Andover Community Center C) (' , , \, / CITY 01 ANDOVER , MINUTES OF THE REGULAR MEETING OF THE PARK AND RECREATION COMMISSION HELD ON APRIL 5. 1976 AT THE ANDOVER COMMUNITY CENTER. / The meeting was called to order at 7:45 P.M. by Chairman Jerry Lapham. Phil Rzeszutek, Wes Mand and P&Z liaison Ralph Kishel were present. Gary Scholla arrived at 8:00 P.M. Mr. Lapham began the meeting by welcoming the new members of the Commission, Mr. Mand, Mr. Scholla and P&Z liaison lire Kishel. Also present were Rex Stockwell, T.K.D.A.; Jim Thurston, Building Official/Maintenance Supervisor; Tom Pahl, Lions Club; Joe Royer, Charlie TheIl and several other residents from Red Oaks, Trueman Hulegaard and Brad Wicklund. MINUTES MOTION by Mr. Rzeszutek, second by Mr. Mand that the minutes of the March 8, 1976 Regular Meeting be approved. Motion carried unanimously. MOTION by Mr. Mand, second by Mr. Kishel that the minutes of the Special Meeting held March 30, 1976 be approved. Motion carried unanimously. ENGINEER'S REPORT \ ,~ Rex Stockwell, Engineer from T.K.D.A. was present to explain the servicing of park lands with sanitary sewer. He said that any parks in the area proposed to have buildings that would need sewer service should be stubbed at the property line at the time or construction. It would be much more difficult and expensive after the project is complete. The question raised by citizens at the Special Meeting on March 30, 1976 concerning Red Oaks 3rd Addition park was asked. Mr. Stockwell said they could run a sewer line between lots 7, 6, and 5 of Block 1 to the park and assess the property owners twice; once for the frontage and again for the line between the lots. The question was dropped. If the City chooses to service the park, the most probable entry would be between lots 3 and 4 of Block 1 off of Raven Street. In that case, they would put in a stub and charge the City $300 out of General Fund. He questioned whether the land was even buildable do to the low land. Joe Royer did not believe there was any reason for access to sanitary sewer. As the park has been proposed, only sand points for water were necessary. It was decided that none of the parks within the project area would need sanitary sewer. OLD BUSINESS RED OAKS '\ ) Charlie TheIl and several other citizens from Red Oaks were present to bring to the attention of the Commission that nothing has been done about their situation at the pond site. There was a lengthy discussion on what has been done and what needs to be done to alleviate the problem. Mr. Lapham asked the secretary to write a memo to the City Council requesting immediate action on this problem. Mr. Kishel volunteered to contact L&R Escavating and find out his feelings on returning to Red Oaks to level the berm around the pond. Mr. Stockwell said he had understood, at the time he drew up the specifications, that the escavated material would be wasted over the entire area of the park, not dumped in piles around the pond. Everyone agreed they had understood it the same way. P/R Commission - A, ~l 5, 1976 Page 2 Charlie TheIl mentioned at this time that 25% of the pond is missing according to Mr. Stockwell's recommendation. The pond was to be 125 feet square and its area is approximately 11,550 feet which is 4,075 feet short. The residents requested some authorization to start spreading the dirt from the berm around the park. They said it was good black dirt and would make a good base for seed. Mr. Lapham told them that all available information on the situation would be passed on to the Council and Red Oaks would be placed on the City Council Agenda for April 20, 1976. Hopefully, at that time a solution will be formulated. The residents then questioned what amount of money was available for park improvements this year. They also requested that the park area be posted for "NO VEHICLES". ATHLETIC ASSOCIATION Tom Pahl was asked to be present as an interested citizen. Mr. Lapham explained the City Council's feelings regarding an Athletic Association. He said the Park and Recreation Commission is merely "encouraging" that some- thing be done. There was a discussion on the number of ball fields available and whether they would adequately facilitate a baseball program. The only available ball field will be the Lions field at the Community Center because Northwoods park will be involved in the sanitary sewer project. Mr. Rzeszutek took a list of names from interested citizens in the audience in an attempt to begin to organize for a ball program. QUICKSTROH Due to difficulties in obtaining permission slips from the residents that will be closest to the light it was decided to wait until fall to authorize installation of the park light. MOTION by Mr. Rzeszutek, second by Mr. Mand to purchase grass seed in the alIlount of 100 pounds for QuickstromPark. Notion carried unanimously. HAINTENANCE SCHEDULE There was a long discussion on hours already spent on Park maintenance and on ~lhat was goin[l to be necessary for the coming spring and summer months. It was decided that the Park and Recreation Co~~ission will conduct a park tour on April II, 1976 at 1:00 P.H. and invite Mike Fick, City Maintenance Man along to familiarize him with the City parks. At this time they will also take an inventory of the work needed in each park. Mr. Thurston said he ~~ill be ~orking on the purchase of a trailer for transporting the City tractor for mowing. A definit schedule will be set up with specific time elinents after the park tour. He was offering either Block 1, Lot 2 which ~as 4.17 acres of low, marginal land or an escrow rider for 27 acres in one park northwest of the plat when that sar.le north~mst area is platted. (See attachment A) According to the P/R Commission - i_. i1 5. 1976 Page 3 memo from the City Clerk. the latter proposal would be out of the question for legal reasons. It was decided that the Parle/Recreation Commission would meet Mr. Wicklund at 5:30 P. H. on April 6. 1976 on the corner of Praire Rond and Andover Boulevard.to view the area before any decision is made. TRUEMAN HULEGMRD According to the Comprehensive Plan the area Mr. Hulegaard proposes to dedicate to the City as parkland ~~ill eventually be split by South Coon Creek Drive. Because parkland is sacred, if Mr. Hulegaard does not dedicate the street easement at the same time the park is dedicated, it would not be possible. Hr. Kishel will check on the legality of an easement and "7ill return his findings to the next Planning/Zoning Commission Meeting~' The concept of the dedication of this land is acceptable to the Commission barring any legal ramifications. This would be the only City o~med access to the 1.ake. LIONS CLUB Tom Pahl asked if the City would empty 4, 55 gallon refuse barrels if the Lions Club supplied them for the park. He asked if they could store bases they have bought for the ball field in the back room of the City Hall. The only question was hm~ they could get at them when they were needed. He also asked if there were specifications for bleachers that they plan to buy for Lions Park. He ~7as advised to talk to Mr. Thurston, Building Inspector for that information. His final question was to request a reservation. The land dedication would amount to 6. I acres. If Mr. Barnes would refuse to dedicate land, he would have the option of paying a cash dedication, however, we cannot reque st it. 10'70 of the land value is $3,699. I believe it has been mentioned by Mr. Barnes that he is considering the dedication of land for park purposes w~st of Prairie Road. In order to suffice for this plat, it would have to be contiguous to it and a part of it. Als 0 mentioned wa s the possibility of dedicating the 6. I acres within the plat at this time on a contjng~ncy that should he plat the area west of Frairie Road at a later date, this parkland would become part of the dedication on the new plat. This could not only present a legal problem, but it would prohibit the City from developing this park with any permanent improvements. Hulegaard Addition There seems to be a question here of whether Mr. Hulegaard is going to rezone the property to Neighborhood Business, for which no park dedication is required; or plat it for the sole purpose of donating the pond area to the City. If the later is the case, the only decision remaining would be "do we want the pond ". Patricia K. They requested the weekend of June 12 and 13, 1976. They have agreed to meet any requirements for deposits, etc., according to the Exclusive Use Procedures as adopted by the City Council on this date.
