MINUTES OF THE GROW TOWNSHIP PARKS/RECREATION ADVISORY BOARD
REGULAR MONTHLY MEETING - MAY 10, 1973
Meeting was called to order at 7:45

Because Jim Stewart had another engagement that evening, we
postponed the business meeting until after he had given us a
brief rundown on the summer recreation program and had answered
our questions. The program is complete, with activities for
tiny tots through early teens. There will be softball for boys
and girls, arts and crafts, clubs, trips to Twins games, trips to
nature centers, visits from the Zoomobile, movies, roller skating,
etc. Boys will have baseball every day - three practices and two
games per week. The same staff will be employed throughout the
summer. The program will begin on June 18.Before that time a brochure
will be made up and handed out through the schools. Jim was informed
that the Board of Supervisors had approved the $2,000 budget for the
summer program. He asked for a letter from the Board of Supervisors
authorizing two payments of $1,000 to be made to the Community
Services Department in June/July or July/August. The secretary will
request said letter from the Chairman of the Board of Supervisors.
Mr. Stewart will give a complete breakdown of funds used and re-
sponses received regarding the summer program at our August meeting.
Costs of a year-around program were discussed. Mr. Stewart said
such a program would cost the Township about $12,000 to $13,000
per year. Regular school year hours would be from one o'clock p.m.
until ten o'clock p.m. The school district provides for administrative
costs, such as Stewart's salary, secretarial services, etc. Local
government would provide the director's salary, plus necessary items
for operation of the program in the schools (adult classes, summer
recreation, etc.)

Our summer program will be held at Crooked Lake School in conjunction
with the program being held at Wilson school in Anoka. Program
will run from June 18 for seven weeks. Mr. Stewart will contact
the secretary when he has hired the personnel for directing the
summer program. The Parks/Recreation Advisory Board will hold a
special meeting with the director and his assistants to advise and
be advised regarding the program. Mr. Stewart has promised to send
us a breakdown on a year-around program for our regular June meeting.
The deadline for establishing a year-around program should be no
later than the first of August to begin in September, or the first
of December to begin in January.

Dave Torkildson of the Anoka County Parks Department, our guest
speaker for the evening, was given the floor. We reviewed the
Metro Council's guideline for parks and he recommended that the
Comprehensive Planner be made aware of this Guideline if he hasn't
one already. In reviewing the guideline, he noted that the overlap
between County and Municipal parks begins with the Community Park.
He suggested that we work on active parks such as playgrounds,
ba1lfields, etc., and leave passive parks for later, but get the
land first! He suggested we look closely at records on tax for-
feited property which can be purchased from the County for $l.OO
and at all property belonging to the County which might serve as
a municipal park upon purchase. Any tax forfeited property can be
located through the Auditor's office and any deeded property can
be located through the Assessor's office.

Dean Oslund asked for Dave's feelings on the Round Lake Project.
Mr. Torki1dson stated that there are no funds presently available
from federal sources, or from County sources and it would be up
to us to find some way of funding the project to get if off the
ground. Lyle Bradley brought up the fact of county funding
because the area is an historic site and could be funded under
that category - and perhaps the category of special use park.
Mr. Torkildson agreed with this and Lyle will work with him to
see if the project can be funded in this manner. Mr. Torkildson
is to contact Al Kordiak regarding this possibility.
Mr. Torkildson stated that we should work with Zoning and Planning
to obtain scenic easements on Coon Creek. He stated that there
may be new federal funds coming that could be used for assistance
in this area, and that we should work closely with Coon Rapids
for development of the Creek area.
Bob Nearing joined the meeting momentarily to give us information
regarding the Metropolitan Open Space Program headed by Shirley
Hunt. She has requested that a chairman and several people from
Anoka County were needed to explain or report on physical makeup,
etc., of wetlands and other recreational areas in Anoka County -
what we have, and what we plan to do. Mr. Torkildson will be
contacting her on the County level.
BUSINESS MEETING
The meeting commenced at approximately 10 o'clock p.m. Motion was
made by Sloth, seconded by Schneider that the minutes be approved
as mailed; carried.
REPORTS AND COMMUNIQUES

The secretary reported that to date Jim Griswold had received only
three questionnaires from those distributed through the schools.
Questionnaires had been distributed in both school districts in
the Township.

Reports - Continued
Lyle Bradley reported that he had met with Harlan Thurston regarding
the Round Lake Project. Mr. Thurston is very interested in the
historical aspect of the project. It was suggested that he be
invited by letter to attend the meeting with Programmed Lands,
the Zoning and Planning Commission, Parks/Recreation Advisory
Board, and the Board of Supervisors on May 22~ and we should also
invite Carl Bone~l, Loren Turnquist and others to that same meeting.
He mentioned thatChamplin-Anokarena, Inc., a new corporation, is
interested in building a bubble-type ice arena in any municipality
that will give the corporation the land to build it on. Since the
Round Lake Project is located close the Anoka Senior High School,
it would be an excellent spot for the arena. This will be investi-
gated as the Round Lake Project develops.
The secretary read a letter received from Mr. Trombley of Carlos
Avery regarding stocking Coon Creek and Crooked Lake with game
fish. Letter was placed in files.
OLD BUSINESS

Jim Griswold had left word with the secretary that he had talked
to Dick Beens regarding lighting the parks. Dick Beens said that
technically we can't light the parks, but there is a bill on~the
floor of the State Legislature now that may change that within
the month. He thinks there may be some way to justify the lighting
if not okayed by the Legislature, if it is used to deter vandalism
or for safety factors.
Regarding maps - Chairman Hulegaard had obtained township maps to
be given to each member of the Advisory Board. They will be color
coded to denote area, work done, etc. The topographical maps
which Dean brought were split up, were on different scales and
would require some changes to be of use. Trueman will try to get
a larger scale, more complete map for use by the U of M Study Group.
LAND ACQUISITION AND DEVELOPMENTS
Trueman reported that Dick Beens is checking on the Nordeen
Addition for possible purchase by our group and to obtain access
from neighboring landowners. He had not been able to contact Ike
Barstow and will continue to try to contact him. Trueman will
also report on the outcome of his contact with Mr. Beaudry on the
area in Oak Ridge at the next meeting.

The secretary reported that A~t Jaworski has promised to obtain
the deed to the park property in the Langseth-Thrane addition.
Lary Carlson has promised to have the deed for Birch Ridge Estates
wildlife area within ten days after May 11.

Advisory Board asking that he locate all deeds for property
given to the Township for parks.

NEW BUSINESS

Ly~e Bradley was informed that he had been appointed a member
of the Parks/Recreation Advisory Board by the Board of Supervisors
at the May 8 Town Board meeting.
Lyle Bradley asked if anyone had considered the changes that would
have to be made in the summer program if the school district decided
to go on a 45/15 schedule. We will ask Jim Stewart his opinion
at the special meeting to be called with the summer program director
and his assistants.
Art Sloth read a letter from the Crooked Lake Civic Association
regarding lake access from the property purchased by Grow Township.
They wish the Park Board to restrict the access to canoes only,
not motored boats. Chairman Hulegaard stated that if we are going
to propose only canoes be allowed to enter the lake, Coon Rapids
and Grow Township should each adopt an ordinance restricting motors
on the lake to five horsepower. At present, the lakeshore property
owners are using large motors on the lake, and since it is public
property it would be unfair to restrict public access to canoes
only. Matter was tabled until we hear further from Crooked Lake
Civic Association.
PLANS AND OBJECTIVES
Regarding the tot lot on the Chapman addition, Trueman stated it
will take about $200 to level the lot and replace topsoil. Jim
Kappelhoff and the secretary will draw up a proposal to the Board
of Supervisors including the leveling, equipment, and fencing or
posts with cables to restrict access from the street, and have it
ready for presentation at the June Town Board meeting.

The ball diamond in Northwoods East park needs fill and leveling
to complete. Trueman will take fill from West Park and move it to
East Park for that purpose and will also fill in area for parking.
Posts and cable will also be needed to restrict traffic on ball
diamond.

QUESTIONS AND COMMENTS
There will be a meeting on the Round Lake Project with Programmed
Lands and the Board of Supervisors on May 22, at eight o'clock
p.m. at Crooked Lake School.
There will be a regularly scheduled meeting with the Comprehensive
Planner, Grow Township Board of Supervisors, Zoning and Planning
Commission, and Parks/Recreation Advisory Board on the third
Tuesday of every month at 7:30 p.m.
Regular meetings of the Park Board have been scheduled at Crooked
Lake School for the second Thursday of each month at 7:30 p.m. in
the cafeteria. We will be paying $6.30 per hour for janitorial
services on those evenings. Special meetings should be held in the
Building Inspector's office, if possible.
Next regular monthly meeting - June 14, 1973, 7:30 p.m., Crooked
Lake School.
