MINUTES OF THE GROW TOWNSHIP PARKS/RECREATION ADVISORY BOARD REGULAR MONTHLY
MEETING - SEPTEMBER 13, 1973
The meeting was called to order at 7:36 p.m. by Chairman Trueman Hulegaard.
Attendance: Present: Britton, Griswold, Heidelberger, Hulegaard, Kappel hoff,
Schneider and Sloth. Jim Newell attended for Art Jaworski.
Excused: Bradley
Guests: Mrs. Betty Hoffmann and neighbors from Shady Knoll, Phil Rzeszutek of
Green Acres, GaVae Adelman, Lois Beaving, Jim Dahmen and Jim Green from Cedar
Crest.
MINUTES - REPORTS - COMMUNIQUES
Dick Schneider made a correction to the Minutes.
School Board will pay for the bridge and maintain
Minutes as an incorrect statement.

OLD BUSINESS
Chapman Tot Lot - Jim Kappelhoff reported that all equipment is in and that the only
work left is the fence. He also mentioned that there was some debris on one end of
the park that should be removed. Trueman has contacted Mr. Chapman who has said it
would be hauled away. Jim Griswold has investigated the cost of poles and cable;
the County highway department will be sending a letter to the Chairman giving costs
and where-to-purchase information. If all goes well and if we can again rely on the
neighbors for assistance, the fence should be in and the park completed by next
meeting.
Insurance - The secretary had talked with Mr. Chester of Anoka County Agency who said
he would contact the Clerk and the Chairman of the Board of Supervisors to inquire
about a pOlicy. He had called back to say he was writing a policy to be approved by
the Town Board, so we should have a policy in effect shortly.
Crooked Lake Cleanup - Cecil Heidelberger reported that the Crooked Lake property had
been cleaned up and raked. It will be seeded in the Spring. The Boy Scouts were
charged $2.00 at the Grow Township Dump; said amount will be returned to them because
the Dump is free to Grow Township residents.
Coon Creek Bridge - There was no inmrmation available on the bridge so any report
will have to wait until the Town Board makes their report.
Cleanup for Meadow Creek - It was decided that it is too late for summer maintenance
and that cleanup will be included with bids let next Spring. Jim Griswold stated
that the Pioneer Girls from Meadow Creek Baptist Church were going to use it for a
picnic, so possibly someone from the Church would go in and clean it up somewhat.
Attendance at Meetings - It was found that no one has missed more than three meetings
as of the August meeting.

Model Park Study - Jim Kappelhoff has received no more information regarding the
Study, but will be hearing from or will contact the University to find out dates, etc.
Volunteer for Checking Half-Section Maps - Sylvia Britton and Dick Schneider will
borrow Wally Arntzen's maps and go over them to determine all park areas in the
Township.
LAND ACQUISITION AND DEVELOPMENT
Meadow Creek - The deed is ready, according to Robert Munns, Attorney for George
Adolphson, and can be presented to the Town Board for approval at any time. Bill
Hawkins, Grow Township Attorney, will follow up on getting the deed and will present
it at the earliest possible meeting.
Chamberlain Addition - Jim Newell reported that the plat has been accepted. This
means we have two more park areas to add to our growing list.
NEW BUSINESS
Shady Knoll - A delegation from Shady Knoll head~d by Mrs. Bonnie Hoffmann requested
that we do something about the park area in their neighborhood. Much to our chagrin,
we had overlooked the park during our tour and had neglected to add it to our list
of park property. The neighbors requested that we put in a skating rink for the
winter on the North end and hold the South end open for a tot lot in the future.
This area will be added to our list for park maintenance in the Spring.
Green AcresjNorthwoods - Phil Rzeszutek inquired about getting a couple of park
areas disced and prepared for seeding yet this fall. Trueman said he would be over
in the area within a week and would take care of it then. The secretary will check
to make sure there is a deed on the Green Acres property before any work is done
there.
Park Signs - The secretary will contact Wally Arntzen to see if he would be able to
rout the signs for Meadow Creek, Cedar Crest and Chapman parks, and also install them.
Cedar Crest - Cedar Crest dredging bids will be opened at the next special meeting of
the Town Board, since no decision could be made at the September 11 meeting on un-
written bids. Dredging will take place as soon as possible after the Town Board's
decision has been made.
Mrs. GaVae Adelman and Mrs. Lois Beaving of Cedar Crest stated that their Club had
raised a sum of about $15 for the park and asked where the money should be placed.
They were told to make the check to the Township and specify it for whatever purpose
they wished. They commented that since the Township will be installing one light
at the rink and they would like two lights, they would like to apply it against the
second light. The total installation cost of the second light would be $30, so they
may try to raise more money for that project. An alternative would be to save the
money and to apply it against barbecues in the spring.
No more clearing will be done until after the dredging is completed. Any damaged
trees will be removed from the site, probably in the spring. The Chairman initialed
a bill from O. B. Hoss for $100 for mowing brush on the site, which must be approved
by the Board of Supervisors for payment.

Hockey Rink - Because no approval was received at the September 11 Town Board
meeting, no constructions plans could be made at this meeting. The Chairman will
ask to have us put on the agenda of the next special meeting of the Board of Super-
visors for approval of the material bids. Roger Anderson and Earl Goswick of Grow
will be organizing an Athletic Association in the Township. The organizational
meeting is Thursday, September 20 at Crooked Lake School in the cafeteria. From
this organization we hope to get many of our volunteers for building the hockey
rink. We discussed lighting for the rink and decided that it would be best to try
for permanent lighting immediately. The Chairman stated that funds can be obtained
for the lighting from the general fund. The specifications and bids will be presented
to the Board of Supervisors in a letter separate from the other material bids.
PLANS AND OBJECTIVES
Langseth-Thrane Addition - A skating rink at this site was discussed. If we are
to put in a rink, we first need to be assured that the roads are accepted. At
the time of this meeting, the roads were not yet completed. We would also need
to flood the area with a water truck. Cecil Heidelberger was asked about the
possibility of using his water truck. He said the cost would be per gallon and
per mile. Water could be obtained from Anoka if necessary. The secretary will
check to see how much they will charge per gallon, etc., where water could be
picked up, what time, etc.
CHAIRMAN'S REPORT
Chairman Hulegaard thanked the members for their efforts in getting things accomplished
to date. Everyone has done an excellent job.
QUESTIONS AND COMMENTS
The secretary commented that Bill Hawkins would gradually be taking over for Dick
Beens as Township Attorney.
The secretary, in answer to an inquiry, check with Bill Hawkins regarding donations
to parks in the form of equipment, etc. He said that groups can purchase regulation
park equipment for the parks, but they must dedicate those pieces of equipment to the
Township. Groups/cannot retain o~nership of property placed on park property.

A list of proposed skating rinks must be turned in to the Board of Supervisors in
order to have them included in the bids let for snow plowing.
Oak Ridge area was discussed briefly. Dean Oslund said there would be a petition to
purchase property for access to a park area.
ADJOURNMENT
Motion was made by Dick Schneider, seconded by Jim Griswold that the meeting be
adjourned; carried. Meeting adjourned at 9:36 p.m.
