HomeMy WebLinkAboutAugust 12, 1976 / '\ ) CJ CITY 01 ANDOVER . ~ PARK AND RECREATION COMMISSION MEETING _ 8/12/76 MINUTES A Special Meeting of the Andover Parks and Recreation Commission was called to order by Chairman Jerry Lapham, 7:30 P.M., August 12, 1976, at the Andover City Hall, 1685 Crosstown Blvd. N. W.for the purpose of discussing the Comprehensive Park Development Plan and related items. Commissioners Present: Commissioners Absent Also Present: Arntzen, Drummond, Christenson, Mand Scholla, Rzeszutek City Clerk, P.K. Lindquist Chairman Lapham explained to the Commission the need for such a Plan, and distributed maps of the Commrmity Center Site which had been drawn in 1974 by a local student. It was noted that some of the ideas and concepts might possibily be utilized. MOTION by Christenson, seconded by Mand, that a policy be established to accept no more low land (swamps) as park dedication property. Discussion on the large number of sites already accepted, of which most cannot even contain a ballpark. Motion carried unanimously. A lengthy discus sion was had on the various needs of parks in specific areas j in the City. Several items were mentioned such a ballparks, tennis courts, picnic areas, etc. MOTION by Arntzen, seconded by qJ;tristenson, that Westly Hendrickson, Planner for T.K.D.A. be requested to be present for the September Park/Recreation Commission Meeting. It was noted that a budget amount of $3500 was allowed for planning. Motion carried unanimously. Chairman Lapham reminded the Commission that the park development plans for Andover must fit into the Metropolitan Council Open Space Guidelines. Several questions were raised as to the contents of this Development Guide. The Clerk wa s directed to order additional copie s for the entire Commis sion. Park Commis sion Expenditures '\ After reviewing the expenditures through June 30, 1976, the Commission felt that consideration should be given to the purchase of additional equipment for the present parks. It was noted that all monies remaining in the budget on December 31, 1976 would not be carried over into the 1977 Park Budget. Also discussed was the park dedication amount for this and previous years which could be carried over. Several possibilities were suggested for various equipment and parks for same. Northwoods Park was mentioned as an excellent location for a tennis court because of 1) size, and 2) population. MOTION by Arntzen, seconded by Drummond, to obtain prices on a tennis court for possible installation in Northwoods Park, to be done during the 1976 season. Vote: Yes - Lapham, Arntzen, Christenson, Drummond; No _ Mand. In view of the fact that the budget allowance for same could not be carried into the 1977 year, MOTION by Arntzen, seconded by Christenson that the Commission be prepared to order approximately $2500 in equipment to be held for use at a later date. Motion carried unanimously. 1977 Budget Request The Clerk had requested that all budget requests must be in by September 15. Chairman Lapham suggested that the following items be considered for discussion on September 9: Park Lighting Hoses for Rinks Seed for Parks Playground Equipment Picnic Area/Equipment Tennis Courts Planning Trailways Plan Road Development (Valley View) Land Acquisition September Meeting - "- ",J Because of the Labor Day Holiday, the Park Recreation Commission will meet on Thursday, September 9, 1976.
