June 10, 1975

The Regular Heeting of the Andover Planning and Zoning Commission
was called to order by Chairman, Dave Jack, on June 10, 1975, 7:40
P.I1., at the Andover Community Center, 1685 Crosstown Boulevard rr~,
Anoka, Hinnesota 55303.
Commissioners Present:
Commissioners Absent:
Jack, Jaworski, Johnson, Heil, & Orttel
Arnold and Nehring
The approval of the May 13th ~unutes will be carried to the June
24th Heeting.

Attorney William HawlCLns spoke to the Commission, particularly
the new members, regarding their duties, responsibilities, etc.
The two new Cownissioners who were absent will be advised to
listen to the tape of this meeting (specifically }tr. HawY~ns'
presentation).
Chairman Jack will talk to Mark Arnold about being the new Liason
member to the Park Board.
PUBLIC HEARING - JERRY GRED~ REZONING (Comm. #5-75-1)
The notice of this Public Hearing was published in the Anoka
County Union on May 30, 1975 and it also appeared as a portion
of the regular Agenda published on June 6, 1975 in the Anoka
County Union.
y~. Green and a representative from Consulting Engineers Diver-
sified, Inc., presented a new sketch plan and answered questions
from the Commissioners. The Commissioners discussed the size of
the property - which is 2.92 acres, v'hether there might be traffic
problems, and if it should remain as 4 parcels of land or be in-
corporated as one. }tr. Hawkins stated the new buyer of the 4 lots
may choose to have it recorded as 1 parcel, without any platting
necessary. Mr. Green was advised that. according to the Compre-
hensive Plan~one sign would be acc~Etable. They discussed Sec.
4.17, item D, part A of Ordinance #~, which states that no more
than one quadrant of an intersection shall be zoned for Shopping
Center at anyone time. Also Section 4.17 item C, concerning the
time allotted for the actual building of the Shopping Center.

HOTION by Javlorski, seconded by Johnson, that the Andover City
Council approve the Rezoning Request of Jerry Green for the 4
pieces of ground, described on the attached, from 1~-2 and R-1
to NB.as submitted (A signed copy of the sketch plan for the
Neighborhood Center, dated 5/30/75 by Consulting Engineers
Diversified, Inc., File #4873 - shall be attached) for the
follo\ring reasons:
1. It meets all minimum requirements of Ordinance 8
for neighborhood business.
2. It meets the intent of the Comprehensive Plan in
relation to neighborhood centers.
3. There doesn't appear to be any duplication of ser-
vices.
HOTION by Jaworski, seconded by Johnson, that the following be
added:
4. There have been no apparent complaints from neighbor-
ing or adjoining property owners. .
11otion carried unanimously. This item will be on the next Ci ty
Council Agenda - July 1, 1975.
ORDINANCE #10 REVISION (Co~~. #4-75-3)
Roger Anderoon,from Toltz, lung, Duvall, & Anderson, was unable
to attend. He will have materials ready for the July 8th Agenda.
NEWSLEI'TER (Comm. #6-75-1)
Commissioner Orttel agreed to be the editor of the next News-
letter, to be sent out - tentatively - August 15. He was given
ideas for articles and advised to check the "Newsletter" file
in the office for further help.
SHORELt1.ND ZONING (Comm. #4-74-5)
Shore1and Zoning was postponed until the July 8th 11eeting.

That part of the South ~ of the Northeast ~ of Section 33, Township 32,
Range 24, Anoka County, Minnesota described as commencing at a point on the
South line of said South ~ of the Northeast ~ distant 550.0 feet West from
the Southeast corner of said South ~ of the Northeast ~; thence North at
right angles to said South line a distance of 360.0 feet; thence West and
parallel with the South line of said South ~ of the Northeast ~ a distance
of 506.2 feet; thence on a tangential curve concave to the Northeast, having
a radius of 445.51 feet, and having a delta angle of 30 degrees, 09 minutes
for a distance of 234.46 feet; thence Northwesterly and tangent to said curve
a distance of 65.36 feet to the actual point of beginning of the land to be
hereinafter described; thence continuing northwesterly on the extension of
said last described course to the center line of County State Aid Highway
No. 18 as the same has been opened, laid out, and travelled; thence South-
westerly and Southerly along the center line of said County State Aid Highway
to the South line of said South ~ of the Northeast ~; thence East along the
South line of said South ~ of the Northeast ~ to a point thereon distant
1536.00 feet West of the Southeast corner of said South ~ of the Northeast
~; thence Northerly at right angles to said South line of the South ~ of the
Northeast ~ a distance of 227.84 feet; thence North 60 degrees, 04 minutes,
50 seconds East a distance of 126.91 feet more or less to its intersection
with a line drawn perpendicular to the first above described course from the
actual point of beginning of the land herein described; thence Northeasterly
along said last described perpendicular line to the actual point of beginning,
/ subject to easement for highway purposes over the Westerly and Northwesterly
50 feet and the Southerly 50 feet of the above described property. For purposes
of this description the South line of said South half of the Northeast ~ is
assumed to be a due East and West line.
