INTRODUCTION
This is in regards to approving the 2011 fall soccer /football schedule.
DISCUSSION
Attached for your review is the proposed 2011 soccer /football schedule. The City has received
applications for use of the fields from the following groups:
* Information submitted as part of the spring/summer application.
Note: Copies of the By -Laws for AFA and NMSA (submitted as part of the application for the
spring - summer season -no changes from 2010 season) are available from City staff if you
would like to review them.
Also as a reminder, a detail practice and game schedule be submitted to Todd Haas, Parks
Coordinator, and to Biz Brouse, Concessions Manager, before the start of the season so the
Andover Public Works Parks Department is aware of when fields need to be mowed and when
concessions need to be opened.

FOR WINTER USE OF FACILITIES - FIRST THURSDAY IN NOVEMBER.
NOTE: Scheduling decisions will be made at the Park & Recreation Commission meeting on the
third Thursday in November.
FOR SPRING AND SUMMER USE - FIRST THURSDAY IN MARCH FOR SOCCER, SOFTBALL,
BASEBALL, AND LACROSSE.
NOTE: Scheduling decisions will be made at the Park & Recreation Commission meeting on the
third Thursday in March.
FOR FALL USE - SECOND THURSDAY IN JULY FOR SOCCER, SOFTBALL, FOOTBALL AND
BASEBALL.
NOTE: Scheduling decisions will be made at the Park & Recreation Commission meeting on the
third Thursday in July.
It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may
be used to determine field allocation (see attached). Facility requests submitted by the due date with
this completed form will be given the highest priority. Subsequent requests will be filled on a first -
come, first- served basis if facilities are available. The sequencing of scheduling will be considered
with City youth associations having first priority.

the Andover Baseball Association (ABA). At this point, the City has not received an
application from the Andover Athletic Association (AAA).
Note: AAA is aware the applications are due.

It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may
be used to determine field allocation (see attached). Facility requests submitted by the due date with
this completed form will be given the highest priority. Subsequent requests will be filled on a first -
come, first- served basis if facilities are available. The sequencing of scheduling will be considered
with City youth associations having first priority.

This letter serves as the response to satisfy the requirements for the use of the City of Andover's
recreational facilities by the Andover Baseball Association during the 2011 fall season.
• Based on the participants during the 2010 fall season, the Andover Baseball Association had a
total of 200+ players participating in the program of which 100% of them are current Andover
residence.
• There has not been any changes to date of the democratic procedures the Andover Baseball
Association governs its program with. There has been new members that have joined the board
of directors that filled vacated spots. Included with this letter is the current copy of our Policies
and Procedures along with a current copy of our By -laws that lists the current Board of
Directors.
• There has not been any change to the Andover Baseball Association's 501c status.
• The City of Andover should already have an up to date certificate of insurance listing the City of
Andover as additionally insured covering the 2011 season. If you require anything else, please
let me know.
• There has not been any change to the grievance procedures the Andover Baseball Association
utilizes.

INTRODUCTION
The Park and Recreation Commission is requested to discuss when adult groups want to use city
parks and facilities that are not associated with any other organized groups or associations.
DISCUSSION
It has been brought to our attention recently a group of adults are playing soccer on a consistent
basis on the north field at Sunshine Park. As you know, this field has been closed for over a
month due to some reconditioning and reseeding (a sign is now in place indicating it is closed).
But the bigger question that needs to be discussed by the Commission is when is a group using
city parks or facilities considered organized or not. For adult groups that want to use the parks or
facilities and are defined as organized, there is a fee that is required depending on the type of
group they are. As of now, there are 2 groups of men's baseball teams that did receive approval
for 2011 to use ASN ball fields and they have paid the required fee.
Note: It is our understanding that this soccer group plays on Saturday and Wednesday evenings at
the middle and north Sunshine Park fields respectively.
Just as a reminder, there is certainly a concern from the associations that they are making every
effort to rest city fields and practice at other facilities so that games can be played on these rested
fields. As mentioned to the Commission previously, staff has encouraged this adult soccer group
to use the school district fields but they have indicated to us that they are not interested in the
school fields.
It is our understanding that a representative from this adult soccer group will be at the meeting to
answer any questions the Commission may have. They have mentioned that they would like to
address the Commission on this issue.
ACTION REQUESTED
The Park and Recreation Commission is requested to consider or define when groups are
considered organized.

The following is a list of reports generated by the Anoka County Sheriff's Office
regarding city park activity for the 2nd quarter.

A deputy was dispatched to a call of a protest in the park. He checked the area and
found a group having a retirement party for a co- worker.

A deputy was called to the park for juveniles drinking alcohol, smoking marijuana and
possibly trying to start a plastic slide on fire. The deputy arrived and was not able to
locate anyone in the park.
04.09 20:46 Timber Trails 11073834
A caller reported a vehicle driving in the park and also on the caller's yard. The caller
did not have a description of the vehicle and when the deputy arrived it was gone.
04.13 16:42 Coon Creek 11076994
A caller reported three juveniles playing on the railroad tracks and disturbing people on
the trail. The deputy arrived and located the juveniles who had a poor attitude and
denied walking on the tracks. After awhile the kids admitted to walking and the tracks
and were lectured about the dangers of their actions and informed about trespassing.
One of the parents were contacted and advised of the incident and her son's lack of
honesty.

A deputy noticed a vehicle parked overnight in the lot. The deputy contacted the city
and asked if they wanted the vehicle towed and they did not; they wanted to give the
owner a chance to move it. After a week, the vehicle was still there and the deputy had
it towed.

A deputy was called to the park for loud and disturbing kids. When he arrived, there
was no one in the park.

A deputy responded to an audible burglar alarm at the location. He checked the
concession stand and found it secured.

During extra patrol a CSO observed a bike in the park with no one around. She checked
with the surrounding homeowners and the bike appeared to be left there. It was taken
back to the Sheriff's Office.

A caller reported a suspicious vehicle at the park. The deputy located the vehicle and it
was unoccupied. He ran the license plate and tried to contact the owner but was unable
to. Nothing else appeared suspicious.

A caller reported she had reserved the gazebo through the city but the electricity wasn't
working. While the deputy was speaking with the female, the electricity started working.

A deputy was called to a vehicle parked in a handicapped spot illegally. When she
arrived she ran the license plate and the plate did come back with disability certificates
so it was not tagged.

A custodial supervisor at the High School reported an unknown person broke into a
locked softball dugout by removing the door from its hinges and stole a generator,
pitching machine, softballs and electrical cords.

A deputy was called to juveniles disturbing at the park. When he arrived he was unable
to locate anyone.

A deputy was called to a property damage crash that occurred in the parking lot. A
resident found a note on his windshield describing the vehicle that the bystander saw
hit his vehicle, causing the damage. The deputy located the owner of the suspected
vehicle who admitted his daughter was driving the car and they exchanged insurance
information.

A CSO observed a vehicle in the lot with 2 females sleeping inside. She made contact
with the driver who stated she was having issues at home and left when the situation
was escalating. The female was advised of the park's hours and told she should find a
safer place to stay next time.

A CSO noticed a vehicle parked on the grass and illegally at the park. She issued the
owner a citation.

A deputy was called to a suspicious vehicle at the park. He located the vehicle and
identified the passengers. They were told the parks hours and asked to leave. They
complied.

A CSO observed a vehicle parked on the grass at the location. She issued a citation to
the driver.

the driver. She also asked the driver to spread the word among others on the team.

A deputy responded to an audible alarm at the location; while in route he was cancelled
by the alarm company.

A caller reported vehicle parked in the boat trailer parking without trailers. When the
CSO arrived the vehicles were gone.

A deputy was called to juvenile activity at the location. When the deputy arrived there
was no one in the park.

A caller reported juvenile activity in the park. The caller reported that from 1430 — 2100
juveniles loiter in the park and on several occasions she has heard trees being knocked
down. She also advised that the juveniles park their vehicles on 140 Ln and walk in to
the woods. The deputy did not locate any activity at the park and he advised the caller
that we will conduct extra patrol in the area.

A caller reported kids being loud and disturbing at the park; the caller also advised they
were smoking marijuana. The deputy arrived and made contact with four juvenile
males. The deputy advised them of the call and asked if they were smoking marijuana.
They denied it but the deputy noticed a pipe and lighter in the sand a short distance
from the juveniles. Two admitted smoking. The deputy contacted all the parents and
advised them of the situation.

A CSO was called to the location for a vehicle illegally park. When he arrived he found a
vehicle parked on the grass and issued a citation to the owner.

A deputy was called to teens spray painting the cement at the new skate park. Upon
arrival he found no spray paint and spoke with the teens there about keeping their new
place nice.

A mother called to report that when her son was at the skate park someone stole his
Ipod.

A caller reported fireworks being blown off in the park. The deputy arrived and did not
observe anyone or any fireworks at the location.

A deputy was called to the skate park on a report of juveniles using bikes on the skating
equipment. When he arrived he observed several juveniles and none of them were
using bicycles.

A caller reported a group of juveniles in the park being loud. The deputy arrived and
located the juveniles who stated they were just hanging out. They were advised the
park was closed; they agreed to leave.
06.18 01:58 Andover Station 11133133
On routine patrol a deputy stopped a vehicle for being in the park after hours. While
speaking with the driver, the deputy noticed a baggie on the floor containing a powdery
substance. The powder tested positive for heroin. The driver was arrested.

A deputy was dispatched to some type of fire by the water tower. When he arrived
there was a male trying to extinguish a paint thinner bucket that had caught on fire
with a garden house. Fire responded and the fire was extinguished.

A deputy was called for two juvenile males at the location harassing people on the
playground. The deputy arrived and located the two juveniles where were now with
their parent. The parent was advised of the behavior and she stated she would take
care of the situation.

A caller reported 2 loose aggressive dogs at the location. The deputy arrived and
located the possible dogs with their owner. The owner advised that she was told she
could walk the dogs through the park as long as she stayed off the school property. The
deputy went through the ordinance with her and informed her that the ordinance states
there are to be no dogs in the park.

A caller reported loud music coming from the location. The deputy arrived and located a
vehicle with loud music playing. He spoke with the owner of the vehicle who advised he
was leaving.

A caller reported he was parked at the location for a couple hours and someone broke
his driver's window and stole several items.

COMPLETED PROJECTS —
• Hills of Bunker Lake West Park — The security light was installed on June 9a' by Connexus Energy.
Hopefully that will take care of some of the issues that we have had in the park over the past couple
years.
• Hawkridge Park —The trail has been paved. The topsoil and seed have been placed.
ON -GOING PROJECTS -
• Develop Site Plans for all existing parks which indicates the facilities available. (On- Going).
• Update of Park Dedication Improvement Fund Quarterly Report — Item is on the agenda.
• Update of Ouarterly Sheriffs Department Report on Park Patrol & Vandalism — Item is on the
agenda.
• City Hall Campus Hockey Outdoor Hockey Rink — The building exterior work is close to being
completed. Public Works has fixed the washouts. Sophie's Park — All the concrete work has been
completed. The shelter is close to being done. When you get a chance, stop by and see it for yourself.
• Andover Station North Ballfield Scoreboards — Andover Baseball Association has hired an
electrical engineer to design the wiring system. The scoreboards will be installed most likely in
August. All 3 fields will have a scoreboard.
ON -HOLD PROJECTS —
TASK FORCE UPDATES —
• Skateboard Task Force (Van Vark/Kowalewski) — Commissioners Van Vark and Kowalewski will
provide an update.
OTHER ITEMS OF INTEREST —
Prairie Knoll Park — Nothing new to report. We are still anticipating improvements yet this summer.
Staff will keep the Commission up to date when things will start happening. The City Council has
approved the location of the cell tower which will be located on the east side of the park near Prairie
Road and just north of the southeast field.

Community Garden Plots — All garden plots have been sold out for the upcoming season for 2011.
Doe Park —The Dog Park Committee recently sent an e -mail to staff that things are going to start up
again. To date, only one $100 donation has been received by the City recently. Information about the

2011 Events in City Parks or Facilities — At this point, the following activities are being checked
into by the following Commissioners:

INTRODUCTION
The Park and Recreation Commission is requested to meet and discuss the options to meet
growing demand for field usage with the associations and school districts.
DISCUSSION
The Park and Recreation Commission at the last meeting requested to hold a work session with
local athletic associations and school districts to determine what kind of interest, thoughts, ideas
and possible commitments related to the possibilities of additional conventional fields, outdoor
artificial turf, a seasonal dome, or a permanent dome. Chairman Butler will lead into the
discussion regarding the possible options for the Commission, Associations and School Districts
to consider.
City staff has notified a number of local associations that serve the residents of Andover
(Andover, Anoka, Coon Rapids and St. Francis) and all four high schools that serve the Andover
area (Andover, Anoka, Coon Rapids and St. Francis High Schools) by e-mail to attend the
workshop.
ACTION REQUIRED
The Park and Recreation Commission is requested to meet and discuss the options to meet

Dear Associations and School District Representatives:
As some of you may have heard, the Park Commission has been recently discussing the possibility of having artificial turf
at one the city park facilities (location has yet to be determined) due to the increase in field demand and overuse of
some of the fields. The discussion will also include the possibility of a seasonal or permanent dome (something similar to
the Vadnais Heights dome that opened last fall). With the growth of most of the Andover Associations, the Commission
do expect that fields are going to continue getting higher use. As you also know, there have been challenges of keeping
the fields in good playable condition during the past 2 years due to the growth of the associations.
The Park Commission has scheduled a workshop to discuss this further and your presence at the workshop will be very
helpful. The meeting is set for Thursday, July 21" at 7:30 pm at Andover City Hall. The Park Commission would like at
least 2 individuals from each of associations and school district to attend the meeting to hear your thoughts, ideas, and
possible commitment for something like this to happen. The Commission will provide the details as to the possibilities or
ideas at the meeting.

DRAFT City of Andover Park Development and Re- development Philosophy
Parks System Vision
The City of Andover aims to provide high quality parks that provide access to positive recreational
experiences that appeal to a broad range of its citizens.
Purpose of the Philosophy Statement
This philosophy statement is intended to translate that vision into guidelines for achieving that goal in a
sustainable and fiscally responsible manner.
Relationship to Nearby County /Regional Parks
In doing so, the city's goal for its parks system is not to duplicate opportunities already available through
nearby county or regional parks, but rather to complement those offerings, provide opportunities more
locally, or offer unique opportunities not available through existing county /regional parks.
Types of Parks and Amenities Offered
The city recognizes several classifications of parks within its system as part of its park dedication study.
This philosophy covers the classifications of mini parks, neighborhood parks, and community parks.
Each of these park types can be located in a variety of areas within the city and therefore may be
developed or redeveloped differently depending on factors unique to each park such as neighborhood
density, population demographics, and resident interests as well as physical and environmental features
that may predispose them to being either active or passive parks.
Mini parks
Mini parks have a size of 2 acres or less and typically serve residents within X mile.
Mini parks located in areas with residential lot sizes of less than 1 acre may have amenities such as
children's play structures, picnic tables, and a half basketball court.
Mini parks located in areas where most residential lots exceed 1 acre in size will generally be developed
with similar features, but without children's play structures. There may be more modest children's play
equipment such as swings or small spring rides.
Neighborhood parks
Neighborhood parks have a size of 2 to 20 acres and serve neighborhoods usually within % mile.
Neighborhood parks located in areas with residential lot sizes of less than 1 acre may have amenities
such as children's play equipment, picnic tables, small shelters, free skating rinks, and half or full
basketball courts.
Neighborhood parks located in areas where most residential lots exceed 1 acre in size will generally be
developed with similar features, but without children's play equipment. Exceptions to that guideline
may be made where playfields (such as baseball, soccer, etc.) exist where games are regularly played
and where families are likely to bring other children who will make extensive use of play equipment.
Community parks
Community parks are typically 25 to 50 acres and serve the entire city.
Passive use community parks, such as Kelsey Round Lake Park, are typically developed with trails or
paths and other amenities intended to maximize the ability of residents to enjoy the natural
environment of the park, typically without including sports amenities. Playground equipment may be
included only if a suitable location that does not detract from the natural beauty of the park is
identified.
Active use community parks, such as Sunshine Park, typically feature multiple play fields where games
are held regularly. These parks are considered prime locations for including amenities for families of
participants in those games to take advantage of other recreation opportunities, such as playground
equipment, basketball courts, etc.
Local Resident Input on Neighborhood and Mini Parks
When neighborhood parks or mini parks are initially developed or redeveloped, input from local
residents will be obtained through two methods. First, the city will create an online survey assessing the
needs and interests of the local neighborhood for the types of amenities desired at the park. Second,
the parks commission, after reviewing survey responses, will hold a public hearing to solicit input from
any interested residents. The city will notify nearby residents by mail of the opportunity to participate
in the survey as well as the public hearing. In addition, the city will notify and the parks commission will
solicit the input of youth athletic associations that may be positively or negatively affected by the park
development or redevelopment.
