MINUTES OF THE PARKS/RECREATION ADVISORY BOARD REGULAR MONTIILY
MEETING HELD SEPTEMBER 15, 1975 AT THE ANDOVER CCM>1UNITY CENTER

The meeting was called to order at 7:50 p.m. by Acting Chairman,
Jerry Lapham. Attending, in addition to Mr. Lapham, was Phil
Rzeszutek, Cecil Heidelberger and Sylvia Britton. Guest attending
was Helen Frantz.
Minutes of August 14 and special metting of August 28 were approved.
OLD BUSINESS
Coon Creek Bridge - Dropped, no further discussion necessary.
Red Oaks Park - Still awaiting mowing to be carried over to October
meetlng.
Hockey Lights - Phil Rzeszutek met with contractor. Electric conduit
1S to be installed underground and lights erected prior to September 25.
Sand Points -Pipes need to be cut/threaded. Phil Rzeszutek has
attempted to do this, but time would not allow. To be continued.

Jim Stewart Community Services - Jim Stewart was unable to attend
but stated that study shows at least 44 but not more than 60 children
were bussed from Andover to Coon Rapids Soderberg School. He feels
we may want to reimburse Coon Rapids for participation of our children.
He recommends we leave program as is, but that we consider hiring a
program director with School District paying 30%. Jim will attend
future meeting with report on success of entire program, etc.
NEW BUSINESS
Land Acquisition - The City Council reports indicate $1100 to be
rece1ved from Hughs Ind. Park in lieu of land. $1200 ernest money
has been received.
Northwoods Park - Phil Rzeszutek reports ball field is ready for
crushed limestone in infield. Phil estimates approximately 80 tons
at $S.30/ton leaving enough to complete the project. Phil will
continue to follow up on this and report next meeting.
P & Z Items - No member present
Council Items - Ordinance creating Park and Recreation conunission
was shown to board. Motion was made by Phil Rzeszutek to recommend
adoption of resolution as presented. Motion was seconded by Cecil
Heidelberger. Motion was carried.

Resolution Creatin Andover Athletic Association - Based on surveys

necessary to assist in starting such an association but very likely
would be required fOD only two to three years and then on a limited
basis.
Sign up letters going out to residents whose children attend Crooked
Lake School the week of September 15. This letter encourages
signing up for hockey this season. Calls for registration to go
to City Hall.
Added to Agenda - A letter from Andover Commity Club was presented.
1hlS letter suggests that the old school building be accepted by
the City of Andover and that the building be moved and restored as
a historical site. A memo from Andover Building Official was presented.
The memo recommends that the building remain on its present site due
to historical significance. Security be foremost as restoration begins.
After a discussion with Mrs. Frantz, it was realized that the main
purpose in asking for the removal of the building was for the purpose
of raising monies to pay taxes, etc. .
It was felt by the board that the cost of moving the building would
be in excess of the cost or value of the property. Location was
also a serious factor.

Motion by Cecil Heidelberger - It is recommended by the Park and
Recreation Board that the school house remain on the existing historical
site; that it be restored and that the Andover Commity Club be
reimbursed in the amount of the value of the building and land.
Further it is recommended that security measures as outlined be
taken to protect this property. Motion was seconded by Phil Rzeszutek.
Motion was carried.
Bud~et - Discussion was held and review of 1976 budget was made. A
revlseu copy of this budget is attached. Total was $26,700 and after
review is now $26,533.33. Motion was made by Phil Rzeszutek that
1976 budget totalling $26,533.33 be submitted for approval. Motion
seconded by Cecil Heidelberger. Motion carried.
Through mutual agreement it was decided to change our meeting date
from the second Thursday to the first Monday of each month. There
will be a newsletter to clearly note this change.
