EOTION by 11and, seconded by Lapham, to approve the l-1inutes of the Septenber 9,
1976 meetine. Hotion carried unanimously.
Red Oaks ParI:.
Inasmuch as the renidents of Red Oaks believe there is appro:dmate1y $780.00
in the 1976 budget for improvement of Red Oaks Park, they wish to have the
rest of the grading completed and seeded this fall plUG some equipment. They
J were given questionnaire formG and will take these around to their neighbors
to get an idea of what the residents would like in the way of improvements and/or
equipment. They will attend the next meeting with the completed forms.
Summer Recreation Program
The necretary was asked to contact Jim Ste~)art of the Community School Program and
ask him to attend the next scheduled meeting and bring cost figures for this
past summer's recreation program.
Mr. Lapham ntated we should check into the feasibility of planning a summer
recreation program for the northern part of the city. He will also contact
the City of Ramsey to see what they are paying for their Community School Program.
Comprehensive Park Development Plan
It was decided that since "Ie do not have any definite cost figures for the pm:k
development plan, Hes Hendrickson of T.K.D.A. should attend the ne::t neeting as
by that time it should be l:nown whether or not this plan could at least be partly
funded by the grant program through the 11etro Council.
1977 Budget
The 1977 budget ,van discussed at length. It was generally felt that not enough
\ money was allocated to the Park/Recreation Commission.

'\ Crooked Lake School PTA
/
Hr. Hand stated that the Crooked La!,e School PTA ~vould like a member of the
co~mission to attend their next meeting to discuss a skating rink behind the school.
Round Lake Estates
There ~vas some discussion on the possi.bili,ty of purchasing some land on Round
Lake. It was felt that this could be included in the Comprehensive Park Plan study.
Crooked Lake Parl,
Hr. Har.d stated he would check around to see if there are any lots available next
to the existing park to purchase in order to enlarge it.
Alcohol Use In Parks
The CommiGsion received a letter from the City of Columbia Heights in which they
request a meeting to try and come up with a standard policy on alcohol consumption
in parks. Mr. Mand stated he would be willing to attend a meeting if it was held
during the day. If the meeting is scheduled after regular office hours, Hr.
Lapham said he would call those members absent to see if one of them could attend.
Preliminary Plats

The Park/Recreation Commission would like a copy of all preliminary plats so
proposed park land could be physically checked over before any plats were finalized.
It waG suggested that this could be spelled out by adding another section to the
present Rules for the Organization and Procedure of the Park and Recreation
Commission although there is no hurry due to the moratorium presently in effect.
Park Equipment
Mr. Lapham is going to contact Jim Thurston with regard to the cost of another mower.
The problem in flooding the skating rinks ~vas discussed and the need for more hose.
I-lOTION by Hand, seconded by Lapham that we purchase 150 ft. 1 1/2" synthetic hose
at $1.35 per ft.; a nozzle at $19.50 and an adapter at $13.50 for use in flooding
the skating rinks. lwtion carried unanimously.
Shady Knoll Park
The questionnaire received from residents in Shady Knoll ~vere read to the members
present.
