HomeMy WebLinkAboutApril 10, 1975 \ / / CITY 01 ANDOVER \ J MINUTES OF THE PARKS/RECREATION ADVISORY BOARD REGULAR MONTHLY MEETING HELD APRIL 10, 1975 AT THE COMMUNITY CENTER Prior to the opening of this meeting, Advisory Board members attended a dinner meeting of the Andover Lions Club at the invitation of the Club. Purpose was to discuss the possibility of the Lions contributing time and money for parks in the City. MEETING WAS CALLED TO ORDER at 8:22 by Chairman Jim Griswold. Attending in addition to the Chairman were members Britton, Heidelberger, Jack, Lapham, and Rzeszutek. Guests were Coletta Rognstad and Donna Vomela from Quickstrom Addition and James Stewart, Director, Community Services. Minutes of the March 13 meeting were read and approved on a motion by Jerry Lapham; second by Phil Rzeszutek; carried. OLD BUSINESS Northwoods Park - Phil Rzeszutek read the bids for hauling fill and leveling the ballfield at this park. Kraabel was lowest at $910, which included rototilling. The other bid was higher, without rototilling. The Kraabel bid has been approved by the City Council and the work will proceed immediately. \ ) Green Acres - The playground equipment has been ordered. We have received a letter from Game Time, Inc. stating that the price of the backboard for basketball has been increased by $10, however, this increase may be alleviated somewhat because of a decrease in freight charges. Job Description - Park Maintenance Person -- After discussion and input from members, a tentative list of Job Requirements for a Park Maintenance Person, as suggested by Phil Rzeszutek, was drawn up and will be presented to the City Council. A motion to present said Requirements was made by Cecil Heidelberger, seconded by Jerry Lapham and carried unanimously. (See attached Requirements) Trees for Parks - DNR and 4-H -- There are no trees available from DNR at this time. Requests must be entered in September of each year in order to have trees for planting during the following Spring. The trees to be donated by Cedar Seekers 4-H Club will be planted in the low area at the front of the 40 acre Community Center property. This will not interfere with the active areas, will provide water for the seedlings without having to haul water to them, and will be out of the mowing area. The area will also be posted to avoid accidental mowing. Quickstrom Addition - The neighbors have requested that a security light with a timer be installed at their park in conjunction with the skating rink. This will be studied and acted upon at a later meeting. \ ) \ \ ) Minutes April 10, 1975 Page Two \ I NEW BUSINESS Summer Recreation Program - James Stewart, Director of Community Services presented the proposed budget for Summer - 1975. After much discussion, it was decided that a program in either of two outlying areas was not feasible for this summer since the budget would have to be more than double of that for the Crooked Lake School program. This is due to the fact that all materials would have to be purchased, space would have to be rented, and facilities for playing ball and other outdoor activities are just not available at either of the proposed areas - the Community Center or St. Patrick's Church. In lieu of this double program, it was suggested by Mr. Stewart that an evening teen program during the winter months be held at Crooked Lake School. Mr. Stewart will check with the proper people involved to obtain permission for such a program, to be held at least once each week, possibly twice each week, beginning during the first week in October. Phil Rzeszutek moved that the summer program, at a total budget of $3,300, and the evening teen program, with a budget of $700, be presented to the City Council for approval; motion seconded by Cecil Heidelberger; carried. Ordinance Establishing Park Board - The proposed ordinance was discussed. was decided that the subject would again be discussed at the next meeting, which time the proposed ordinance would be written for presentation to the Council. It at City J Agendas - After discussion of publication and setting up of agendas for meetings, Jerry Lapham moved that a function of each meeting would be to set tentative agenda for the next regular meeting; seconded by Jim Griswold; carried. Anyone wishing to have an item placed on the agenda for publication must have that request to the secretary at least ten working days prior to the regular meeting date. Items may be added at the meeting if necessary. P & Z ITEMS -- Round Oaks Estates (Harstad) - Motion made by Lapham, seconded by Rzeszutek that we accept money in lieu of land because of the proximity to the park in White Oaks Country Estates. Motion carried. Ron Smith's Area (formerly reviewed as Sketch Plan C) --No park has been set aside in this area. It was suggested by David Jack that we request all of the property between Valley Drive and County Road #7 belonging to that plat as park property. No action taken. Will be reviewed again when sketch plan or preliminary is received. David Jack stated that the City Council has requested that the Park/Advisory Board state their action on plats in letter form for each plat reviewed. This will be followed in the future. MISCELLANEOUS BUSINESS David Jack moved that a thank you letter be written to the Andover Lions Club for J inviting us to their dinner meeting as their guests. Monies have been previously approved by the City Council. Fran Hamele from Game Time, Inc., has said that he will attend one of our meetings by invitation to explain more about their playground equipment and make recommendations for future purchases. Maintain tractor as necessary; oil changes and general upkeep. Must keep track of time and mileage. Must be Certified Red Cross First Aider. Must attend Park Board meetings. Remove diseased trees from park property as directed by City Council.
