HomeMy WebLinkAboutAugust 7, 1974 674-4 , G~VW TVWNS~IP Minutes of a SPECIAL MEETING of the Grow Township Planning and Zoning Commission held August 7, 1974 at the Grow Town Community Center. Attending were: Acting Chairman Jaworski, Commission members Bush, Jack, Rither and Vander Laan. Meeting was called to order at 7:35 by Chairman Jaworski. First item on the agenda was the Public Hearing on the Kiowa Terrace Preliminary Plat. Chairman Jaworski read a letter from TKDA Engineering giving their evaluation of the plat. The firm had the following recommendations which were discussed by the Commission and the developers: 1) Park dedication--Jack indi- cated the Park Board wanted to know the amount of money the developers would be required to pay before they accepted cash in lieu of land. 2) Construction of individual disposal systems on lots 3, 4, 7, and 8 should be shown on the plat. TKDA suggest- ed the fill from construction of the roads should provide addition- al elevation for the problem lots. Developers stated they would prefer to use the roadways for drainage rather than install culverts. Jaworski noted that the lots to be filled will have to be watched and that no Building Permits will be issued if they are not satisfactory. Jaworski noted there was an error in the zoning designation, that it is shown as I-Family Residential rather than R-2. Rither read from Ordinance #10, Sec. 9.06 a(2).c that corner lots shall be platted at least 15 feet wider than interior lots and indicated this should be done. Developers stated that utilities will be installed along the fronts of the lots. Rither questioned if a drainage easement along the creek, designated on the plat as a ditch running North to South, along the rear line of Block #2, will be provided as per Ordinance #10, Section 9.04 b. Developers stated there would be such an ease- ment but didn't know how much.' It was determined they would check with the engineer on the required width. Jaworski indicated the temporary cul-de-sac should be shown on the plat and developers stated easement could be given to the Township on a separate document at the signing of the Final Plat. Rither recommended that in the report from the Commission it be specified that Street Section Plate #GT 502 be the required roadway. Jaworski stated that the Township Clerk will research the amount of money to be donated to the park fund. Commission determined there is no conflict with the proposed Comprehensive Plan, with respect to the proposed Major Thoroughfare Plan, as illustrated on page 168. Commission generally felt that before the Preliminary Plat be approved the items discussed at this meeting should be resolved. Vander Laan moved that the Public Hearing for the Preliminary Plat on Kiowa Terrace be continued to the regularly scheduled meeting ; , G~()W T()WNS~IP Page 2 of the Planning and Zoning to be held August 27th. noted that this item should be first on the agenda. seconded; motion carried unanimously. Jaworski Bush Next item on the agenda was a Sketch Plan from Hy Itman and William Itman, property owners. Bruce Folz presenced the Plan and stated that in the layout of the plan it is difficult to meet the requirements of the ordinance for road widths. He explained the Sketch Plan and an optional one which was presented and then it was determined that the proposed County Road #7 would cross the property. Rither asked that instead of getting the maximum number of lots was there any reason why some lots couldn't be larger than 2-t acres? Folz answered that it is a matter of economics, that the alternative would be to have lots with 450 feet of frontage, that conforming to 2-t acre lots would butcher the land. Rither suggested perhaps the time is not right f~r developing the land. It was suggested by the Commission that the owners and Folz check with the County with respect to the road plan and return to the Planning & Zoning Commission with a new Sketch Plan. Jack suggested a third plan be drawn, including the road plan as proposed by the County. Rither moved the meeting be adjourned. Bush seconded. Meeting adjourned at 9:45.
