ANOKA, MINNESOTA 55303 (612) 755,5100 PARK/RECREATION COMMISSION MEETING - DECEMBER 2, 1976 MINUTES The Regular Monthly Meeting of the Park/Recreation Commission was called to order by Acting Chairman Phil Rzeszutek, December 2, 1976, 7:45 p.m., at the Andover City Hall, 1685 Crosstown Blvd. N. W. Commission Members Present: Arntzen, Christenson & Mand Commission Members Absent: Drummond, Lapham & Scholla Also Present: Joe Royer & Tom Pahl, residents of Red Oaks APPROV AL OF MINUTES MOTION by Christenson, seconded by Mand to approve the Minutes of the November 4, 1976 meeting. Motion carried unanimously. \ /' RED OAKS PARK The residents of Red Oaks reported the following expenditures: Excavating - $720.00 350# grass seed - $192.50 1150# fertilizer - $95.45 Seeder rental - $7.00 Since the ground was frozen before it could be seeded, they asked that $100.00 be held until next spring for Ken Slyzuk to complete the grading. Also they have had problems with the water pump. MOTION by Arntzen, seconded by Mand to hold $100. 00 out of this year I s budget to pay Ken Slyzuk next spring for the grading not completed this year. With the balance left in the budget for this year, Mr. Royer and Mr. Pahl requested that trees and basketball and volley ball equipment be purchased this month. This comes to a total of $363.00. The equipment would be F. O. B. Tacoma and there would not be enough to pay the freight. / ~ Park/Recreation CO--'Uission Meeting December 2, 1976 \.J Page #2 r] '--- . ,-----/ MOTION by Mand, seconded by Arntzen to recommend to the Council to allow the purchase of equipment listed, the volleyball, the basketball backboard and related items for the Red Oaks park inasmuch as the construction and regrading of the park held up their purchase of items in the amount of $349.00 plus the freight and if that (the freight) runs over their budget, to eliminate the volleyball to bring it within the budget. Motion carried unanimously. .' " MOTION by Arntzen, seconded by Christenson, to request the Council to approve the authorization of some $100.00 for varied tree seedlings for the Andover park system. Motion carried unanimously. MOTION by Arntzen, seconded by Christenson to rescind the above motion. Motion carried unanimously. MOTION by Arntzen, seconded by Christenson, that the Andover Park Board submit a request to the Department of Natural Resources for the minimum number allowed on a request for Russian Olive, Norway Pine, White Spruce and Green Ash and that a request be submitted to the Council that the trees be installed by city staff and/or volunteers. COMPREHENSIVE PARK DEVELOPMENT PLAN , '\ \.J There was much discussion on this subject. Inasmuch as the Council asked Chairman Lapham to get bids from engineers other than T. K. D. A. and Mr. Lapham was presently out of town, this was more or less tabled until January. The residents of Red Oaks have their own park plan and are concerned as to whether or not it would fit into the comprehensive plan. They are also concerned that for all practical purposes they do not have x number of dollars to work with in 1977. ATHLETIC ASSOCIA TION Mr. Rzeszutek reported that the boys were selling candy as a fund raiser and that they should get the warming house shaped up this weekend. BARNES ROLLING OAKS It was decided that on Barnes Rolling Oaks 1st Add., the developers were going to give money, $3699.00, in lieu of park land and this money is to be used to purchase additional land in the second addition. 9 :00 - Break " , ;' Park/Recreation C&~ission Meeting December 2, 1976 . "LARY CARLSON PARK" 'J Mr. Rzeszutek read a copy of the letter sent to the Council from Lary Carlson wherein he requests that the City lease for $1. 00 his private property which he has turned into a park. The reason for this lease arrangement is that he could then get a break on his liability insurance. The consenus of opinion was this was not a park matter but a matter for the City Council and City Attorney. SUMMER RECREATION PROGRAM/COMMUNITY SCHOOL PROGRAM Mr. Rzeszutek handed out the Summer Recreation report he received. There was much discussion on this subject and Jim Stewart is going to be asked to attend the next meeting to clarify some points. Mr. Arntzen feels, along with others, that there should be some sort of a recreation program in the northern part of the city as the present program only reaches 1/3 of the city's children. There was some thought given to taking monies allotted for the summer recreation program and perhaps building a pole building or something similar in a park in the northern part of the city and within a few years time we would have something worthwhile. QUICKSTROM PARK r \ Mr. Mand stated that the residents on either side of the park do not want a '-J security light in the park as they feel it would draw undesirables after dark plus it would shine all night. The secretary was asked to conta ct Anoka Electric and see if they could put a timer on such a light. According to the figures I have, the balance for their 1976 budget is 51. I have order forms from the Dept. of Natural Resources. No trees have been ordered because the minimum order for each type is lOO and I personally don't think 400 trees are enough due to the dry conditions predicted for 1977. I have a copy of Barnes Rolling Oaks 2nd Add. so that can be discussed on the 6th. Also on Country Estates-Norbert Tempel which consists of 4 acres, there doesn't seem to be much area for a park so maybe money in lieu of park land can ./ be discussed. Jim Stewart was notified to attend the meeting and I assume he will since I told him to call me if he couldn't and he hasn't called as of this date. I called Anoka Electric Coop on the SUbject of putting a security light in Quickstrom Park. They won't. All they offer is a photo cellon a 2 yr. contract at $2.90 per month. I was told that if the neighbors would complain, they wouldn't even put in a photo cell. Marv Christenson and Greg Drummond's terms are up as of l2-3l-76, so there are two vacancies on the commission. Also the meeting on the 6th will be held in the conference room, unless there are some objections, for the follovang reasons in order of priority: l. I don't like it in the Council room. 2. During the winter we have to open up the doors to warm it up so there would be a fuel saving. 3. There aren't that many people that attend the meeti~ and at least in January there will be two members missing, Christenson & Drummond. ?J;; 'R Ellen Bakke, Secretary
