'; ~ =: ~) ) , '\ ~ - ' .} CITY 01 ANDOVER \ ) SPECIAL MEETING , / August 28, 1975 HINUTES A Special Meeting of the Andover City Council and Planning and Zoning Commission was called to order at 7:45 P.M. by Commission Chairman, Dave Jack, on August 28, 1975 at the Andover Community Center, 1685 Crosstown Boulevard NW, Anoka, Minnesota 55303. Council Members Present: Winslow Holasek, Mayor Richard Schneider, Robert Rither, Mary VanderLaan, and Jerry Windschitl Commissioners Present: Ken Heil, Dave Jack, Art Jaworski, Dean Johnson, Arleane Nehring, and Ken Orttel Commissioner Absent: Mark Arnold Also Present: Norman J. Werner - City Administrator Purpose of the Meeting: ANDOVER'S COMPREHENSIVE DEVELOPMENT PLAN (Discussion and Review) .J Chairman Jack reported the meetings, etc. on the Plan as follows: 2-6-75 First Public Hearing; 2-19-75 Continued Public Hearing; 4-8-75 Special Meeting of the Planning & Zoning Commission in which they listened to and discussed portions of the tapes from the Public Hearings; 4-10-75 Sent letter to City Council stating changes; 4-18-75 A letter was drafted to Metro Council requesting review and comments of the Comprehensive Plan; 4-28-75 & 6-18-75 Received letters from Metro Council regarding their review; 6-25-75 Special Meeting of Planning and Zoning Commission with Metro Council's Local Planning Assistance Group to discuss Metro Council's first draft of the Comprehensive Plan; 7-10-75 Joint meeting of City Council, Planning & Zoning, and Development Framework Committee for review; 7-17-75 Confirmation. Andover's Comprehensive Plan is still the only one in the Northern Metro area that the Metro Council has reviewed. made comments on. and passed positively. Chairman Jack stated that: 1) the plan has a lot of work put into it, 2) it's a valid plan, 3) it has citizen input, 4) favorable comments from Metro Council, and 5) there should be direct action on these recornroendations. The action should be in the form of alternatives, amendments, or adoption by the City Council. He distributed copies of an article by Charles R. Krussel, Executive Vice President of the Greater Hinneapolis Chflober of Commerce, and read portions of a letter from City Engineer, Dewey Kasma, regarding the Sewer Service Capacity Charges. He replied that the Plan would have been rejected by Metro Council with less than 10 acres and other cn18unities ~lith less <lcrcnee required will have to have much more stringent building restrictions. Discussion followed on the ~erits of 10 acres versus 2~ acres in regard to sewage systems, public services, etc. The Metro Council had previously given their verbal consent to support Andover in c~se of a legal challenge because of the acreage. requirements.
