MINUTES
PLANNING AND ZONING COMMISSION
January 28, 1975
The Regular Monthly Meeting of the Andover Planning and Zoning Commis sion, was
called to order by Chairman Allan Miles, on January 28, 1975, 7:30 P.M., at the
Andover Community Center, 1685 Crosstown Boulevard N. W., Anoka, Minnesota.
Members Present: Miles, Jaworski, Jack, Heil and Johnson
Members Absent : None
Approval of Minutes of January 2, 1975 (December Meeting)
MOTION by Dean Johnson, seconded by Dave Jack, to accept the Minutes of
January 2, 1975, with the following correction:
Comm. #12-74-3 (Line 9) - Change word "must" to "should".
Motion carried unanimously.
Quarterly Newsletter

Chairman Miles noted that Art Jaworski has volunteered to be Editor of the Newsletter.
Assi.:;nments as follows:
Dog Ordinance - Ken Heil
Sewer Progress - Dean Johnson
Park and Recreation - Dave Jack
Commissioner Jaworski will get input from the Building Inspector, the City Council
and the Clerk's Office.
Gun Ordinance - Allan Miles
Horse Ordinance (Effectuation) - A. Miles
Chairman's Comments
Chairman Miles covered the following items:
1) Commission has received an up-date on County Licensed Scrap Metal and
Junk Car Dealers.
2) Asked the Commission Members if they were all receiving Metropolitan
Council mail.
3) Noted a meeting on January 30, 1975, covering the Community Development Plan.
Comm. #11-74-1 (Faddler's Fifth Addition)
Chairman Miles noted that there was no action on this.
Comm. #12-74_2 (Hughs' Industrial Park)
Chairman Miles read correspondence from Deputy Clerk Kappelhoff, noting that
) Attorney Babcock was working on the Road Deeds; and that the Commission can
take no action until said Deeds are drawn.

Comm. #9-74-5 (Nightingale Estates-2nd Addition) -Preliminary Plat
Chairman Miles continued the Public Hearing for Ken Olson's Nightingale Estates-
2nd Addition (One (1) - Five Acre Lot); read the reviewal of said Plat from T. K. D. A.,
dated January 28, 1975. (Copy attached to these Minutes)
After discussion in which Surveyor LeRoy Winner disagreed with Building Inspector
Arntzen, and T.K.D.A. Engineer, Roger Anderson on the minimum basement
elevation of 894 feet, the Planning and Zoning Commis sion noted that more soil
borings could be taken in the spring should Mr. Winner be interested in changing
this minimum basement elevation.
MOTION by Jaworski, seconded by Heil, to recommend to the Andover City Council,
the approval of the Preliminary Plat of Nightingale Estates-2nd Addition, as presented
1) with the minimum basement elevation of 894 feet to be recorded with the City,
2) soil borings were done in accordance with directions from the City Engineer,
3) percolation tests have been done,
4) drainage easements have been provided.
Motion carried unanimously.
Comm. #2-74_4 (Nightingale Estates -3rd Addition) _ Sketch Plan
Chairman Miles read the reviewal from T.K. D. A., dated January 28, 1975. (Copy
attached to these Minutes). The Commission concurred with the Engineer's
reviewal, and added, "the South end of Uplander should be dedicated as a street,
but not finished", noting that it would be either a "weed patch" or "neckers' point".
Mr. Ken Olson was told that he could proceed with the Preliminary Plat, if he so
wished.
Comm. #9-74-6 (Marlow Strand) - Preliminary Plat
Chairman Miles read the reviewal from T.K. D.A., dated January 28, 1975, and
stated that due to the lack of information, the Plat, in all probability, would not be'
approved at this time.
The Plat was discussed and Mr. Strand was told to show the,following on his
Preliminary Plat:
1) Items "a" through "e", as shown on the Engineer's Report, dated
January 28, 1975.
2) Show the word "Preliminary Plat" on the maps.
3) Refer to the Variance granted by Grow Township on the width of Lot 1,
Block 1.
There was some discussion on the drainage.
MOTION by Ken Heil, seconded by Dave Jack, to continue the Public Hearing until
the next Planning and Zoning Commission Regular Meeting. Motion carried unanimously.
Chairman Miles stated that the "Strand Addition" would be continued on February 25, 1975.

A ten-minute recess was called.
Cornm. #12-74-5 (Shoreland Zoning)
Chairman Miles noted that Attorney Hawkins had stated that a Shoreland Zoning
Ordinance should be adopted by the City of Andover before the State Ordinance
covering same is adopted this summer.
Shade Tree Disease - Public Hearing
A Public Hearing on Shade Tr ee Disease was set for February 25, 1975, and will be
posted in the Legal Newspaper, Anoka County Union, and will be placed on the Agenda
for February 25, 1975, Regular Monthly Meeting, Planning and Zoning Commission.
MOTION by Dave Jack, seconded by Dean Jmnson, to adjourn. Carried u'nanimously.
Meeting adjourned at 10:00 P. M.

Gentlemen:
We have reviewed the following sketch and preliminary plans as requested:
1.
Strand Addition - Preliminary Plat
a) Quapaw Street NW should be shown at its intersection with
159th Avenue NW. Though it is not necessary at the present,
this street may be extended southward along the eastern edge
of the proposed plat at a future date.
b) The lot width at the front set back line is l58. 3 feet which is
less than the 165 foot minimum required for R-2 zoning.
c) The following items required by Section 8, Ordinance 10,
have not been shown:
(1) Property Owners and lots north of 159th Avenue NW
and within 100 fee t of the platted land.
(2) Surface water drainage disposal method.
(3) Source of water supply.
(4) Facilities for sewage disposal
(5) Flood Plain Management Area Boundaries (Rum River).
d) No provision has been made for dedicat:..on of park or school sites.

e) Soil data has not been supplied. The Anoka County Soil and
Water Conservation Data shows the area soils are excessively
drained deep, sandy soils. This information and the topographic
map indicate that individual on- site sanitary sewage disposal
systems would function adequately in this area.
2. Nightingale Estates Second Addition - Preliminary Plat
a) The street profile and drainage easements will allow proper
surface water runoff.
b)
Mr. Walter Arntzen, Building Official, and I discussed the
ground water conditions and decided a minimum basement
elevation of 894 feet should be required on Lot 1, as the
water table may rise appreciably with seasonal fluctuations.

3. Nightingale Estates Third Addition - Sketch Plan
a) The variance on -Lot 2, Block 3, is required because
the Zoning Ordinance defines the short side of corner lots
as the front lot line. The minimum required lot width at the
front setback line is 345 feet (330 feet + 15 feet for corner lots)
or greater than the proposed lot frontage.
Because of the power easement on the south lot line,
it may be desirable to allow the north lot line to be the front
of the lot. This would also be in accord with future subdivision,
as the subdivided lots could have the easement along the back
lot line.
b) The street layout meets design requirements of Ordinance 10.
Since no streets exist in this area other than 154th Lane NW,
alignment of the platted streets should be considered with
regard to section lines, l/4 section lines, etc., as these
would be the logical paths to extend these streets.
