PARK/RECREATION COMMISSION MEETING - AUGUST 2, 1976
MINUTES
The Regular Monthly Meeting of the Park/Recreation Commission was called
to order by Chairman Jerry Lapham, August 2, 1976, 7:30 P. M., at the
Andover City Hall, 1685 Cros stown Boulevard N. W.

Approval of Minute s
MOTION by Rzeszutek, seconded by Arntzen, to approve the Minutes of
July 12, 1976 as written. Motion carried unanimously.
Red Oaks Park
Chairman Lapham explained to the Commission and audience the events of
,- " the past few weeks relative to the Red Oaks Pond, i~ e;. ,t4e~corltractor had
o been contacted and stated that he was out of business and inasmuch as he
had not been requested to complete the job in the spring per the agreement,
he felt he had no responsibility for same; the City Attorney had advised that
at this time the best action to take would be to secure bids for the completion
grading etc., and then if desired, attempt to collect the costs from Mr. Ritzer
through court action for not honoring the contract; Rex Stockwell of T. K. D. A.
was waiting for an estimate from Northern Contracting to do the work-said
estimate projected to be $500 to $1000.
Discussion on using the funds allocated in the 1976 Budget for playground
equipment in Red Oaks Park to pay the costs of the contractural work; size of
the pond not meeting specifications; and other plans for the Park.
MOTION by Rzeszutek, seconded by Arntzen, that when bids are received on
the proposed work on the Red Oaks Pond, that the Council be instructed to go
ahead and award to the lowest bidder. Motion carried unanimously.
Commissioner Arntzen noted that he had a surplus of railroad ties and would
donate fifty (50) to the Park/Recreation Commission for their use. It was felt
that the majority of these could be utilized in Red Oaks Park.

Rules Committee Report
It was noted that the Committee had not met-lack of Chairman cited as probable
reason. Greg Drummond was asked to chair the Committee; it was suggested
that he contact other communities as to their rules etc.
Athletic Association
Commissioner Rzeszutek advised that the hockey program was in operation,
however, volunteers were needed for other programs. A request for volunteers
will be made via the City Newsletter. The Crooked Lake School PTA has stated
that they would be interested in sponsoring a baseball team. Commissioner Arntzen
volunteered to handle the funding needs for the groups.
Park Signs
The Clerk informed the Commis sion that "Watch for Children" and "Slow-Children
at Play" signs had been ordered, but as of this date, not received.
Park Maintenance

The Commission indicated dissatisfaction in that a portion of the Maintenance
Person's salary was being charged off to "Parks", and yet the mowing and
maintenance of the parks had not been done this year. The Clerk informed the
Commission that the Building Official was authorized to purchase a trailer for
the purpose of hauling the garden tractor to the parks for mowing, however,
as of this date had not found one suitable.
Discussion on conducting another "Park Tour" for the Commission Members,
Maintenance Person, and any other interested citizens. A date will be set at a
later meeting.
The Clerk was directed to request that the Building Official and possibly the
Maintenance Person be present at the September Park/Recreation Meeting.
Larson's Addition
The Commission was informed by the Clerk that no materials had been furnished
on the Preliminary Plat for Larson's Addition.
Alcohol Use in City Parks

A lengthy discussion was had relative to the pros and cons of prohibiting this type
/ '\ of use in the City Parks. Items covered were 1) the allowance of non-intoxicating
/ malt liquor only, 2) loud and boisterous parties, 3) vandalism as a result of
liquor consumption, 4) enforcement ability of the ordinance, and 5)discrimination
in the definition of who would/would not be allowed under a license.

Alcohol Use in Parks (continued)
The feelings of the Commission were very mixed on all items discussed. It was
suggested by the Chairman that other communities be contacted as to their policies
on liquor consumption on City-owned property.
Comprehensive Development Plan
The Commission had been requested to fit the location of the "warming house'
into the General Community Site Plan prior to any permanent installations.
After some discussion, Commissioner Rzeszutek agreed to look into the
possibility of installing a total wood floor and situating the building on skids;
thus the placement problem would be immaterial.
A date was agreed upon for a meeting to discuss the Compreliep.sive Park Plan-
Thursday, August 12, 1976. The Clerk was directed to furnish the Commission
with the maps and lay-outs of former plans for the Community Center Site.
Also discussed briefly was the changing of the Regular Meeting Night in order
to assure better attendance. Final decision to be made at the September Meeting.
