PARK/RECREATION COMMISSION MEETING - JUNE 7, 1976
MINUTES
The Regular Monthly Meeting of the Park/Recreation Commission was called
to order by Chairman, Jerry Lapham, on June 7, 1976, 7:35 P.M., at the
Andover Community Center, 1685 Crosstown Boulevard N. W.

Page 3 (Router) - Arr.tzen stated that the information presented at
the May 3, 1976 was incorrect; asked that the
following go on record:
"The router had been in the possession of
Mayor Schneider (a member of the Park Board
at that time) and was returned to the City
via Mr. Rzeszutek after one and one-half years.
When the City got it back it was not in good
condition and burned out after one day's use. "
(Clerk's note: Aforementioned router was
purchased by Grow 'Township and paid for
from General Funds-no costs were assessedto
the Park/Recreation Commission. )
MOTION by Scholla, seconded by Rzeszutek, to approve the minutes as corrected.
Vote: Yes - Lapham, Rzeszutek, Scholla, Drummond; Present - Arntzen. Motion
carried.
Red Oaks Park
Discussion on the work required to alleviate the drainage problem caused by the
construction of the pond. Mr. Lapham reported that the Council, by Resolution,
had authorized T. K. D. A. to work on a solution to the problem.
Chapman's Park

Mr. Lapham noted that he had received several calls from the area residents
relative to primarily two problems, i. e., motorized vehicles in the park and
the area children have outgrown the ''tot lots ". The Commission was informed
that a $600.00 expenditure was allowed in the 1976 Budget. After some discussion
covering types of improvements that could be purchased for the budget amount,
MOTION by Rzeszutek, seconded by Arntzen, to order 400 feet of post/cable
fencing material for Chapman's Park. Motion carried unanimously.

MOTION by Arntzen, seconded by Rzeszutek to use the remainder of the funds
available after purchase of the posts and cable to install the fence; provided,
however, that the City Staff cannot get the installation completed in a two-week
period after delivery. Motion carried unanimously.
Park Development
A lengthy discussion was had on the types of development that should occur in
our City Parks, how the community can best be served on the low park budget,
the value of citizen input, the possibility of tennis courts/limited funds,
necessity of a shelter or building in at least one park, and consideration of
a survey among residents to determine the needs. Arntzen agreed to develop
a questionaire that could be utilized for citizen input/park development; this
questionaire to be prepared prior to the July meeting. The Commission
Secretary was directed to contact the City Attorney for the possibility of
selling dedicated parkland; and if park dedication funds may be used for
purchases other than land. The secretary was also requested to obtain the
total amount dedicated for parkland since 1971.
Exclusive Use Procedures
Item 3(b) of the approved procedures was questioned by a Lions Club member
who wanted to bring youngster s to the City Hall Site for practice. It was noted
that several residents were reluctant to use the facilities because of the required
deposit fee. It was suggested that a member of the Park/Recreation Commission
contact other cities as to their policies on scheduling etc.
MOTION by Scholla, seconded by Drummond that it be recommended to the City
Council that Item 3(B) pertaining to the $25.00 deposit, be deleted from the
approved Exclusive Use Procedures. Motion carried unanimously.
MOTION by Arntzen, seconded by Scholla, to change Item 3(A) to read:
The reserving party must make reservations at least two weeks prior to the
date of use. First come, first serve- City Athletic Associations have priority.
Motion carried unanimously.
MOTION by Arntzen, seconded by Drummond, to add the following to Item 4(B):
Senior citizens, Organizations for the Handicapped, and youth leagues will be
exempt from user fees. Motion carried unanimous!y.
MOTION by Scholla, seconded by Drummond, to change Item 5(A) to read the
same as Item 3(B). Motion carried unanimously.

$urnmer Recreation Program
Discussion on the problems created by the Sanitary Sewer Construction in the
Crooked Lake School Area. The construction people will be instruced to meet
with Jim Steward, Community School Director, to set up walkways, parking
facilities, etc. A letter will go out from the school to all the registrants
advising them of the provisions being made so they may attend the program
at the school.
Athletic Association
Discussed were such items as the "lack of participation", and more advertisement
for the Association through the Newsletter. Questions were raised as to
"who is responsible for the Newsletter? ", with the suggestion that same be
expedited. The Park/Recreation Commission is to submit an article covering the
Athletic Association and requesting that citizens submit names for each sport.
Persons volunteering to assist in the organization of particular sports are as
follows: John Klobuchar - Hockey, Sandra Larson _ Women's Softball,
Tom Pahl - Baseball.

Northern Park Site
The Commissioners discussed the need for a "recreational_type" park in the
northern part of the City. It was noted that the residents have more than a
sufficient amount of open land of their own, and do not need more like it in
the form of a park. Also covered was the need for a summer recreation program
site in the northern area.
Forest Meadows Plat Parkland
The question of the exceedingly large amount of "wetland" included in the area
already accepted as parkland. was reviewed. The Commissioners agreed that
perhaps they had made an error in the recommendation; and that each member
should personally view the area, and if necessary, change their recommendation.
Park Policies
The need for a set policy to be established to insure the Park/Recreation
Commission ample time in inspect proposed parkland prior to final action on
a recommendation to the City Council was noted.
Comprehensive Park Development
...
A proposed "Preface" to the Comprehensive Park Development Plan was presented
for review. Costs, timetables, Federal Funding, and general informational
items were discussed relative to the Plan.

Northwood's Park/76-1 Construction
Discussed was the correspondence received from T. K. D. A. covering the park
and the construction. It was felt by the Commission that any expenditures for
improvements in the park should be delayed until 1977 in that the projects in
the area would be completed and the park would not be disturbed.
Par kland - Pankonin Addition
MOTION by Rzeszutek, seconded by Arntzen,
as park dedication fee for Pankonin Addition.
to request money in lieu of land
Motion carried unanimously.
Country Estates - Parkland
MOTION by Rzeszutek, seconded by Drummond, to request money in lieu of
land as park dedication fee for Country Estates. Motion carried unanimously.
It was noted that the Park/Recreation Commission has not received a copy of
several plats-the Secretary was requested to make sure that the Commission
did have a copy prior to action.
