PLANNIN"G AND ZONIN"G COMMISSION
February 5, 1975
A Special Meeting of the Andover Planning and Zoning Commission, was called to
order by Chairman Allan Miles, on February 5, 1975, 8:00 P.M., at the Andover
Community Center, Hi85 Crosstown Blvd. N. W.

Supervisor, Marvin Christenson.
This Meeting was called to "dry run" the Public Hearing on the Comprehensive
Development Plan on February 6, 1975.
Chairman Miles noted that he had not been able to get a person to check-out the
Comprehensive Development Plan Books on the night of the Hearing. Advised that
he would try to line up someone that evening.
Public Hearing "Dry Run"
__;Chairman Miles began and supervised the Commissioners' run-through of the Plan
Presentation. After full discussion, the Commission agreed with Mr. Christenson,
that all Primary and Secondary Policies should be read verbatim. Christenson
noted that this was the time to get input for any and all changes. The pages to be
read complete as printed, are # 142 to # 167.
After discussion on the agenda to be followed, it was noted that the decision to "close"
or "continue" the Public Hearing, would be up to ':he Planning and Zoning Commission

Melvin Castner - Conduct Towards City Employees
Chairman Miles discussed with the Commission, the problem of Mr. Castner's
harassment of City Employees. He noted that Mr. Castner has threatened the City
with legal action for delaying his Plat.
The Commission noted that they have given ~astner's Sketch Plan, the "OKay", and
the rest is up to Mr. Castner; to meet the requirements of Andover Ordinance #10.
There was concern indicated for Mr. Castner's health.
Commissioner Jaworski stated that if Mr. Castner's harassment of City Employees
'~continues in the future, the City Attorney will be asked to take action to protect the
rights of those persons working in the Clerk's Office.
