MINUTES OF THE REGULAR MEETING OF THE PARK/RECREATION ADVISORY BOARD HELD ON
NOVEMBER 3, 1975 AT THE ANDOVER COMMUNITY CENTER.
The meeting was called to order at 8:00 P.M. by Acting Chairman Jerry Lapham.
Besides Mr. Lapham, Cecil Heidelberger, and Sylvia Britton were in attendance.
Guests included Mayor Richard Schneider, Thomas Pahl and Gary Peck of the Lions
Club and Wes Mand.
MINUTES
MOTION by Cecil Heidelberger, seconded by Sylvia Britton that the minutes of
the October 6 meeting be approved. Motion carried. Mr. Lapham read the
minutes of the Special Meeting of October 27.
OLD BUSINESS
Hockev Rink--Further discussion was had on a suitable base for the hockey rink.
Quickstrom--Three 10 feet sand points left over from Langseth Park have been left
off at Mr. Mand's home. He is storing them in his garage and they are waiting
for tpe grader at this time. Mr. Mand has set out stakes. Mr. Lapham will try
to get quick action on the grading.

Red Oaks--The two bids gotten by Joe Royer were presented to the chairman. The
chairman asked the secretary to have a purchase order issued to L & R Excavating
in the amount of $1100. The other bid was from Julian M. Johnson for $1750. The
$1100 would include dr~dging the pond and grading the area around the pond.

Chapman Park--There was a lengthy discussion on what should be used in Chapman
Park for fencing. Railroad ties or cement curbs were both mentioned as possible
alternatives. Mr. Heidelberger thought the people in Chapman should be consulted
about what they want there.

LionsClub--Mr. Lapham asked for an update on Lions Community Park. Thomas Pahl
reported that the Lions Club will need to sponsor tournaments to support their
parks. They are planning a new field for next year and a concession stand. They
were requesting possible help from the City on a combination concession stand,
warming house, pavilion, and restroom area. Because the plumbing fixtures would
be the major expense, they sited this as a possible area where the City could
help with funds.
Mr. Lapham questioned if they had plans for their concession stand. Mr.
pahl said they did not and Mr. Lapham advised them to get a plan with specific
information about what they want from the City. There was some dicussion on the
use of concrete blocks as a building material because of economy and protection
from vandalism.
The existing field at Lion.s Park has $1200 already invested, not including
labor. Additional plans include chemical for the infield andbleachers that will
be built according to weight and load. They have a popcorn wagon at this time
and would like to sponsor a couple tournaments in the Spring. They wanted in-
formation on beer licensing and electrical outlets for their popcorn wagon.
Mayor Schneider commented that beer licenses were possible but they must be
applied for at least 30 days prior to the date needed.
The project of City Parks is the Lions Club's biggest undertaking. They
maintain two seperate accounts; one account is for the community from the commu-
nity, with funds coming from raffles, etc. The other is for the Lions from the
Lions. The community money goes back into the community.

Athletic Association--Tabled until Mr. Lapham talks with Mr. Werner.
P & Z ltems--No member present. A discussion ensued on whatever happened to
the liason from Planning and Zoning.
Bikewav/Walkway--Mr. Lapham gave a report on the Anaka County Bikeway/Walkway
Plan. (See memo of November 4 from Mr. Lapham attached to these minutes.)
There was some discussion on the need for someone with experience to work on
developing a Comprehensive Plan and the need for the Park Board to expand their
scope from kiddie programs to programs for the entire community, such as the
Bikeway/Walkway.
CETA FundinR - Park Work--The memo from Mr. Arntzen (see attachment) concerning
the CETA Funding for park work was discussed at some length. Mr. Lapham questioned
why they waited until October. The Mayor interjected that the whole project
got bogged down. Ms. Britton wondered if CETA Funding was uued for Ward Lake
Drive and the Mayor said it was. She further stated that she felt the whole thing
was totally unfair. The Mayor said he could see Mr. Arntzen's point because
nothing had worked out the way it was originally planned.
Cedar Crest--Further discussion was had concerning the suspension of Cedar Crest
North. Horace Mayo will not dedicate the park to the City unless the City gives
him an extension on the 4th Addition and accept the roads at previous road stan-
dards. Ms. Britton believes he should be pressured and volunteered to go after
him for the deed. The general consensus was, because Cedar Crest was one of our
nicest area~ the City should compromise with Mr. Mayo on this matter.

SUBJECT: Anoka County Bikeway/Walkway Plan
First of all thank you for affording me the opportunity of representing
the City of Andover on this most interesting project.
On October 29 I, along with representatives from serveral other communities
attened a meeting chaired by County Commissioner Roy Johnson assisted by Paul
Rudd and Bud Redepenning of the Anoka County Highway Department.
A bikeway/walkway is defined as a continuous facility designed persuant to
an overall plan and designated for the use of bicycles or other vichicles
propelled by human power or pedestrians. Definite Federal Funding is available
for the greater part of the Southern portion of the County. FAU (Federal Aid
Urban) funds deal with projects in the transportation area, thus the Highway
Department participation.

Presently, the Northern boundry set up by the government for FAU Funding
is Highway 242 which it appears would eliminate Andover from help. It is the
general concensus, however, that if the entire county comes up with a comprehen-
sive plan for continuous coordinated bikeways there is an excellent opportunity
to obtain funding county wide. While the establishment of a bikeway system would
be a very large recreational asset to the County we must look foremost toward
the transportation angle, particularly in light of the energy crisis issue of the
past few years.
I have asked for a copy of a recently completed plan by on of our neighbors,
Fridley, who apparently have a very good comprehensive 3 or 4 stage plan for
establishment of bikeways.
It would appear that we in Andover could undertake a rather in-depth study,
and in working with surrounding areas, compile a good plan that would serve the
needs of the greater populace of Andover. Further, I feel that a greater portion
of this plan can be done by our own citizenry on a voluntary basis at very little
cost. Our first order of business would be to survey our residents to determine
the needs of bicycle transportation facility or in other words, determine real-.
isticly the potential usage of such a system.
I would like to continue with this project and would like to ask for volunteer
assistance from at least one other interested person from the City. With your
backing, I would be pleased to gather as much information as possible with per-
iodic reports to you and with the further understanding that no committments
would be made regarding this study until final approval is granted by the Council.

With reference to your request for information covering the work
done by Anoka County under the above subject allowance, please be
advised that to-date the following has been completed:

Parks
Grass and weeds have been cut and mowed in-
1. Quickstrom Park
Z. Shady Knoll Park
3. Cedar Crest Znd Addition Park
4. Langseth Park
5. Red Oaks Park
Roadways and Ditches
Trees have been trimmed and brush cleared approximately 10'
back from the edges of the following-
1. University Avenue from Andover Blvd. to 157th Avenue
Z. 157th Avenue from University to Crosstown Boulevard
3. South Coon Creek Drive from Crosstown to Round Lake Blvd.
4. Ward Lake Drive from Crosstown Blvd. to County Rd No. 58
There was not enough time to clean any of the road ditches.
The County was unable to begin work in Andover beiore Octabe,"; <i '", 1,1
n'lyopinion, it did not seem reasonable to spend a lot of tirne in t!", par""
this late in the season. The roads had to be cleared to prepare them
for possible excessive snow build-up in the winter and adequate visibility
and vehicle clearance in the spring. Numerous telephone complaints
had been received from citizens and the bus companies on the branches
and brush scraping or scratching their vehicles; therefore, I felt it
_ necessary that the work be done on those roads on which we received
the most complaints.

The parks will be maintained and cut by the City Maintenanceman in the
early spring of 1976, and throughout the entire summer and fall.
