C,,,y 01 ANDOVER I Minutes of the REGULAR MEETING of the City of Andover Planning and Zoning Commission, held Tuesday, November 26, 1974 at the Andover Community Center, at 7:30 p.m. Present were Chairman Allan Miles, Acting Clerk Art Jaworski, Members Dean Johnson, Dave Jack and Ken Heil. Chairman Miles moved to the first order of business, reviewal of minutes. Chairman Miles noted the minutes of October 29, 1974 Regular Planning and Zoning Commission meeting had not as yet been received from former Clerk Mary VanderLaan. The first correction to October 7, 1974 minutes should read, October 7, 1974, not November 7, 1974. Johnson made a motion to accept the October 7, 1974 Planning and Zoning minutes as corrected, seconded by Jack. Motion carried. Chairman Miles stated he would ask for a motion, after all corrections were made. The November 26, 1974 Firearms recommendation to the Board of Supervisors should read; Jack, Heil, Rither and VanderLaan, for; Jaworski, abstaining. Johnson was not present at the November 26, 1974 Planning and Zoning meeting, therefore could not have voted. The November 11, 1974 recommendation 1074-1, the first paragraph should read; sale, not saled. It was moved by Johnson, seconded by Jack to accept these minutes and recommendations as corrected. Motion carried. Chairman Miles moved to the next agenda item, Faddler's Fifth Addition, sketch plan. Chairman Miles read the recommendation from the City of Andover Engineering Firm, Toltz, King, Duvall and Anderson in full. Clerk Jaworski made copies of this recommendation for Mr. Faddler and his surveyor Leroy Winner. A copy of this correspondence will be permanently attached to this set of minutes. The Planning Commission agreed that a re-design of this sketch plan would be necessary because Tulip Street was designated as a Municipal State Aid Road and a Collector Road. It was also pointed out to Mr. Winner and Mr. Faddler that 169th Lane was desiganted as a Collector in the Comprehensive Plan, therefore it would not be desireable to have lots or driveways facing 169th Lane. The Planning Commission also pointed out, Lot 1, Block 1, would at this time appear as unbuildable, a driveway could not be allowed on this corner and also low ground was noted. Dave Jack will handle the question of possible park dedication or monies in lieu of land. Mr. Winner supplied Jack with two copies of the proposed plat for the Park/Advisory Board. The Planning and Zoning Commission will hold their December meeting, January 2, 1975 at 7:30 p.m., at the Andover Community Center. Clerk Jaworski will supply Councilperson Windschitl with a copy of the Comprehensive Development Plan. , ) Regular Meeting November 26, 1974 Page 2 Westly Hendrickson, Planning Consultant from Toltz, King, Duvall and Anderson appeared before the Commission with a draft of the proposed "position paper", a comparison of Conununity Development alternatives. The Commission reviewed this draft and was in general agreement with it. The Conunission recommended some dollar figures be attached to areas of concern, land values and service costs. It was moved by Dean Johnson, seconded by Dave Jack, that Toltz, King, Duvall and Anderson using this "position paper", and selected portions of the Comprehensive Development Plan, put together an estimate to be submitted to the City Council for a presentation to be used by the City at the up coming public hearing on the Plan, with slides or graphics that will be easily seen by all people wherever they may be seated in the Community Center Auditorium. Motion carried. Chairman Miles read an informational letter on junk autos and scrap metal movers from the Anoka County Health Department. Chairman Miles also noted ammendments to Ordinance i8 were never published and noted Attorney Hawkins will take care of this matter. Meeting adjourned at 10:37 p.m.
