MINUTES OF THE PARKS/RECREATION ADVISORY BOARD REGULAR MONTHLY MEETING HELD
JUNE 12, 1975 AT THE COMMUNITY CENTER
Meeting was called to order at 7:45 p.m. by Chairman James Griswold. Attending
in addition to the chairman were members Britton, Kappelhoff and Rzeszutek.
Guests were Hesley Mand from Quickstrom's Addition; Vern and Sharon Niesus from
Shady Knoll.
Minutes from the previous meeting were read and approved as read on a motion by
Rzeszutek.
OLD BUSINESS
The rough draft of the proposed ordinance establishing a Parks and Recreation
Commission was read and reviewed. After minor changes, motion was made by
Rzeszutek, seconded by Kappelhoff that the ordinance be submitted to the Council
for their approval. Motion carried. Ordinance attached to these minutes.
Status Reports -
Northwoods - The park has been filled and graded; black dirt will be hauled in
near the backstop. Burton Kraabel will contact Mr. Slyzuk to till the black dirt
with the sand. Phil Rzeszutek suggested we order grass seed promptly to have it
available for fall seeding.

Green Acres - All park equipment has been installed by the residents, grass has been
mowed; necessary seeding will be done in the fall after most of the activity in the
park is over for the summer. Many, many children are using and enjoying our newest
park!
Summer Rec program - Registration has been good; will have report at next meeting.
Sand points - Have not been installed yet; gentlemen who will be driving points
will give Phil a call when he is in the area.
Lions Field - The area has been surveyed by one of the Lions members. They are
pleased and are anxious to get going.
Chapman Park was discussed regarding removal of the tires. It was understood that
some members of the Council would like to have Cecil Heidelberger removed from the
membership of the Advisory Board because the tires were placed there without formal
action by the Council. It is felt that the project was not the responsibility of
one person, but rather the entire group and that one person should not be held
liable. Rzeszutek moved that we address letter to Council giving background of
the project and the tires at Chapman park, and that the letter include the fact
that Cecil Heidelberger and Phil Rzeszutek had been at the park to remove the tires
and certain neighbors had asked that they not remove all of them because the kids
enjoyed playing on them so much. Motion seconded by Griswold; carried.

OLD BUSINESS - Continued
Bonnie Hoffmann requested that the skating rink in Shady Knoll be graded
correctly before Fall in order to level it. Rzeszutek moved that we request
Council to authorize grader to go in and level skating rink area at Shady
Knoll. Seconded by Griswold; carried.
NEW BUSINESS
No P & Z items were up for discussion.
Lindstrom proposed land donation was discussed. The area Jack Lindstrom wants
to donate as parkland consists of approximately 1-1/2 acres of land but he is
stipulating that it be fenced and left as a bird sanctuary. He would like to
keep children and animals out of the area. After discussion, Griswold moved
that we accept the property but state that we cannot afford to fence it at this
time. Motion seconded by Rzeszutek; carried.
As there had been no action by the Council, a long and heated discussion ensued
regarding lack of communication between Advisory Board members and between the
Advisory Board and the Council. It was agreed that we must have a joint meeting
with the Council in order to resolve some of our problems and that we become
formally established as a Parks and Recreation Commission for the City of Andover.
A joint meeting will be requested and will be held as soon as possible.
The question of By-Laws for the Parks and Recreation Commission will be tabled
until after the joint meeting with the Council.
Hockey lights for the Community Center Hockey Rink were discussed. Phil Rzeszutek
has received a set of specifications for pole lights and will get a set of specs
for lights strung across the rink. He will request quotation on mercury vapor
or quartz lights.
The election of officers was tabled until a later date due to small attendance at
this meeting.
Phil Rzeszutek moved that we request the Council to approve an expenditure not to
exceed $300 for sod and for blacktop sealer for Shady Knoll park. Second by Griswold;
carried. The sod is required to keep a small hill from constantly eroding onto the
blacktop.
The footbridge over Coon Creek was discussed. Phil Rzeszutek reported that requ~r~ng
the children in Green Acres, for example, to walk to school using the bridge as access
would mean that some would walk over a mile. The matter has been referred to Mr.
McClusky, who is in charge of bus transportation for the schools, and will be held
in abeyance until the school board has received Mr. McClusky's recommendation.
Phil also reported that bridge kits are available which consist of a free span
arch of 30'. The Tech Center would provide labor and would build footpath on school
side.

AN ORDINANCE
TO CREATE A PARKS AND RECREATION COMMISSION
The City of Andover does ordain:
There is hereby established for the City of Andover a Parks and Recreation
Commission:
(1) The functions of the Parks and Recreation Commission shall be as follows:
(a) To prepare and maintain a comprehensive plan for the development of
parks and recreation within the City.
(b) To conduct hearings and make recommendations to the City Council in
regard to proposed change of ordinances relating to parks and
recreation in regard to means to carry out the comprehensive plan
and regulations therefor.

(c) To study and make recommendations to the City Council in regard to
programs and practices of the Parks and Recreation Commission
concerning the utilization of facilities, and coordination of long-
range park and recreation plans with the County, the Metropolitan
Council, and the State of Minnesota, and in regard to licensing and
concession operations.
(d) To study and make recommendations to the City Council in regard to the
development of guidelines to insure proper coordination of public
recreational programs and park use; community school program;
programs such as those offered by other public agencies such as the
Anoka-Hennepin Independent School District, the Anoka-Isanti Independent
School District, and will all private organizations offering park and
recreational programs.
(2) The Parks and Recreation Commission shall be composed of five (5) members
appointed by the City Council for staggered terms of three (3) years each,
plus one ex-officio member of the Planning and Zoning Commission and one
ex-officio member of the City Council. All members must be residents of the
City of Andover.
(3) The Parks and Recreation Commission shall elect its own officers, establish
meeting times and adopt its own rules and procedures.
(4) The Chairman of the Parks and Recreation Commission shall be responsible for
calling and presiding at meetings and shall be entitled to an equal vote
with other members of the Commission.

REQUESTED COUNCIL ACTION AS A RESULT OF JUNE 12, 1975 REGULAR MONTHLY MEETING
OF PARKS/RECREATION ADVISORY BOARD
1. Approve grading of Shady Knoll Park skating rink (leveling, elevations
or whatever it takes to ready it for flooding in the Fall.)
2. Approve expenditure of $300 for sod and blacktop sealer for Shady Knoll
Park.
3. Approve acceptance of parkland from Jack Lindstrom providing he understands
that we cannot afford to fence it at this time. (Property located east of
Crooked Lake.)
4. Approve Ordinance to Create a Parks and Recreation Commission.
(This will be discussed at the July 7 joint meeting.)

CHAPMAN PARK
Apparently there has been some discussion at the Council level
regarding the tires which have been placed at Chapman Park ~o
be used as play equipment. From what we understand there is
to be legal action taken against Cecil Heidelberger to have the
tires removed from the area. The Parks/Recreation Advisory Board
would like the Council to be aware of the following:

The Parks/Advisory Board feels that one person should not be
asked to carry the blame for this situation. During meetings in
the fall of 1973 we were discussing fencing for Chapman Park.
Since we were budget conscious then as now, the suggestion was
made that we use tires as a means of keeping snowmobiles, motor-
bikes and automobile traffic out of the Park; at which tiwe Cecil
said he would donate the tires. The following spring, tires were
placed at the park, and at the April 11, 1974 meeting it was felt
that they should be placed in a trench to give more continuity to
the placement. Chairman Griswold subsequently checked with N. W.
Bell Telephone on the availability of a backhoe for the trenching,
but was turned down. The possibility of painting the tires, filling
them \vith black dirt and planting trees and flowers in them was also
discussed. As many park projects fail, so did this one for lack of
funds and manpower to do the job.
Certain of the neighbors in the area then began to be disturbed
about the tires being unsightly, etc. It was decided that the tires
would be removed, but no commitment was made as to when they would
be removed. Phil Rzeszutek and Cecil Heidelberger removed approxi-
mately half of the tires from the park during December, 1974; and
while this was being done two of the neighbors asked them to please
not remove all of the tires as the kids had so much fun playing on
them - in fact, more fun than on the regular playground equipment.
Because it was the end of the day, no more tires were removed from
the park from that point.
