The Regular Heeting of the Andover Planning and Zoning Commission
was called to order at 7:30 P.B. by Chairme.n Dave Jack, on
July 22, 1975 at the Andover Community Center, 1685 Crosstown
Boulevard NW, Anoka, Hinnesota 55303.
Commissioners Present: Ken Heil, Dave Jack, Dean Johnson,
Arleane Nehring, and Ken Orttel
Commissioners Absent: }lark Arnold and Art Jaworslti (Commissioner
Jaworski came at 8:15)
Minutes
The funutes of July 8, which included corrections and additions
to the June 25th Hinutes Vlere e.pproved. Hotion carried unanimously.
Ogema Estates - Continued Public Hearing (Cormm. #3-75-2)

Chairman Jack read recommendation letter from the ParI>: Board
and presented copy of fee OVlners consent. The Cow~issioners
also received the revised plat and a letter from Orr-Schelen-
l1ayeron and Associates and correspondence from Roger Anderson
of T.K.D.A. The Commission is requesting a 25 foot road easement
for future service road so that it could be recorded and put on
the deeds. A legal opinion from Bill Hawkins, City Attorney,
regarding the cemetery, is still pending. Eotion by JaVlorski,
seconded by Nehring, that the Public Hearing close. Motion
carried unanimously. Motion by JaVlorski, seconded by Orttel,
that the Planning and Zoning Conmission hold a Special Meeting
July 29 at 7:30. Amendment by Ja~orslti, seconded by Orttel,
to hold the Special Meeting Monday night, July 28, at 7:30
P.M. Hotion carried unanimously. Hr. Smith will apply for
a Variance Request, listing all the lots which don't meet
Ordinance width requirements, before the Monday night meeting.
Hughs' Industrial Park - Continued Public Hearing (Comm. #12-74-2)

Chairman Jack read letter of recommendation from Park Board.
The money, to be paid in lieu of donated park land, would be
based on assessed market value of property. The assessing
would be done by the County. Hotion by Heil, seconded by Orttel,
to close the Public Hearing and that the Planning and Zoning
Commission recommend the Andover City Council accept the
Preliminary Plat for Hughs' Industrial Park for the following
reasons: 1) It meets the requirements of Ordinance lOA.
2) The ParI>:: Board has given fheir recommendation. Amendment
by Orttel, seconded by Nehring: 3) It meets the intent of
Ordinance 8. Vote: yes - Nehring, Jaworski, Orttel, Heil;
no - Johnson; present - Jacl:. Motion carried. This Preliminary
Plat will be place on the August 5th Agenda of the City Council.

contact the applicant and inform him that he must be present
at the next regular meeting.

Eotion b:' Jaworski, seconded by Johnson, that th8 Planning and
Zoning Cor:IT.lission recoomend the Andover City Cou!lcil adopt Ordinance
lIB as Em Aoendment to Ordinances 11 3.nd llA as written, per
attached. Motion carried unanimously.
