\~ MINUTES OF CITY OF ANDOVER PARKS/RECREATION ADVISORY BOARD REGULAR MONTHLY
MEETING HELD NOVEMBER 14, 1974 AT THE COMMUNITY CENTER
Meeting was called to order at 8:55 p.m. by Vice Chairman Jerry Lapham.
Attending in addition to the Vice Chairman were members Britton, Heidelberger,
Jack and Rzeszutek.
Guests were Mr. and Mrs. William Hart, Valley View Estates.
The minutes of the October 10 meeting were read and approved on a motion by
Phil Rzeszutek, seconded by Dave Jack.
OLD BUSINESS
The hockey rink is 97% complete - the gates have to be hung; blue lines have
to be painted on the boards; fencing is up.
We will need additional equipment in order to put in the sand points.
Lapham will see that the additional items are ordered. A request for
for flooding the hockey rink and the small rinks was presented to the
Council. No action taken.

Burton Kraabel has graded a skating rink at Chapman Park at the request of
the neighbors through Jim Kappelhoff. The rink will be flooded by the
neighbors and will be lighted by the security light from a neighboring home.
NEW BUSINESS
Mr. and Mrs. Hart asked what was available in their area for skating; Cedar
Crest would be the closest rink. They will bring more neighbors to the next
meeting and try to develop some plans for their park in Valley View Estates.
Green Acres submitted a sketch plan for their proposed park. They have had
two meetings regarding the park and hope to be able to finish it next summer.
Sketch Plan C was tabled on a motion by Rzeszutek, second by Jack. It will
be discussed at the next meeting.
It was decided that we would draft a new Resolution organlzlng the Parks/
Recreation Advisory Board for the City of Andover. Jerry Lapham felt that
we should work for autonomy regarding funds, etc. Lyle Bradley will be asked
to assist us in drawing up the new resolution, which will then be presented to
the City Council. Special meeting will be held November 19 at 7:30 p.m.
Motion made by Sylvia Britton, seconded by Cecil Heidelberger that the meeting
adjourn. Meeting adjourned at 10:40 p.m.
