June 25 Minutes - Motion by Arnold, seconded by Jack, to correct
the last sentence of the final paragraph on Page 1 to read -
"'l'he members of the Planning and Zoning Commission and the T'letro
Council representatives agreed to the following recommendations
'Jr C!18nges on pp.ge Its of the Plan review". Hotion by Orttel to
add information about the following to the Minutes: Metro Council's
porition in pvent of a legal challenge - "The representatives of
Metro Council felt that if the City of Andover is faced with a
legal challenge, the Metro Council would back them up, but would
~rek legal information on this from their attorney and advised
the Commi~sion to do the same." and also Metro Council's comments
about Compatible Development - "The Metro Council representatives
reacted very favorably in regard to Andover's 10 acre minimum
requirement. If asked, the Metro Council will contribute unfavorable
comments to the surrounding Cities' Plans with lesser acreage
requirements." Motion by Arnold, seconded by Nehring, that the
conrtderation of these minutes be tabled until the July 2? mpetine,
~pndinG clarification of them. Vote: yes - Nehring, Ar~old,
Orttel, Jack; abstain - Jaworski. Motion carried.

We have reviewed the comments made by Mr. Anderson of TKDA and
Assoc. and offer the following comments and answers to the questions
raised by Mr. Anderson:
A. The distance of 33.13 chains along the south line of the
northwest quarter of the southwest quarter of Section 18 is
an error on the Anoka County half~section map according to
the deed description. The purpose of the half-section map is
not to surveyor identify boundary lines, but only to give a
graphic representation of ownership.
B. This written consent will be submitted by Mr. Smith.
C. Mr. David Jack, Planning Commission Chairman, granted his
approval to prepare this preliminary plat at a scale of 1"=10C'
due to the size of the tract involved. This approval was given
per a telephone conversation on June 4, 1975.

H. The variances for lot width and double frontages were dis-
cussed during a sketch plan stage with Planning Commission.
I. The variance for lot width was discussed with the Planning
Commission at the sketch plan stage and tentatively agreed to
continue assuming a variance will be granted, which is necessary
to maintain the existing street pattern of the property lying
westerly of this tract.
J. Lot 1, Block 2 is not below the minimum area as stated
in the ordinance. The final use of this lot cannot be planned
until the County Highway Department finalizes the intersection
connection for County State Aid Highway 7 and County Road 58.
The words "residue tract" were removed from the revised plan.
K. The extension of 162nd Lane NW was done at the request of
the Planning Commission.
L. This additional data for the existing streets lying westerly
of the proposed plat has been added to the revised plat.

M. The property line that was omitted has been added on the
revised plat. The city zoning map was in error and has been
corrected. We have revised the preliminary plat to conform
with this zoning.
N. The elevation and location of the 1929 sea level datum Bench-
mark has been noted on the revised plat.

o. The gas company will not allow any part of the right of way
of the parallel road to be on their easement. To parallel the
gas lines would require building set-backs of greater than 50
. feet. We feel the relationship of the gas lines and the present
lots, together with the future sub-division lots is a reasonable
lay-out due to the conditions and is feasible.
P. The front and side yard set backs have been added on the
revised plat. I discussed the rear yard set backs with Mr.
Anderson and he indicated it was not necessary to have the
rear yard set backs.
Q. The water supply will be individual wells on each lot and the
sewage disposal will be septic tanks and drain fields.
R. The detail data on drainage structures and street profiles
will be shown on a final construction plans.

S. We will transmit a copy of the revised preliminary plat to
Mr. Dallas Felegy, Anoka County Comprehensive Health Department
for his comments. We were unaware of our responsibility to

T. The ditch location lying easterly of this plat has been added
on the preliminary plat. We have not completed detail design
data for the capacity of the drainage system. This information
will be compiled for the final construction plans.

created from this development will be studied and resolved in
the design of the final construction plans.

mation of all drainage structures will be indentified in the final

Y. Due to the fact, the future sub~division of these lots is con-
sidered to bea long time in the future, we propose to place the
building set back lines for the lots in Block 6 at 55 feet. This
would allow 25 feet for a future service road and a 30 foot set back
which would be the requirement under an R-4 zone for future sub-
I division lots. We propose not to dedicate the 25 foot service
road easement, but to leave that land on the tax rolls and in-
clude this area in the lot until such time that it would be
necessary to sub-divide the land. The addition of this frontage
road should not create a problem in obtaining the easement, because
it would benefit only the adjoining owners that desire to sub-divide
their lots.
Z. The soils information necessary to design the streets and
drainage system will be obtained by a soils engineering firm
at the direction of your City Engineer. We would prefer not to
expend this money for detailed . data until preliminary plat
approval has been granted and there is a reasonable assurance
that this project will proceed. The soils on this tract of land
are primarily sand and will not create a design or construction problem.

Many of the comments that are listed in the Engineer's report
are relative to items beyond the preliminary plat and in the
final construction or final plat stages. We have attempted to
answer these questions, because they are of concern for the total
development of this property. Many of the items are detailed
engineering data which will be resolved between the City Engineer
and our design engineer. .
