MINUTES OF CITY OF ANDOVER PARKS/RECREATION ADVISORY BOARD REGULAR MONTHLY
MEETING HELD DECEMBER 12, 1974 AT THE COMMUNITY CENTER
Meeting was called to order at 7:50p.m. by Chairman Jim Griswold.
Attending in addition to the Chairman were members Britton, Heidelberger, Jack
and Rzeszutek.
Our only guests were David Faddler and a representative from LeRoy Winner &
Associates, Land Surveyor.
The Minutes of the November 14 meeting were read and approved on a motion by
Phil Rzeszutek, seconded by Cecil Heidelberger.
OLD BUSINESS
Sketch Plan C was tabled. Dave Jack said there had been no further action at any
Zoning and Planning meetings since the plan had been rejected.

The Hockey Rink is 99-1/2% complete. All we need is ice. Lines have been painted
on the boards. Hose for flooding is in - Dave Jack picked it up. Dave Jack
stated that the City Council agreed to place two security lights on the hockey
rink, which is what we had requested. Phil Rzeszutek stated that we definitely
need funds for maintaining the rinks. Phil moved and Jim Griswold seconded a
motion that we request authorization of funds for maintaining the hockey rink
for the coming year. The motion was amended by Phil to read - that we request
authorization of funds for maintenance of City of Andover skating facilities on
a contract basis or not to exceed $12 per hour. Seconded by Griswold; carried.
A letter will be presented to the City Council with the above request.
The tires will be taken out of Chapman Park on Saturday, December 14, per Cecil
Heidel berger.
The only sand points installed were put in by the neighbors in Shady Knoll. Cecil
Heidelberger, during the meeting, called Carol Shepard to see if the neighbors in
Langseth's Pine Acres would put theirs in. Carol's husband, Jim, will pick up their
sand points and see that they are installed.
NEW BUSINESS
Phil Rzeszutek moved that we recommend acceptance of Lot 1, BlockJ1Faddler's Fifth
Addition as park, to possibly be used for a future municipal building such as a fire
station and/or water tower in addition to park use. Jim Griswold seconded; carried.
Charlie TheIl had asked if he could purchase part of the Red Oaks West park which
adjoins his property. We felt that would not be permitted under law; secondly that
it would leave the park with no access.
A special meeting will be held after January 1 to draft a resolution regarding
establishing a Park Board for the City of Andover. Jim Griswold will talk to
; Lyle Bradley regarding a meeting date.

Dave Jack mentioned receiving available funds from the Department of Natural
Resources for parks. Information he had received had come from Dave Torkildson.
Dave had said he would come out and explain what funds were available at our
level. Dave will be contacted to talk at the January 9 meeting.
^ brief discussion was held on Lions Club projects, such as lights for the
hockey rink.
Motion made by Sylvia Britton, seconded by Cecil Heidelberger that the meeting
adjourn. Meeting adjourned at 9:45 p.m.
