_'MEE'rING OF CITY OF ANDOVER PARKS/RECREATION ADVISORY BOARD REGULAR MONTHLY
MEETING HELD JANUARY 9, 1975 AT THE COMMUNITY CENTER
Meeting was called fo order at 7:55 p.m. by Vice Chairman Jerry Lapham.
Attending in addition to the Chairman were members Britton, Heidelberger and
Rzeszutek. There were no guests.
The Minutes of the December 12, 1974 meeting were read and approved on a motion
by Rzeszutek, second by Heidelberger.
OLD BUSINESS
Nothing more will be done with the sand points this year. They will be installed
at the various rinks next summer.
The AEC will be out at their convenience to install the hockey rink lights.
Cecil Heidelberger will set up an appointment with them to show them where the
lights should be placed.
Cecil Heidelberger suggested that we haul 20 to 30 loads of fill onto the
ice at Crooked Lake for purposes of a boat landing when the ice goes out.
No action taken.
Jerry Lapham will set a meeting date with Lyle Bradley for purposes of drawing
up a resolution for establishing the Park Board for the City of Andover.
Sylvia Britton had checked with Dave Torkildson regarding available DNR funds
for parks. There are no funds available at this time. Thirty-two requests were
made for the $500,000 which were available - seven requests were granted. Anoka
County was not a recipient. He stated that there may be HUD funds available
later on but was not sure that a small municipality would be able to get those
funds. Availability is usually based on population. He also suggested that we
follow the Metropolitan Council's Development Guide for Parks. By doing so we
have a better chance to obtain government funding when available. Dave suggested
that we attend the seminar which will be held in September regarding government
funding from the DNR. Bill Atkins - 296-3091 - is the man to contact at the DNR.
The City Council has said that our request for funds for maintenance of the hockey
rink is too open-ended. They would like bids for this job. Phil Rzeszutek has
been shoveling the rink, but it is too big a job and needs machinery to accomplish
the work. Phil will contact various people to see if they are interested in bidding,
such as Kenny Orr, Dick Hest, Glenn Smith.
NEH BUSINESS
Phil Rzeszutek has made up a proposed program of park completion for 1975. The
following is the proposal:
1.
Finish Northwoods baseball diamond - Needs fill and leveling. Burton Kraabel
said he would do it as cheaply as possible - Approximately $1,500 total for
finishing.
2.
Develop baseball diamonds on Community Center property. Backstops, benches,
buckshot for infield, finish grading - Approximately $1,500.

Hockey rink lights - $3,000
Put in sand points - $200
Seal coat Shady Knoll Park and sod hill which keeps washing away - $300.
Oil coat inside of hockey rink to seal ground. Sylvia Britton will check
with City of Anoka and Lary Carlson to see where we can get oil and spreader.
Maintenance~quipment - $4,000
Tractor Rotary Broom Single Snowmobile Trailer for hauling

Snowblower Adapter Kit
8. Green Acres - Playground equipment -- Tether ball, jungle jim, benches,

It was mentioned that the Lions would like to purchase equipment for a park
providing the park can be called "Lions Park." They would work with the Park
Board on this project. No action taken.
Motion made by Heidelberger, seconded by Britton that the meeting adjourn.
Meeting adjourned at 9:50 p.m.
