l area minimum 2~ acres per lot and it dosen1t meet criteria. Rither explained
under ordinance #10 not feasable. It was determained they were not lots of record.
Rither read ordinance based on hardship, variance is open for grant. Newell rec-
commended an up to date drawing. Chairman Jaworski reconmended for }~. blesi to get
the road accepted as township road and apply for a variance.
8:45 Don Teaslink, variance restudy by full Planning Commission; County Road 18
near Ham 4J.ke border. ,Hr. Teaslink was not in at tendence. Chairoan Jaworski ex-
plained they didn't have a quarm last month, no discission was made. Discussion
followed on private road onto County Road. }liles read on ordinance that it could
meet road criteria if it met needed footage apart from another private road.
Johnson made a motion to recommend to Town Board of Supervisors to issue a variance
to Teaslink property, under the hardship clause. Newell Second j'btion. Against:
Rither explained it didn't make sence to grant a variance and find the criteria can
be met.
Steve Recors discussed the future stages in the planning of Grow Township.

Dick Been discussed with the members of Planning and Zoning on regula tions and
rules of the Planning and Zoning Commi5sion.
Commission member Newell made a motion to close. ~liles Second motion. Motion
carried unanimously. Meeting ajourned at 10:25 p.m.
