MINUTES
The Regular Meeting of the Andover Planning and Zoning Commission
was called to order at 7:30 P.M. by Chairman Dave Jack, on October
14, 1975 at the Andover Community Center, 1685 Crossto,vn Boulevard 1*1,
Anoka, Minnesota 55303.
Commissioners Present: Ken Heil, Art Jaworski, Arleane Nehring,
and Ken Orttel
Commissioners Absent: Mark Arnold and Dean Johnson

Weed Ordinance (Comm. #7-75-4)
Chairman Jack relayed information from Joe Prause, Building Official
at Coon Rapids, concerning the Coon Rapids Weed Ordinance. The Co~ission
feels that of all the Ordinances reviewed, the Coon Rapids tleed Ordinance
with a few changes would be best suited to the City of Andover's needs.
Motion by Commissioner Orttel, seconded by Commissioner Jaworski,
that the Planning and Zoning Commission reconunend that the Andover
City Council adopt this Weed Ordinance as edited to include the following
changes: in Section 8-1602 to read "200 feet" instead of 500 feet
and also insert "also any noxious weeds as defined by Minnesota State
Statute, growing within 100 feet of any thoroughfare in the unplatted
areas of the City are hereby declared a nuisance". Ar.1endment by
Commissioner Orttel, seconded by Commissioner Jaworski, that the
Ordinance be reviewed by the City Attorney, William G. Hawkins, and
come back to the Commission with a recommendation before it goes to
the Council. ft~endment carried unanimously. Clerk was advised to
rewrite and edit the Ordinance and submit it to Attorney Hawkins.
Motion and amendment carried unanimously.

Ed Fields Sketch Plan (Comm. #10-75-1)
Mr. Fields and John Oliver, Surveyor from Elk River, presented a
Sketch Plan to create 4 lots off South Coon Creek Drive. Itecs
discussed were: 1) the area is adjacent to sanitary sewer locale,
2) the lots drop down in the back by the creek but there is plenty
of high ground on which to build, 3) suggested 5 lots and apply for
a variance for width on one lot at the time of Preliminary Plat filing,
4) straightening the road so it follows the section line. The
Commission advised Hr. Fields to go ahead with the Preliminary Plat.
Programmed Land Sketch Pl~Comm. #10-75-2)
Glen Shaw showed a Sketch Plan to the Commission for about 40 acres
with 18 - 2% acre lots. Some of the things Mr. Shaw stated were:
Programmed Land owns 860 - 870 acres in this tract, 500 acres are
being farmed nOt~, they tlill be developing the North and West portions
of their property first, and plan part of it for commercial purposes.
Allan Miles asked Mr. Shaw what had happened to the plans that were
presented 3 years ago. Mr. Shaw said that those plans were "shelved"
because of the state of the economy.
The Commission noted the fOllowing: 1) Four of the lots on the
cul-de-sac don't meet frontage requirements, 2) Mr. Shaw should meet
with the Park and Recreation Commission to get their recommendation,
3) l57th Avenue is a County Road, therefore, the driveways must be
600 feet apart, 4) Programmed Land should change this plan to include
a frontage road off from l57th or an alternative to alleviate the
problem with the County Road, 5) Mr. Shaw should check with the County,
Paul Ruud specifically, in regard to the roads. The Commission advised
Mr. Shaw that they would like to see a plan which showed much more of
their future development plans.
Harold Thimmesch Sketch Plan (Comm. #10-75-3
Mr. and Mrs. Thimmesch presented a Sketch Plan to split their 28.62
acres into two - 14.31 parcels. They will need to apply for a Variance
on width at the time of Preliminary Plat. Also, the driveways on
the County Road may pose a problem. Othendse, the Ccrrnnission could
see no reason why the Preliminary Platting Procedure can't be started.
Weise Sketch Plan (Comm. #10-75-4)
Mrs. Weise presented a Sketch Plan to plat a 5 acre parcel. She owns
58.75 acres besides the 5 acres. The property is adjacent to Anoka
and Coon Rapids City limits. The Commission advised her to go ahead
with the Preliminary Plat.

Parking Ordinance (Comm. #10-75-5)
Rick Christenson, Anoka County Deputy Sheriff, told the Commissioners
some of the reasons for an Ordinance of this type. He said that parking
is covered under State Statute 16934 and 35. Mr. Christenson and the
Commission discussed and reviewed the Parking Ordinances gathered
froc some of the surrounding communities. They concurred that the
Spring Lake Park Ordinance would be the cost suited to the City of
Andover, and to add the "Truck Ordinance" froc the City of Anoka.
Motion by Commissioner Orttel, seconded by Commissioner Heil, that
the Andover Planning and Zoning Commission recommends the Andover
City Council adopt the "Parking Ordinance" as edited and amended
October 14, 1975. Motion carried unanimously. The Commission would
like to commend Mr. Christenson for the valuable assistance and direction
given to the Commission in setting up this Ordinance.

Chairman Jack informed the Commission that the Soil Conservation
District Office had some topographical maps available. The Clerk
was ~dvised to call and order one set of the maps.

Chairman Jack told the Commissioners that the Sewer Ordinance material
will be ready for the next meeting.
