9 A Meeting of the Andover Economic Development Authority was called to order by Vice
10 President Julie Trude, June 21, 2011, at 6:00 p.m., at the Andover City Hall, 1685 Crosstown
11 Boulevard NW, Andover, Minnesota.

36 MONUMENT ENTRANCE/ELECTRONIC READER BOARD UPDATE

38 Mr. Dickinson reviewed on May 1 i" the EDA approved the low quote of DeMars Signs for the
39 City Hall Reader Board Replacement Project. A Watch Fire sign is generally a 4-6 week order,
40 staff is hopeful that the sign will be installed before the Andover Family Fun Fest.

42 Relative to the monument entrance signs and the other electronic reader board signs (intersection
43 of Bunker Lake Boulevard & Hanson Boulevard and intersection of Crosstown Boulevard &
44 Bunker Lake Boulevard), City Staff has been in contact with the County on using their right-of-
45 way for placement of monument signs and electronic signs. The City will need to enter into
46 license agreements with the County for each location, the City is working on site drawings, and
47 will meet with the Anoka County Highway Department later in the week.

1 placement on their property and discussions were positive.

3 Commissioner Jacobson suggested the owners ofthe Mobile Station also be contacted. Staff
4 currently has a design and a suggestion would be to construct the sign on Round Lake Boulevard
5 and see what it looks like and possibly make some modifications to the other ones, if necessary.
6 The cost would be under $10,000. The Commission directed staff to start the construction on the
7 one.

9 Commissioner Knight suggested the sign be put in the location of the current sign.

12 EDA PROJECT PROGRESS REVIEW

14 Mr. Dickinson updated on the following:

16 Dynamic Sealing Technologies, Inc. - Dynamic Sealing has submitted for a building permit
17 review and staff is now working with DSTl and Hakenson Anderson to get the [mal plat
18 recorded. The start of building construction is expected within a month. City Engineering has
19 coordinated the soil correction work necessary for the building site; staff is waiting on soil tests
20 to determine what will need to be done with the soil piles from the excavation, the soil piles are
21 currently on the second lot that DSTI purchased. Mr. Berkowitz stated the soil tests were good.
22 The plat needs to be recorded at which time the 2011 property taxes need to be paid 100%.

24 2011 Special EDA Events - The 2011 golf event was held on June 15,2011. There were 23
25 golf teams, eleven hole sponsors and multiple prize donations. Mr. Dickinson stated after the
26 event he had some good discussions with members of the business community.

28 The first outdoor concert at the pond at Andover Station was held on June 1 sl with Oak View
29 Middle School providing the entertainment. Extensive advertising has been done for the June
30 23rd event. The next scheduled events are:

32 June 23rd Erin Rogue (Irish Folk Band) 7-9 p.m.
33 July 21 st The Blue Drifters (Bluegrass) 7-9 p.m.

35 Commissioner Jacobson suggested Mr. Dickinson pursue a group for August. Mr. Dickinson
36 stated he received a call from a Concertina group. They would cost approximately $250. The
37 EDA indicated Mr. Dickinson should pursue that option.

39 Commissioner Knight stated if we do something again with the schools we should combine the
40 middle school and the high school groups so the program would be longer.

42 Community Center Shelter - Facility Management/Public Works staff completed the
43 construction of the shelter at the Andover YMCA Community Center. Staff requested each
44 Commissioner drive by the structure before the meeting as staffwill be seeking EDA feedback at
45 the meeting. President Gamache noted there are some nice trees around the Community Center

1 and he suggested more trees be planted on the north side.

3 Website - Commissioner Knight complimented Scott Allen on the new website look.
4 Commissioner Trude commented about the park map on the website. Mr. Dickinson stated
5 comments have been requested on the website.

7 Site Design for Parking Lot - Staff has prepared a design drawing for the driveway/parking lot
8 for the site next to the ball field. This driveway/parking lot is budgeted for as a TIF project
9 expense.

11 Andover Station Backage Road Concept - Staff has started conceptual discussion with some of
12 the business owners in Andover Station to gauge support. This concept is being presented as an
13 alternative to the proposed Bunker Lake Boulevard left turn lane to Martin Street. Discussions
14 have been held with the neighboring businesses. Commissioner Nowak asked what a backage
15 road was. Mr. Dickinson indicated the circulation would be improved for that area. If the
16 County does not agree with the turn lane, this is the backup plan. Mr. Dickinson questioned if
17 the Commission would like the alternative to continue being proposed. The County has been
18 approached and no answers were received. President Gamache asked where we are with the
19 study and Mr. Berkowitz stated it is in draft form. The cost of the road would be estimated to be
20 $100,000 - $110,000. The alternative came about after the study was drafted. Mr. Berkowitz
21 stated the issue is not the access off of Bunker Lake Boulevard, but rather the internal roads.

23 Andover Station Ponds - Commissioner Knight suggested the back pond be improved with the
24 removal of the weeds. Mr. Dickinson stated it's main purpose is a holding pond. Commissioner
25 Trude suggested the weeds be cut around the back pond and try to improve the backdrop of the
26 pergola. Commissioner Nowak suggested the commissioners look at the new shopping area
27 (35W & Lexington) in Blaine. Commissioner Bukkila stated it's important to help the
28 commercial businesses in the City.

30 Andover Station Area Medians - Pursuant to EDA action last year, Public Works will be
31 maintaining medians in the Andover Station area. Relative to the Bunker Lake Boulevard
32 median, staff is coordinating the prairie establishment with Prairie Restorations Incorporated.

34 www.MetroMSP.ore: and City Website - Staff continues to monitor the EDA's land sales
35 information on the MetroMSP web site sponsored by Anoka County. We have also shown
36 information on other commercial or industrial lands that are for sale in Andover on both the
37 www.metromsO.org and the Planning Department's website.

39 7th Avenue Property - Commissioner Jacobson asked about the property on 7th Avenue, the old
40 Tom Thumb area. It was noted the gas tanks have been removed and the building will be tom
41 down.

43 Potential Restaurants - No new contacts over the past few weeks.

3 Parks ide at Andover Station Negotiations - Staff has been negotiating with Premier Bank and
4 Bruggeman Homes to determine ifthere is a possibility of the City EDA gaining control of the
5 lots in the Parkside at Andover Station development that are not yet built on. Recent meetings
6 have been positive.

8 OTHER BUSINESS

10 Commissioner Knight stated Ted Butler mentioned to him the Park Commission had discussions
11 about building a sports dome on EDA land.

13 RECESS TO CLOSED SESSION

15 Motion by Jacobson, Seconded by Bukkila, to recess the meeting to a closed session to discuss
16 Parkside at Andover Station Negotiations Update. Motion carried unanimously.

18 The EDA recessed at 6:42 p.m. to go into a closed session to receive an update on Parkside at
19 Andover Station Negotiations.

21 The EDA reconvened at 6:52 p.m. from the closed session.

INTRODUCTION
The EDA is requested to receive a presentation from the Community Development Director at the
meeting.
DISCUSSION
City Hall Reader Board Replacement Project
Sign was installed on Monday, July 8, 20 II. Staff requests the EDA view the sign and provide feedback
on the look and message format of the sign. The Deputy City Clerk will be updating the sign on a daily
basis to keep activities and event schedules fresh and current.
Monument Entrance Signs and Other Electronic Reader Board Signs
Staff has focused efforts on the monument entrance sign entering the city on Round Lake Boulevard NW
located at the City View Farm development project. Staff recently had Hakanson Anderson locate the
easement corners and staff will be placing lathe to identifY the easernent location this week. EDA
members will be asked to view the sign location and provide feedback. Indications from the sign
committee are that the sign may be located to far back from the traveled roadway and will not be highly
visible in that location.
ACTION REQUESTED
Receive a presentation and provide direction to staff.

SUBJECT: EDA Activity - Project Status Report
DATE: July 19,2011
INTRODUCTION
This memo provides a brief update of all EDA activities. Further details will be provided at the meeting.
DISCUSSION
Dynamic Sealing Technologies, Inc. - City Staff and DSTI have completed the Commercial Site Plan
review process and the final plat has been recorded. DSTI has received a footing to grade permit and their
contractor is in the process of completing the footings for the building. A utility permit has been issued and
the contractor will be working on that installation over the coming week. As of the writing of this report, the
building permit is close to being issued as the Building Department is completing their final review. City
Administration and Engineering are working through the details relative to the water and sewer connection
fees with DSTI.
For this project, City Engineering did coordinate the soil correction work necessary for the building site; staff
coordinated soil tests to determine what will need to be done with the soil piles from the excavation, the soil
piles are currently on the second lot that DSTI purchased.
2011 Special EDA Events - The 2011 EDA golf event was held on June 15, 2011, it started wet but the
weather cooperated throughout the day for an enjoyable event. We had 23 golf teams, eleven hole sponsors,
and multiple prize donations. It was a great opportunity for the EDA and City Staff to have informal
discussions with the business community.
The outdoor concert schedule at the pond at Andover Station is listed below:

June 23rd Erin Rogue (Irish folk band) 7:00-9:00 p.m. Attendance 40-60
July 21 5t The Blue Drifters (Bluegrass) 7:00-9:00 p.m.
August 11 th Bellows and Brass (concertina) 6:30-8:30 p.m.
To publicize the events, the Anoka Union provided an article announcing the events, the Star Tribune
provides notice in the Metro North Happenings, articles have been in the May/June & July/August City
newsletters, staffis placing posters for each event around the community, staff has went door to door to the
Andover Station area businesses to provide flyers, utilizing Macaroni Kid Coon Rapids-Blaine-Andover,
posted on various websites, utilizing QCTV, posting on the KSTP community page, BOB 106.1 FM
community events, the City Facebook page, on the City of Andover web site calendar and now on the new
City Hall electronic reader board.

Community Center Shelter - Facility ManagementJPublic Works staff completed the construction of the
shelter at the Andover YMCA Community Center. When the EDA approved the structure, there was a
concern about the "look" of the structure and that it would be determined at a later date if landscaping
would be necessary around the structure. Staff is working with the YMCA on keeping up the appearance
and based on events/activities, what type plantings or landscaping could be done around the shelter.
Site Design for Parking Lot - Staff has prepared a design drawing for the driveway/parking lot for the site
next to the ball field. The project was officially ordered by the City Council at the May 3rd City Council
meeting and is currently out for bid with the City's next round of street reconstruction projects. This
driveway/parking lot is budgeted for as a TIF project expense and will be complete this year.
Andover Station Service Road Concept - Staff has started conceptual discussion with some of the business
owners in the Andover Station area to gauge support. This concept is being presented as an alternative to the
proposed Bunker Lake Blvd. left turn lane to Martin Street. Also as part of this discussion are directional
signage options.
Andover Station Area Medians - Pursuant to EDA action last year, Public Works will be maintaining the
medians in the Andover Station Area. Relative to the Bunker Lake Boulevard median, staff is coordinating
the prairie establishment with Prairie Restorations Incorporated (pRI), recently PRI was out to do
maintenance and weed control. PRI's contract expires in August 2011.
Andover Station North - Mowing of the unsold lots is currently being monitored by staff. For the most part
we will utilize Public Works to do the mowing, but if availability becomes an issue, staff will utilize the
City's abatement contractor for periodic mowing.
www.MetroMSP.orl! and City Website - Staff continues to monitor the EDA's land sales information on
the MetroMSP website sponsored by Anoka County. We have also shown information on other commercial
or industrial lands that are for sale in Andover on both the www.metromsp.org and the city planning
department's website. Staff continues to receive positive feedback from commercial property owners that
they have received calls on their property from brokers viewing the MetroMSP website.
Potential Restaurants - Discussed with a local broker the positives of the Moose & Co. site.
Redevelopment - Staff has coordinated the process to modify the Development District and Tax Increment
Financing (TIF) Plans. On June ih Andover City Council held the public hearing and approved the
modifications. Staff is preparing to start negotiating with various property owners in the identified acquisition
area to meet the 0 bj ectives of the TIF plan.
Parkside at Andover Station Negotiations - Staff has been negotiating with Premier Bank and Bruggeman
Homes to determine if there is a possibility of the City EDA gaining control of the lots in the Parkside at
Andover Station development that are not yet built on. Recent meetings have been positive. A detailed
progress report will be made during a closed session at the EDA meeting.
