MINUTES OF THE GROW TOWNSHIP PARKS/RECREATION ADVISORY BOARD REGULAR
MONTHLY MEETING HELD APRIL 11, 1974 AT THE TOWN HALL
Meeting was called to order at 7:50 p.m. by Chairman Jim Griswold. Attending
in addition to Chairman Griswold were members Kappelhoff, Lapham and Britton.
Guests: Phil Rzeszutek, LeRoy Clem, John Keprios and Don Mischke. and Jim Stewart.
Minutes of the last meeting were read. Chairman Griswold asked that they be
corrected to state that resumes for park board membership be sent to the Township
Clerk instead of to the PRB Chairman. Motion was made by Lapham, seconded by
Kappelhoff that the minutes be approved as corrected; motion carried.
OLD BUSINESS
Jim Kappelhoff introduced John Keprios of the University of Minnesota who will
be conducting the park study for us. He will be drawing a complete plan for the
area surrounding the Town Hall, including ball diamonds, hockey rink, picnic
area, parking, etc. This study is to be completed during this quarter at the
University, which is approximately eight weeks. Various ideas and suggestions
were presented by members and guests regarding the proposed plan; dimensions of
the property and the legal description were given to John for his use.
A lengthy discussion was held regarding the construction of ball diamonds near
the Town Hall. LeRoy Clem asked that we do everything possible to complete the
diamond in the northwest corner of the Town Hall property so the Athletic
Association could begin to use it on May 15. No commitment was made at this
time to finish the diamond by that date.
The purchase order for playground equipment for Langseth's Pine Acres Park
will be executed and mailed as soon as possible. Chairman Griswold will see
that it is signed by the Town Board Chairman and that copies are returned to
the Township Clerk for filing.
Jerry Lapham had received a quotation from Goodin Company on sand points,
portable pump and necessary equipment. Jim Kappelhoff suggested that we try to
purchase used fire hose from various municipalities in the area. Chairman Griswold
will check with City of Anoka, Ham Lake and Coon Rapids; the secretary will check
with Fridley, Spring Lake Park and Blaine. Jim Kappelhoff will try to obtain prices
on new hose. Motion was made by Kappelhoff, seconded by Griswold that the secretary
by letter to the Town Board request funds for three sand points, portable pump and
related equipment to be installed at three skating rinks at the discretion of the
Advisory Board. Motion carried.
Shady Knoll park was discussed. Chairman Griswold has talked briefly with Dick
Hand who has tentatively agreed to furnish fill for the site. Engineer Larry Koshak
and Chairman Griswold will check out the site for possible drainage_'problems.
Chairman Griswold has obtained bids for an asphalt slab. The low bid was $1200
for a 75 x 50 ft. slab, 2" thick with a 4" crushed limestone base. The project
will be discussed again at the next meeting.

NEH BUSINESS
The Summer Rec program for the coming season was discussed. Jim Stewart, Director
of Community Services reviewed last year's program. $2,724 was expended on a
budget of $2,000. $624 in fees was collected, leaving a deficit of $124 for the
program. Transportation from the northern areas of the township was discussed
and ideas were offered. The possibility of incorporating the program with summer
school was discussed, also special bussing for a 50~ charge was examined. Bussing
only on special days was also brought out. The various alternatives will be examined
and a budget request for the summer program will be presented at the special meeting
of the Town Board on Hednesday, April 17. Chairman Griswold will present the request.
It is important that the Board act promptly as hiring for the summer programs has
already begun in surrounding areas.
After discussion regarding the proposed hockey rink, it was decided that requests
for bids would be resubmitted to the same companies who bid last year. The secretary
will check with the Township Attorney to see if the expenditure can be made on the
approval granted in December 1973.
Chapman Park was discussed. It was felt that the tires which have been placed
there should be set upright in a trench to give some continuity to the placement.
Chairman Griswold will check with N. H. Bell regarding use of a backhoe for
trenching.
Chairman Griswold read the resignation letter from Art Sloth. It will be given
to the Town Board for their acceptance or rejection.
Jerry Lapham moved that we request the Town Board to reimburse John Keprios
for mileage to and from the Town Hall for the duration of the Model Park Study
at the rate of l2~ per mile. Motion seconded by Chairman Griswold; carried.
Phil Rzeszutek suggested that we obtain seedling trees from the State of Minnesota,
plant them in a "nursery" area near the Town Hall, and use them for future land-
scaping projects in parks. The nursery area will be included in the Model Park
Study plan. Sylvia Britton moved that we request permission from the Town Board
to order seedlings for fall planting; motion seconded by Jerry Lapham; carried.
Motion made by Lapham, seconded by Kappelhoff that the meeting adjourn; motion
carried. Meeting adjourned at 10:30 p.m.
