Chairman Miles called the meeting to order at 7:40.
Johnson moved the Commission should adjourn at 10:00. Jawor-
ski seconded the motion; motion carried unanimously.
First item on the agenda was a variance request by Lawrence
Blesi to sell a parcel measuring 170 x 300 feet, excluding
road right-of-way, located in an R-I District. It was deter-
mined that Blesi would need multiple variances, that the Com-
mission would have to grant variances from the existing Zoning
Ordin8nce regarding lot size and from the Platting Regulations.
It was noted all the road easements contained 66 feet. Rither
asked what do we create by granting these variances? He
stressed that Ordinance #8 requires that granting a variance
should not adversely affect existing development. Miles
noted other parcelsbf land in the area would need future con-

sideration as they are also substandard. The Commission
determined that considering the density, granting the var-
iance would be compounding the problem. Commission suggested
Blesi appear before the Board of Review to discuss the deter-
mination of the taxes on his property. Vander Laan moved
that the Planning and Zoning Commission recommend to the
Town Board of Supervisors that the variance request for Law~
rence Blesi be denied because of the unavailability of san-
itary sewer and because it would have an adverse effect on
surrounding land and thpt the lot is substandard in width, sub-
standard in size, requires platting and the surrounding land
needs clarification. Jack seconded the motion; motion carried
unanimously.
Next person to appear before the Commission was Melvin Castner
who wished to divide a 40 acre parcel into four 10 acre lots
without going through the platting procedure. ilppearing with
Castner was Dennis Ewing, a friend who helped to explain the
situation. ~iles noted the Soil Limitations Map indicated a
high water table on some of the land. ~iles added that the Coun-
ty does object to driveways rronting at 330' intervals along
a County Road. Ewing indicated that on two of the intended
parce~are buildings, consisting of a house, barn and machine
shed on one and on another, a garage and house. Castner ex-
plained to the Commission that proceeds from the sale or tuis
land would aid him in his retirement. Johnson pointed out

that variances are granted on the basis of hardship due to the
shape, size, or charac~eristlCs of the lanQ ~nd not on the fin-
ancial condition of the owner. To answer the protests made by
Ewing and Castner regarding the need for platting this land,
Rither explained that the Town Board had directed the Planning
and Zoning Commission to hold Public Hearings in order to raise
the acreage requirement of a metes and bounds parcel because
we have to think in the future, that characteristics of parcels
of land shouJd be addressed by platting those parcels. Rither
then moved that the Planning and Zoning Commission recommend
to the Town Board of Supervisors that the variance applica-
tion by Melvin Castner from Ordinance lOA be disapproved in that
it was not shown by reasons of topography or other physical
conditions that a variance should be granted in that the area
itself, based on the Soil Limitations Map, posesses a number of
physical features that would be brought out by a strict com-
pliance with the Platting Ordinance. These items include drain-
age tile present on the property, extension of streets and place-
ment of buildings. It would be worthwhile to make note of these
items via the Platting Ordinance not only for the community but
for the applicant as well. Vander Laan seconded the motion;
motion carried unanimously.

Kenneth Olson appeared before the Commission with a sketch
plan to plat two five acre parcels of land on l54th Lane NW.
One parcel would contain his existing house and the other
would be sold in the future. He stated that 154th Lane, hav-
ing been constructed by him earlier, had been accepted by the
Township as an approved road. Chairman Miles requested Olson
to provide a sketch of the future read layout to the back 40
acres. Commission agreed Olson should provide 33 feet of road
easement on the two five acre lots.

Next agenda item was a sketch plan from Marlow Strand. Com-
mission noted incorrect zoning designation on sketch plan and
suggested a change to R-2. Strand will be required to get
topography information and percolation tests on his own lot
adjoining the one he is planning to sell. COIT~ission noted he
already has a variance on the width of the lot.
Chairman Miles indicated to the Planning and Zoning Commission
that the Town Board noted the position paper from TKDA on the
Comprehensive Plan was a costly item and that they felt they
were over the budget at this time of year. After discussion,
Rither moved that the Commission convey its concern with this
proposal, that we feel it is a reasonable one, vital to the
