(Optional) Shoreland Zoning ~,J ~) \~ CITY 01 ANDOVER " \ \ / \ .I REGULAR PLANNING AND ZONING COMMISSION MEETING SEPTEMBER 23, 1975 NINUTES The Regular Meeting of the Andover Planning and Zoning Commission was called to order at 7:40 P.N. by Chairman, Dave Jack, on September 23, 1975, at the Andover Community Center, 1685 Crosstown Boulevard NH, !mob::, Hinneso tn 55303. Commissioners Present: Ken Hei1, Dave Jack, Art Jaworski, Dean ,-Johnson, Ar1eane Nehring, and Ken Ortte1 Commissioner Absent: Mark Arnold Also Present: Helen Frantz Minutes Motion by Commissioner Jaworski, seconded by Commissioner Johnson, to approve the Minutes of September 9 as presented. Motion carried unanimously. Andover Community Club Building (Comm. #9-75-3) Helen Frantz, spokeswoman of the Andover Community Club, answered questions from the Commissioners conceruins the Club, BUilding, etc. Some of the items discussed were: 1) Restoration of building, 2) Park Board Recommendation, 3) Dean Johnson went to school there, 4) Andover Community (iMothers) Club started in June - 1938, 5) Paid $901 for the land (now 9/10 0 f 1 acre) from School District i<l1, 6) the $1500 offer to the Club for the land, 7) this is the only nonprivate historic building in Andover, 8) Bicentennial Co~ittee interests in the building and land, 9) this is not a Planning and Zoning item. Informal Recommendation by Commissioner Johnson, seconded by Commissioner Jaworski, that the City Council negotiate with the Andover Community Club and that the Building remain where it is and be restored. Informal recommendation carried unanimously. Weed Ordinance (Comm. #7-75-4) \ ) The Commission agreed on the aptness of State Model Weed Ordinance #1 and Section 8-1603 paragraph A of the Coon Rapids I~eed Ordinance. Hr. Werner, City Administrator, (Clerk for Coon Rapids when their Weed Ordinance was passed) was called from another meeting for an opinion on the effectiveness of the Coon Rapids Weed Ordinance. He stated that he felt it was a workable Ordinance and suggested calling Joe Prause- Building Official at Coon Rapids- for additional information. Commissioner Nehring suggested County Agent, Dick Swanson, might have some helpful advice also. The Heed Ordinnnce ~d11 be on the next Agendn - October 14. Planning and 2aning Co~ission Meeting Minutes - September 23, 1975 Page 2 Shoreland Zoning (Cocm. #12-74-5) The Legislation that started the Shoreland Zoning is still being processed., But, the State Attorney General's Office has made a ruling that this be finished and ready for release October 15. Items not on published Agenda Chairm:m Jack \li11 contact Hally Arntzen, r.uilding Official, regarding a proposed onsite septic system Ordinance. , Corrmissioncr Orttel relayed a request irc~ tnoka County Sheriff's Patrol regarding onstreet overnight parking, particularly after a sno\~fall.
