MINUTES
The Regular Meeting of the Andover Planning and Zoning Commission
was called to order by Chairman, Dave Jack, on June 24, 1975,
7:35 P.}!., at the Andover COl!'Jnunity Center, 1685 Crosstown
Boulevard }nV, Anoka, ~unnesota 55303.
Commissioners Present: Arnold, Heil, Jack, Johnson & Orttel

Approval of rlinutes
MOTION by Heil, seconded by Orttel, that the l'unutes of June la,
1975, be approved as written. Vote: yes - Jack, Johnson, Heil,
Orttel; abstain - Arnold.
Ogema Acres - Public Hearing (Comm. #3-75-2)
Ronald E. Smith of 14942 Evergreen, Andover, made the presentation
of Ogema Acres. Correspondence from T.K.D.A., dated June 24, 1975,
was distributed to the Commissioners by Roger Anderson. (A copy
is attached to the runutes on file.)
Items discussed, recommendations made, etc., are as follows:
1. The cemetery. ~ws. Nehring has information on it
in regard to the Bicentennial. William Hawkins,
the City Attorney, will be completing a report on
it soon.

2. Lot size. There are a number of undersized lot~w;djhs,
Chairman Jack stated he would like lots with Gas
lines across them be noted on plat as "unbuildable".

3. Utility easements & drainage for eac~ lot should be
put on the plat where not shown.
4. High and. low water lines should be shown on the
plat for the creek.
5. Hr. Smith was advised to appear at the next Park
Board Meeting to seek their opinion on the areas
he has allocated as parkland.
MOTION by Heil, seconded by Johnson, to continue this Public
Hearing for 2 weeks in order to allow time for }w. Smith's
Engineer to make changes on his plat and for the Commission
to receive the legal report from Bill Hawkins. Motion carried
Unanimously.

Hugh's Industrial Park - Public Hearing (Comm. ()12-74-2)
LeRoy Winner made the presentation on behalf of ~alter Hughs.
Engineer ~nderson gave copies of his revie~al comments to
the Commissioners. (A copy is attached to the l'linutes on
fil e. )
Hr. Hughs or I'rr. Winner were advised to appear before the
Park Board at their next meeting, July 10, for their review
and comments. The Park Board can then submit taeir opinion
and recoNlendations to the Commission.
MOTION by Heil, seconded by Orttel, to extend the public
hearing for 2 weeks. MOTION AHENDED by Johnson, seconded
by Heil, to reconvene in 4 weelrs,after the Park Board Heeting.
(The Park Board Meeting is July 10, 1975 and the next regular
Planning and Zoning Heeting after July 10, is on July 22)
Hotion and Amendment carried unanimously.
Shoreland Zoning (Comm. #12-74-5)
The Commi3sion will ask other Hunicipalities for their Shorelanrl
Ordinances and research recent ones from the Metro area. Bill
Hawkins should be able to supply some of the information needed.

We have reviewed the Ogema Estates Preliminary. Plat as requested. The
following are our comments regarding the proposed plat:
a) 'Ilrre is a discrepmcy between the'tiescription of tract'bf the prelim-
inary plat and the half-section map data published by the Anoka County
.Surveyor.
b) The subdivider must present the written consent of the fee owner to
file the preliminary plat. (8.01, .c)
c) The scale of the drawing is smaller than I "=50' (8. Ol,d). .
d) Additional lot dimensional data and roadway curves should be shown so
that lot widths and other measurements may be verified.
e) The cemetery shown in the park land in Block 5 should be accurately
tied in to an established survey point within the plat.
f) Several questions related to parks should be answered:
1. The Park Board should approve the proposed park sites.

2. The park area required is 13.5 acres (100;0 of 135 acres).
The park area proposed to be dedicated is 12.4 acres.
3. The cemetery located in the Block 5 park area may place
additional responsibility on the City. A legal opinion should be
obtained from the City Attorney to determine if the City may ac-
cept the cemetery as a portion of park land.
g) Lot 4, Block 1 is unnumbered.
h) Lot 9, Block 1 will require a variance for double frontage.
i) The following lots, as proposed, will require lot width variances:

Block 2 - Lots 3,4,5
Block 3 - Lots 3,4,6
Block 4 - Lot 1
Block 5 - Lots 1 - 7
Block 6 - Lots 1 - 4
j) The residue tract or outlot is prohibited by Ordinance 10 (9.05, i).
These parcels, when they are allowed to be created, tend to become
unkept areas for which no one claims responsibility. Therefore, this
land should become a buildable lot, or possibly park land.
k) Extending 162nd Lane NW to meet CSAH 7 may diminish internal local
traffic in the southern portion of the platted area by providing a logical
outlet to the major north- south transportation route.
1) The' type, width, and extent of street surfacing should be shown on the
preliminary plat. (8.02, f)
m) The property lines of adjoining parcels should be shown, and the existing
zoning should be clarified.
n) The USGS bench mark and elevation should be noted on the plat.

The proposed plat could be revised to more closely conform to the ease-
ment for the 6" gas main. As shown, it cuts directly through several lots.

p) The side and rear yard set backs should be shown for each lot.
q) Proposed methods of water supply and sewage disposal should be
shown.
r) Invert elevations should be provided for all culverts shown on the grad-
ing plans. The culverts and invert elevations should also be shown on
the street profiles.
s) The proposed plat should be submitted to Mr. Dallas Felegy, Anoka
County Comprehensive Health Department for his comments regarding
surface water runoff into the Rum River.
t) The complete ditch system, including the areas outside the plat, should
be shown to enable an analysis of the drainage system to be made.
u) Proposed grading and ditching should be shown for the culvert located at
Kiowa Street NW and l60th Lane NW.

v) Field investigation will be required to determine the effect surface water
runoff will have on existing drainageways when it enters the neighboring
Stenquist Addition from l60th Lane NW.
w) Drainage at the intersection of Kiowa Street NW and l62nd Lane NW should
be examined in great detail to determine culvert requirements.
x) A culvert will be required at the intersection of l62nd Lane NW and CSAH7.
y) The lots in B.lock 6 may be served from CSAH 58 on a temporary basis by
two common driveways. A twenty five foot (251) easement for a service
road should be provided at this location in addition to the seventy five foot
(75') right-of-way the County requires. This will insure house set backs
will be sufficient to allow service road construction in the future as the are a
develops.
z) Soil borings will be required prior to approval of the plat. The locations of
these borings will be selected by the Engineer after field inspection of the
site.

Gentlemen:
We have reviewed the following preliminary plat for Hugh1s Industrial
Park as requested. The following are our comments regarding the proposed
plat.
a) The soil data supplied indicates sewage disposal systems for "dry"
industries will function adequately in this area.
b) The present method of runoff disposal by surface drainage is satis-
factory. As the area is developed increased roof area and an increase
in paved parking facilities may influence the runoff rate enough that
more adequate storm water drainage will become necessary.
c) No changes to the existing topographic features are shown on the grading
plan. This indicates the developer does not plan to "rough grade" the
site to make the land more attractive to industry.
d) The City previously accepted l62nd Lane Northwest. Therefore, ad-
ditional work on this street will not be required at this time.
