MINUTES OF THE GROW TOWNSHIP PARKS/RECREATION ADVISORY BOARD MEETING HELD
MARCH 14, 1974 AT THE TOWN HALL
The meeting was called to order at 7:55 p.m. by Vice Chairman Jim
Present were: Griswold, Lapham, Britton, Jaworski and Schneider.

Minutes of the January meeting were read. Motion was made by Lapham, seconded
by Schneider that the minutes be approved as read; motion carried.
Minutes of the February meeting were read. An addition was made as follows:
Phil Rzeszutek appeared briefly to inquire whether or not the Coon Creek
Bridge was included in our budget plans for 1975. No funds are available
at the present time; therefore no action was taken.
Motion was made by Lapham, seconded by Schneider that the minutes be approved
as changed; motion carried.
OLD BUSINESS:
The secretary reported that Jim Kappelhoff will be meeting with the gentlemen
from the University of Minnesota. Jim Griswold will meet with Jim Kappelhoff
to finalize the details.
The Timetable of Events was discussed. The following dates have been set for
completion of various projects: May 15 - Two ball diamonds; June 1 - Langseth's
Pine Acres tot lot; July 4 - Shady Knoll; October 1 - Hockey rink at Town Hall;
October 5 - 3 sand points,
The ballfield tour was discussed. The tour was held on March 10, 1974 at which
time the various requirements were delineated. Motion was made by Lapham,
seconded by Schneider that the secretary write a letter to the Town Board
requesting that bids be obtained for site preparation at the Town Hall for two
ball diamonds, completion of site for the ball diamond at Northwoods, and
site preparation for a small ball diamond at Green Acres. It is the
recommendation of the Parks/Recreation Advisory Board that two members of the PR
Board and representatives from organizations that will be using the ball diamonds
set up policies and procedures, schedules, etc. for all fields.
The Langseth tot lot was discussed. The neighbors had picked out the equipment
they would like on the lot. Motion was made by ;seconded by Lapham;
and carried, that the secretary write a letter to the Town Board requesting funds
for the following equipment to be placed in the Langseth Pine Acres tot lot:
1. Eight-foot slide 5. Saddle Mate Pony
2. Whirl 6. Saddle Mate Rocket
3. Swing Set - six seats (two bucket seats

It was suggested by Pat Murphy that we get concrete from the redi-mix company
in a dry form and mix it at the site.
It was decided that no berm will be graded for any skating rinks at this time,

but instead they will be done in the Fall all at one time.
Jerry Lapham will check with Goodin Plumbing and Heating on the cost of
three sand points and related equipment. The matter will be discussed at the
next regular meeting.
The secretary will talk with the Township Engineer regarding dredging the
north end of Shady Knoll park and filling the south end. This must be
done before we can go any farther on the project. The residents of the
area have asked for a general court to be used for volleyball, badminton,
basketball, etc. Jim Griswold will make a further presentation at the next
meeting regarding costs.
Motion made by Art Jaworski, seconded by Sylvia Britton that the Parks/Recreation
Advisory Board recommend that the Town Board write a strong letter of protest
to the Anoka County Highway Department against the cutting of trees along county
roads in the Township.
The Timisch property was discussed. Art Jaworski moved that we notify him that
we have no funds available at the present time and it would be unfair to encourage
him to wait longer for an answer as this year's budget does not have provisions
for such a purchase. Motion seconded by Lapham; carried.
Motion was made by Dick Schneider to temporarily adjourn the meeting and elect
a moderator to conduct the election of officers to the Parks/Recreation Advisory
Board; seconded by Lapham; carried.
On a nomination by Dick Schneider, second by Jim Griswold, Phil Rzeszutek was
elected to serve as moderator for the election.
Nominations were made as follows for Chairman:
Jim Griswold was nominated by Dick Schneider, seconded by Lapham.
Jerry Lapham was nominated by Jim Griswold; seconded by Sylvia Britton.
Dick Schneider moved nominations cease, seconded by Jaworski, carried.
Dick Schneider moved that the person receiving the most votes be elected chairman
and second highest number of votes be vice-chairman; motion seconded by Griswold;
carried.
Nominations for secretary as follows:
Jerry Lapham nominated Sylvia Britton; seconded by Dick Schneider.
No further nominations.
Election results were as follows: For Chairman - 3 - Griswold
2 - Lapham
For Secretary - 5 - Britton
The regular meeting was again called to order by Chairman Griswold.

Pat Murphy would like to have children bussed to Lake George for swimming
lessons, open swimming or whatever, as part of the summer program. A
summer rec program for both ends of the Township was discussed. A small
fee should be charged for bussing kids from different areas of the Township
to these activities. Pickup points would be set up throughout the Township.
The secretary will call Jim Stewart and ask him to attend the April meeting.
Hockey rink discussion tabled until April meeting, at which time the completion
date, etc. will be discussed.
Motion was made by Jerry Lapham, seconded by Dick Schneider that the meeting
adjourn; motion carried; Meeting adjourned at 10:15 p.m.
