MINUTES
The Regular Meeting of the Andover Planning and Zoning Commission
was called to order at 7:35 P.M. by Chairman, Dave Jack on September
9, 1975, at the Andover Community Center, 1685 Crosstown Boulevard
NW, Anoka, Minnesota 55303~
Ccrnmissioners Present: Ken Heil, Dave Jack, Art Jaworski, Dean
Johnson, Arleane Nehring, and Ken Orttel
Commissioner Absent: Mark Arnold
Also Present: Rex Stockwell, of T.K.D.A., the Audette family,
Norbert Tempel and Mr. McLaughlin
Minutes
Motion by Johnson, seconded by Heil, to approve the Minutes of
August 26 and August 28 as written. Motion carried unanimously.

Audette Sketch Plan (Comm. #9-75-1)
The Audettes presented their sketch plan. The Commission feels the
plan looks good and the Preliminary Plat can be initiated. They may
require soil borings and suggested the possibility of 10 acre lots
instead of the approximate 2~ acre lots presented.
McLaughlin Sketch Plan (Comm. 119-75-2)
Norbert Tempel presented a sketch plan that he and Mr. McLaughlin
have designed. The lots presented all meet the zoning requirements
of Rw4. Since the sanitary sewer is being installed there, the Commission
feels the lots could be nlade smaller. If a lot is too small to meet
the zoning requirements, they should apply for a Variance at the same
time as the Preliminary plat.
Agenda Change
Motion by Johnson, seconded by Jaworski, to reverse Agenda items 3
and 4 and discuss the Weed Ordinance (Agenda item 4) if time permits.
Motion carried unanimously.

Cooprehensive Plan
Chairman
1.
Jack's statement on Metro Council's recommendations - page 8
The only definite change by Metro. I believe that there
should be a formal motion to the City with how each one
of the members voted. I am in favor of it, I believe in
it, and that it is workable.
2.
I feel that it is a must and should be <3 separate Ordinance
and it should come as a recommendation from the C~nission
to direct the legal staff to draw up on-site septic Ordinance.
3.
I believe this is one of the items that we can include in the
plan by the simple insertion of a few sentences from the
transportation section. It could be worded to make note
of the fact that there is a classification system available
through Hetro Council and that we should coordinate the
classification plan they spell out.
4.
I believe the words "bicycle facilities and \~alkwtly paths"
should be an addendum to the plan.
5.
This has not been adopted and we should \>lait until tle have
some concrete proposals to judge our recommendations on.
6.
This is again a future item. He do have an area in our City
that will need some waste management control, but possibly
at a future time.
7.
At this time it is a very large undertaking, and really too
much of a detailed study to be asking us to do at this time.
8.
I believe that our emphasis on the Capital Improvement Program
in the plan right now takes care of the reco~.endation they
are making.
9.
Add the sentence - The services in the rural section of the
plan \>li11 not be the snme as the urban area.
Art Jaworski - I agree with Dave Jack. In regard to the first section _
10 acre minimum lot size - I feel it is workable at this time and we
will be reviewing this plan yearly. If something should be changed, t~e
can change it then. Would like to emphasize #8.

Ken Heil - I agree with Art and Dave. Their statements seem to
caver everythiHg vpry. ~'~ell.

Tl1~ Commissioners discu::;sed open and closed sel'lage systems, and also
that the Water System is the only thing in the recommendations from
the April 8 Minutes that isn't being met.
Ken Orttel - I believe there should be some flexibility. I am in
disagreement with 10 acre lot size requirements because there are
other alternative::; and believe it was somewhat misleading. I agree
with the rest of the plan but not 10 acres.
Arleane Nehring - I feel as Ken does. If it is spelled out better,
and, if it would be possible for someone to build on a 2~ acre lot,
I would agree.
Motion by Heil, seconded by Jaworski, that the Andover Planning
and Zoning Commission recorr~ends adoption of the Community Development
Plan as presented to the l1etro Council with the following inserts:
Page 148 - paragraph 5 - include "Bicycle Paths" after
Collector Streets
Page 149 - primary policy - paragraph 6 - to note Hetro
functional transportation classification ::;ystem and
be coordinated with it.
Page 149 - last paragraph - to add the following: 2 documents
available by the Metropolitan Transit Commission, The
Mockl Code for Transit Impact Analysis and Recommended
Standards for Bus-Related Road Improvements, be added
to the criteria of the Secondary Policies.
Page 192 - last paragraph - add sentence: It is reccrr~ended
that the Rural Area not be serviced with projects to
encourage development until it becomes contiguous with
the Urban Area.
That recommendations by the 11etro Council have been reviewed and
cons idered.
Vote on the Motion: no - Arleane Nehring and Ken Ortte1; yes -
Deem Johnson, Ken Heil, Art JmJorski, and Dave Jack. Motion carried.
The Community Development Plan will be an Agenda item of the City
Council on October 7, 1975.

Weed Ordinance (Corom. #7-75-4)
Hotion by Heil, seconded by Jaworski, to table the Heed Ordinance
until the next meeting. Hotion carried unanimously.
Adjot:rnment
Motion by Heil, seconded by Jaworski, to adjourn. Motion carried
unanimously.
