Chairman Art Jaworski called the meeting to order at 7:35 P.M. with Commission members Clendening, Dutton, Holasek, Johnson, Jones, and Newell present. Members read minutes of the January 3, 1973 meeting, which were approved as read. No corrections or additions were made. First on the agenda was the Public Hearing held on a Special Use Permit requested by N.S.P. for additional easment. Section 7,8, and 9, and quarter lines of Seets 10 and 11, 14 and 15, 22 and 23, 26 and 27, and 34. N.S.P. }anager Transmission Engineer, Gary Anderson read letter from }~. Christianson concerning transmission line proposal. He stated there would be 8 miles of line, begining from l19th Ave. N.W., South to County Road #18, replacing present wood k frames with steel poles, and needed additional 190' North side for wood K frames. Land owner in Grow, John Russell, asked why they needed so much land. Anderson stated the conductor is 481 and they need clearence. Russell asked why they couldn't put steel poles all thru Grow. Anderson said they couldn't justify cost because nothing was built up. He estimated cost 1st 2~ miles at $250,000.00 per mile total $625,000.00. Remaining 6.4 miles at $85,000.00 per mile total $544,000.00. Russell asked who paid for cost. Anderson stated that stock holders and rate payers did. Lee Enga, Grow, asked if it would be moreviseable to take expense now and not later in two years. Holasek asked to define difference between poles and towers. Anderson stated poles were 125' high and towers 85'-90' high. Ron Fleshner, Ramsey Realestate man stated concern with Grow growing fast and land owners property, and damage to invironment. Anderson stated there were no more plans for bigger power lines in this area. Larry Carlson, member Advisor Invironment Committee and land owner in Grow, asked if there was an Impact Statement required. Anderson stated no. Carlson also stated concern with cleaning up area, that cost should include this, and what they are willing to pay. Anderson stated they would estimate $44,000.00 1st addition, remaining 6.4 mile~ $45,000.00. Clint Coleman, N.S.P. Transmission Dept., and Russell discussed underground lines and voltage. Richard Newell stated information supplied by N.S.P., Gro~ population in 1970 was 3,830, 1971 4,426, and information from Town Board Supervisor's,~hat in the next two years approximate population would be 6,000. Holasek wanted to know where next plant was to be built, and wouldn't they need another line. Coleman answered un- likely, that it was hard to predict, plans don't include another line in this area. Jaworski asked if steel poles would be adequate in future. Anderson answered yes. Dutton stated it would be foolish to tear up more Township for easment and to stay in easment they now have. Coleman stated it was hard to select area because everyones property is valuable, and they intedn to deal fairly. Russell asked who would pay property tax. Anderson stated they would pay personal property tax. Russell asked when they plan to start construction. Anderson stated in 1974, and to be ready December 1975. Dean Johnson asked how much area was in the Airport Search Region, and if they wanted to keep the cost down because they will possible lose it. Anderson said they had considered this. Newell asked if it was necessary to have another line. Anderson stated yes if this area is growing. ~aworski asked if poles were dismantable and reuseable if airport came thru. Coleman answered yes, but foundations were not. Ron Fleshner, Grow Town, stated our power connects with R.E.A. and not N.S.P., that we cannot develope land, or get permit to build :~ ~J \ o o -2- ,- '\ ) '-/ January 30, 1973 on land. Coleman made clear that the increase on cost would be three times as expensive as wood K frames. Larry Carlson asked if possible to add to motion, request to clean area when finished. Jaworski stated it couldn't because it wasn't already in Special Use Permit. A motion was made by Dean Johnson and Seconded by Richard Newell to reconmend the Town Board of Supervisors to issue the required Special Use Permit to Northern States Power Co. with two stipulations, that they construct steel poles thruout Grow Township, and that no additional easment be purchased. Hotion carried unanimously.; Second item on aeenda, preliminary sketch plan submitted on property for Allen Konig was brought forth. Discussion followed concerning water table, and road next to Rossella Stonsteby's. Surveyor would have to get indepth to make sure road and lot size was in accordance with ordinance #10. Third item on agenda, Town Hall proposal finalized. Duane Jones read Town Hall Report. Dutton pointed out price on masonry and steel construction. Steel would be 1/3 less in cost, upkeep less, and engineering less. Special committee to plan for Town Hall. Jaworski asked for any other item pertinent for Grow. None. GENTLENEN: The following is submitted for your consideration: A Public Hearing was held on Tuesday, January 30, 1973. After hearing N.S.P.'s side for ~quiring additional easement, general opinion was against for the following reasons: (1) The commission feels Northern States Power Companies planning has been very short sited to present, considering present line was just con- structed in 1970. (2) The same amount of line they require can be carried on steel pOles, as they propose in Southern part of Township without aquiring additional easement in remaining 6.4 miles of Grow. (3) It is noted that if more lines are again needed, steel poles could be dismantled and steel towers erected again without requiring additional easement. (4) N.S.P. states cost to construct steel poles three times as expensive as wood K frames. (5) The taxable land, approximatly 70 acres, is lost to Grow Township as a tax base forever, and could very likely add up to more than N.S.P.'s added cost at some time in our future. (6) The impact on our environment, contrary to some publicity is not known. (7) The single steel poles are much more pleasing to the eye than a double row of wooden K frames. A motion was made by Dean Johnson and Seconded by Richard Newell to reconmend the Town Board of Supervisors to issue the required Special Use Permit to Northern States Power Co. with two stipulations, that they construct steel poles thruout Grow Township, and that no additional easement be purchased. Art Jaworski, Chairman Grow Township Planning and Zoning Commission ~J ,J ~J () ~ t3ruw Tuwn~hipv January 30, 1973 TOw'N HALL REPORT: A committee was formed to discuss the needs and feasibility of a Town Hall for the Town of Grow. Currently we are imposing on the school district for the use of the school for our monthly Town Board meetings and our Planning and Zoning meetings. ,Our Clerk works out of her home, and stores many records there. The Building Inspec- tor works out of rented space and has his records there. We as a Township have no place to set up permanent records. 1'le have no permanent Town mailing address. We don't have a place for the people of Grow Township to call their own. Our efforts as a Township are disjointed because of the seperation of the offices. The committee feels that a Town Hall would pull the people of the Township closer and would create more interest in the Towns activities. We don't feel that we need, or are in a position to build a status symbol type of building. We concluded that a building with 3,600 to 4,000 sq. ft. floor space would give us room for the following: APPROXIMATE FLOOR ~ '. Auditorium 2,000 sq. ft. Clerks office 120 " II Building Inspector 120 II " Administrators office 1.44 II II Conference room 240 II II Bathrooms 100 " II Storage area 400 " II Hall ways 180 II II Pump room and Custodians storage 100 II II Extra office 120 II II Coat room (could be in main hall) 48 II II We feel the building could be used now for the above uses and converted in the future to park and recreation, and or Town Engineers office, Police Department, or a number of other uses. We discussed building materials and decided we would like to work with an architect on the layout and design of the building. ) , ) '\ , ./ ~ CJ ~) -2- January 30, 1973 On our tours of other municipalities we saw metal and masonry buildings, and currently lean toward metal building. The reasons for leaning toward a metal building are: A. Economy - approximate 1/3 less in cost than masonry B. Shouldn't have to hire architect to engineer metal building C. Can be converted readily for other uses The committee also feels that the parcel currently owned by Grow Township would be the logical place for our Town Hall. Re spectfully, Duane R.
