The regularly scheduled monthly meeting of the Grow
Township Planning and Zoning Commission was held March 26, 1974
at the Grow Township Co~~unity Center. Chairman Art Jaworski
called the meeting to order at 7:35 PM with Commission members
Bush, Johnson, Rither, and VanderLaan present. Miles and Newell
absent. Chairman noted that Miles was out of town on business
and had indicated that he mayor may not return in time to attend
the meeting.
Chairman called for Stanley Knoll sketch plan. Not present.
Don Erickson, 14610 Crosstown Blvd. 1*1, appeared
regarding an application for variance of lot width at the front
set-back line on a parcel described as the West 545 feet of the
swt of the rJW t of Section 27, T32 R24 lying southerly of the
centerline County Ditch No. 57 (Coon Creek), reserving an easement
for road purposes over the South 33 feet of the West 245 feet, and
the West 33 feet'thereof, also reserving an easement for county
ditch purposes over the northerly 40 feet thereof. Erickson
presented a sketch of the parcel along with a series of colored
photographs taken from various locations on the property.
Co~~ission examined half-section maps and discussed location of
South Coon Creek Drive road frontage noting that within two
versions of the half-section maps, one belonging to the Township
and the other to Erickson, it was not possible to determine
if the parcel fronted on South Coon Creek Drive or not. Johnson
suggested that Erickson have the property surveyed to determine
exactly where the property lines are located. Erickson stated that
he was buying the property from his father; he wanted to take
one step at a time - get the variance and know that he could build
on the parcel. Chairman stated that the Co~~ission could not make
a recommendation based on assumed property corners or lines.
Co~~ission agreed. It was moved by Johnson, seconded by VanderLaan~
to table action on the Erickson variance request until more infor-
mation is available. For: Bush, Johnson, Rither, VanderLaan.
Against: None. Motion carried.
Chairman called for Stanley Knoll sketch plan. Not present.
Chairman introduced proposed changes to Ordinance #10,
Subdividing and Platting, noting that the Commission originally
took up the matter on November 27, 1973, in response to a letter
from Orren Fricke, P.E., Consulting Engineers Diversified, Inc.,
dated October 31, 1973. The Planning Commission recommendations
were conveyed to the Grow Township Board of Supervisors in a
report dated December 8, 1973. Jaworski read a letter from Orren
Fricke to the Chairman of the Board of Supervisors, Lawrence
Carlson, dated December 17, 1973. Subject letter discusses the
recommendations of the Commission. Chairman noted that the Board
of Supervisors has not taken action on the recommendations.
Commission sustained the recommended ten percent park land
dedication. Chairman stated that based on a discussion with the
Township attorney, Section 9.07 should be revised to read:
"Dedication of Parks or School Sites: In all new subdivisions,
industrial plats, and commercial plats, ten percent of the gross
area----".
Commission noted and agreed that all types of development should

provide land or cash payment for park land aquisition. VanderLaan
asked if there was any way that we can insure that park areas are
not confined to swamps and wet lands. Commission noted that the
Ordinance clearly states that "No areas may be dedicated for public
use until such areas have been approved as being suitable and
needed for the public health, safety, convenience, and-or general
welfare." Chairman noted that the attorney advised that Section
7.01 should be retained and re-written, namely, omit the following:
"State law provides that "in any municipality which had
platting regulations in force,".
Chairman noted that the attorney advised that Section 14.01(3) be
revised to read:
"(3) was a separate parcel of not less than two and one-half
acres in area and 150 feet in width on January 1, 1966 or is
a single parcel of land not less then twenty acres and
having a width of not less than 300 feet."
Commission agreed with the revision noting that it would be
consistent with the proposed change in Section 7.01. Commission
agreed that the revisions and addition be transmitted to the
Board of Supervisors as an addendum to the recommendation dated
December 8, 1973.
Commission reviewed proposed Comprehensive Plan, with
reviewal scheduled for YBrch .4, 1974, 7:30 P.H.; March 10, 1974
7:30 P.H. Both sessions to be devoted exclusively to the Plan.
