The Park and Recreation COmr.lission ordains:
SECTION 1. ~ffiETINGS
Subdivision 1. Regular meetings of the Park and Recreation Commission shall be held on the
first Thursday of each calendar month at 7:30 p.m. Any regular meeting falling upon a Holiday
shall be held on the next following Thursday at the same time and place. All meetings shall be
held in the City Hall or at another public location as designated by the Park and Recreation
Coornission.
Subdivision 2. Special meetings of the Park and Recreation Commission may be called by the
Chairrr.an or by any two members of the Park and Recreation Commission by writing filed with the
Clerk. At least one day before the meeting, the Clerk shall notify each member of the time,
place and purpose of the meeting by causing written notice thereof to be delivered to him
per~onally, or if he cannot be found, by leaving a copy at the home of the member with some person
of suitable a:;e and discretion. Special meetings may be held \~ithout prior written notice when
all Park and Recreation Cor-~ission members are present at the meeting or consent thereto in
writing. Such consent shall be filed with the Clerk prior to the beginning of the meeting. Any
special roeetinbs attended by all the Park and Recreation Commission tnelilbers shall be a valid
meeting ior the transaction of any business that may come before the meeting.
Subdivision 3. At the firrt regular cOQIDission meeting in January of each year, the
)~n shall choose a Vice Chairman from the commission members.
Suudivision 4. All Commission meetings, including special and adjourned meetings shall
be open to the public.

SECTION 2. PP~SIDING OFFICER
Subdivision 1. The Chairman shall preside at all meetings of the Commission. In the
absence of the Chai~Dan, the Vice Chairman shal~'preside. In the absence of boib, any member
shall call the meeting to order and shall preside until the Co~~ission members present at the
meeting choose one of their number to act temporarily as presiding officer.
Subdivision 2. The presiding officer shall preserve order, enforce the rules of procedure
herein prescribed, and deteroine without debate, subject to the final decision of the Park and
Recreation CO;"701ission on appeal, all questions and procedure of order. Except as otben~ise
provided by statute or by these rules, the proceedings 0,' the Park and Recreation Commission
sholl be conducted in accordance with Robert's Rules of Order Revised.
Subdivision 3. Any member may appeal to the Park and Recreation Commission from a ruling
of the presiding officer. If the appeal is seconded, the member m~y appeal once soley on the
question involved, and the presidins officer may explain his ruling; but no oth~r Park and
Recreation member shall participate in the discussion. The appeal shall be sustained if it is
approved by the majority of the members present exclusive of the presiding officer.
Subdi\'ision 4. The Chairr.lan or such other member of the Park and Recreation Commission as
presiding may move, second, and debate from the chair. The presiding officer shall ~ot be
ed of any of the privileges of a Park and Recreation Commission member by reason of his

SECTION 3. l-UllUTES
Subdivision 1. Minutes of each Park and Recreation Commission meeting shall be kept by
~ )rding secretary. In the absence of a recording secretary, the presiding officer shall
apl''':Ll1t a secretary pro tern. Ordinances, resolutions, and claims need not be recorded in full
in the minutes if they appear in other permanent records of the recording secretary and can be
accurately identified from the description given in the minutes. All Park and Recreation
Cor:ll:Jission meetings shall be tape recorded, and the recorded tapes of each meeting shall be
retained in the Clerk's office for public reviewal for a period of six (6) months from the date
of the meeting.
Subdivision 2. The Dinutes of each meeting shall be reduced to typewritten form, shall be
signed by the recording secretary, and copies thereof shall be delivered to each Park and
Recreation memuer as soon as practical after the meeting, but no later than seven (7) working
days following said meeting. The recording secretary will suggest to the Park and Recreation
Cor.mission a time limit on each agenda item. These suggested times may be adjusted during the
agenda approval process. The recording secretary will note to the Park and Recreation Commission
when time on a given agenda item has run out. At this time the presiding officer has the
authority to allow additional time for debate, unless a majority of the Park and Recreation
Commission desires not to allow additional time. At the next regular Cornnission meeting
following such delivery, approval of the minutes shall be considered by the Park and Recreation
Commission. The minutes need not be read aloud, but the presiding officer shall call for any
additions or corrections. If there is no objection to the proposed addition or correction, it
m:y be made without a vote from the Park and Recreation Commission. If there is an objection,
the Park and Recreation Commission shall vote upon the addition or correction. If there are
no addirions or corrections, the minutes shall stand approved. }finutes of all Park and

Subdivision 1. Each meeting of the Park and Recreation Commission shall convene at the

Suudivision 2. The order of business Qay be varied by the presiding officer or upon

Subdivision 3. An asenda of uusiness for each regular Commission meeting shall be prepared
by the recordinL secretary and filed in the office of the Clerk no: later than eight (3) days

SECTION 5. QUORUM AND VOTING

Subdivision 1. At all Commission meetings the majority of all the Commission members. ap-
pointed shall constitute a quorum for the transaction of business, but a smaller number may
adjourn fron time to time.
Subdivision 2. The votes of the members of any question pending before the Commission
may be voice vote, standins vote, or in any other manner of voting which signifies the intention
o~ the members, and the names of those voting for and against the question shall be recorded in
the minutes. If any member being present does not vote, the minutes, as to his name, shall be
marked "Present - Not Voting".
SECTION 6. ORDINANCES, RESOLUTIONS, HOnONS, PETITIONS AND CONl1UNICATIONS.
Subdivision 1. Every ordinance and resolution shall be presented in writing and shall be
read in full before a vote is tal,en thereon; but reading in full may be dispensed with by
una8imous consent. All motions shall be recorded in the minutes and stated in full berore they
are submitted to a vote by the presiding officer. All petitions and other communications
addressed to the Coa~ission shall be in writing and shall be read in full upon presentation to
the COIDQission. They shall then be recorded in the minutes by title and filed with the minutes
in the office of the Clerk.
Subdivision 2. Every ordinance and resolution passed by the Commission shall be
signed by the Chairman and presented to the Council at their next regular meeting.
SECTION 7. COHHITTEES
Subd::'vision 1. Committees of tLe ComIilission shall be of two types, standing and special.
S[anding committees shall be permanent ones and shall be appointed by the Chairman with the
advice and consent of ehe Comtlission at tLe first regular meeting of the Co~rnission each year.
Each standing comnittee shall consist of two (2) members of the Commission and the chairman of
each cOIilmittee shall be desisnated by the Ch&irman. Each standing committee member shall serve
as appointed unless excused by a majority of the members of the Commission. The Commission may
appoint a number, not to e}:ceed three (3) additional person(s) not members of the Commission to
IW1"k with and advise each standing committee. The standing committee and their function is:
A. Park Land Reviewal Co~~ittee - Shall have under its cognizance in an advisory
capacity, matters involving the evaluation of proposed park land.
Sur,division 2. Special cor:loittees shall be appointed, as the need arises, to carry out
a specified task, at the completion of which, that is, on presentation of its final report to the
Commission, it automatically ceases to exist. A special committee should not be appointed to
perform a task that falls within the assigned function of an existing standing committee.
Special comQittees shall be appointed by the Chairman with the advice and consent of the
Conmission as the need arises. The chairman of each committee shall be designcted by the
Chairman. Such committees shall consist of as many members and perform such duties as the
Coa~ission may require.
Subdivision 3. Any matter orought before the Commission for consideration may be referred
by the presidin~ officer to the appropriate committee or to ,a specia.1 committee appointed by him
for a written report and reco~~endation before it is considered by the Commission as a whole.
Each committee report shall be signed by a majority of the members and shall be filed with the
~rding secretary prior to the Commission meeting at which it is to be submitted. Minority
..:"its Qay be submitted. Each committee shall act promptly and faithfully on any matter
referred to it.

SECTION 8. SUSPENSION OR M'ffiNDING OF THE RULES

the Co~~ission members, and shall not be repealed or amended except by a majority vote of the

SELECTION PROCESS/PARK AND RECREATION COMMISSION
I. PURPOSE
The goal is to establish objectivity and impartiality
in the selection and appointment of members to the City
of Andover Park and Recreation Commission. It shall
be the policy of the City of Andover to implement and
fulfill this Selection Process each time a vacancy is
to be filled on the Park and Recreation Commission. The
objective is to establish and sustain a high degree of
competency, interest, and motivation amoung the members
of the Andover Park and Recreation Commission.

II PROCEDURAL OUTLINE
The Chairman of the Park and Recreation Commission shall
submit written notice to the City Clerk of a vacancy
occurring on the Park and Recreation Commission. The
Andover City Clerk shall, within seven (7) days following
receipt of said notice, implement the Selection Process/
Park and Recreation Commission.
1. The City Clerk will prepare the News Release/
Advertisement for insertion in the legal news-
paper and for broadcast over the local radio
stations' community news program.
2. The City Clerk will prepare a list of current
Park and Recreation members, showing (A) Names,
(B) address, (C) respective terms of
office and expiration dates, and (D) vacant
position(s) filled and respective expiration
date(s), which is distributed to the City Council.
3. Following the closing date for receipt of
applications, the City Clerk shall prepare copies
of applicant resumes for distribution to the
City Council. The closing date shall be three (3)
weeks following first publication date of news
release/advertisement.
4. Receipt of applications in excess of ten (10)
shall be reviewed by screening Committee of City
Council (Two (2) Council Members), in accordance
with Screening Criteria.
5. City Council determines interview date and time.
6. City Clerk prepares schedule of interviews for
distribution to City Council.
7. City Clerk prepares written notices of interview
date and time for distribution to each applicant
selected to appear for review under Final Selection
Criteria. Said notices are to include copies of
Ordinance 10 and lOA (lOB) with a note explaining
that applicant should review these items and be
prepared to comment on them during interview. Said
notices to be mailed not less than seven (7) days
prior to scheduled interview date and time.
8. City Council conducts interviews. Interviews shall be
conducted and applicants shall be selected in accordance
with the Final Selection Criteria.
9. City Council makes formal appointment(s) to Park and
Recreation Commission.
10. City Clerk notifies all applicants of Council decision.
11. City Clerk notifies Park and Recreation Commission
Chairman of appointments and provides Chairman with
names, addresses, telephone numbers and terms of office~
12. Park and Recreation Commission Chairman contacts new
members of Commission and of Commission and provides
current meeting schedule.

III. NEt-lS RELEASE/ADVERTISEMENT
"The City of Andover is currently seeking candidates to fill a
vacancy/vacancies On the Park and Recreation Commission. The
position(s) require a minimum of one evening per month. Andover
residents interested in serving on the Commission are requested
to submit a letter of application to the Andover City Clerk,
1685 Crosstown Boulevard N.W., Anoka, Minnesota 55303 -- Phone
755-5100; no later than (date) . The letter should
contain the applicant's name, address, telephone number, work
experience and education. In addition, applicants should
include a statement listing their reaSOns for seeking appoint-
ment to the Park and Recreation Commission. The position is
not salaried, however, compensation for incidental expenses,
is provided."

IV. SCREENING CRITERIA
Based on the following questions, does the application
represent a sincere request for membership on the Park
and Recreation Commission?
1. Is the applicant a resident of the City of
Andover?
2. Has the applicant complied with all requirements
in answering the news release, in order to
provide a representative profile, with regard to
personal data, education, and experience as
related to the ,Commission1
3. Is the applicant interested specifically in
applying for a position on the Park and Recreation
Commission?

V. FINAL SELECTION CRITERIA
In conducting the interviews, the following questions shall be
posed to ~ of the candidates. In general, the questions are
intended to reveal the applicant1s knowledge and understanding
of the objectives of the Park and Recreation Commission, appro-
priate City Ordinances, Comprehensive Community Planning, and
their inter-relationship. How well does the person understand
the responsibilities and authority assigned to the Commission?
Finally, is the applicant willing to devote a substantial amount
of time and energy to the task, in order to maintain a high
standard of performance?
1. llave you read and become familiar with City of Andover
Ordinances pertaining to Park and Recreation action
(10, lOA, lOB?)?
2. What are the duties of the Park and Recreation Commission?
3. What is the purpose of a community development plan?
4. What is the purpose of the Comprehensive Park Plan?
5. What is the purpose of Ordinance No. 10 as it pertains
to the Park and Recreation Commission?
6. Based on ~~hat you know about the past history of Andover,
and its present condition, what programs, if any, in
terms of community development or refinement, should be
initiated for the residents of Andover relative to the
Park and Recreation Commission?
7. h~at do you feel is the Park and Recreation Commission1s
responsibility to the residents?
8. In handling a particular situation, i.e., such mpark-
land dedication, what criteria would be used in order
to arrive at a recornoendation which would ultimately be
acted upon by the City Council?
9. As the City of Andover grows, the Park and Recreation
Commission will be required to devote an increasing
amount of time to the park development and recreation
programs of the City. With this in mind, would you be
able to devote a minimum of one meeting night per month,
and would you also have additional time available during
other periods to revie~~ documents, reports, plats, or to
serve on sub-committees of the Commission? Would you
also have time to attend public hearings conducted by
other governmental units which would have a direct bearing
on Park and Recreation Commission policies established
by Andover? Would you have time to attend meetings of
other municipalities in order to gain some insight into a
particular issue which might possibly corne before the Andover
Park and Recreation Commission?

RESOLUTION ESTABLISHING AN ANDOVER PARK JU{D RECREATION COMMISSION
AND DEFINING DUTIES A1ID RESPONSIBILITIES THEREFORE.
WHEREAS, the City of Andover is promoting the development of a quality
park system and recreation program consistent with the financial capability of the
connnunity; and
WHEREAS, the City Council has the authority to establish commissions to
advise the City Council with respect to policy formulation for municipal functions
and activities; and
WHEREAS, as a consequence of the increasing complexity of the park and
recreation function it is desirable to establish a Park and Recreation Commission;
and
WHEREAS, it is acknowledged that the significance of the park and recreation
function is such that it must be effectively reponsive to the citizenry; and
WHEREAS, in pursuit of such goals the City Council recognizes the need to
define the duties and responsibilities to be assigned a Park and Recreation Commission:
NOW THEREFORE. BE IT RESOLVED by the City Council of the City of Andover
that there is hereby established within the City an advisory Park and Recreation
Commission as follows:
SECTION 1. TITLE: This organization shall be known as the Andover Park
and Recreation Commission.
SECTION 2. SCOPE: The scope of activity of this Commission shall consist
of advising the City Council and other advisory commissions regarding
matters relevant to the park and recreation function.
SECTION 3. PURPOSE: The general purpose of this Commission is to monitor
and reflect the attitudes and concerns of the citizens of Andover relative
to the park system and recreation programs, and to advise the City Council
of citizen attitudes and policy matters relevant to the park and recreation
function in Andover.
SECTION 4. DUTIES AND RESPONSIBILITIES: In fulfillment of its purpose, the
duties and responsibilities of the Commission shall be to:
SUBDIVISION 1. Develop, recommend, and, upon adoption by the
City Council, monitor the execution of a comprehensive plan for
park and recreation function in the City of Andover.
SUBDIVISION 2. Report to the City Council regarding achievements
toward fulfillment of such comprehensive plan and recommend
amendments to the plan as may be warranted.
SUBDIVISION 3. Frequently visit the City's parks and keep informed
of current recreation programs in order to continually review
and evaluate park system development and recreation progrannning.
SUBDIVISION 4. Develop and recommend methods to stimulate positive
public interest in the park and recreation function.

SUBDIVISION 5. Serve as a forum for the citizens of Andover to
voice their opinions regarding the park and recreation function.
SUBDIVISION 6. Promote coordination with the school districts
serving Andover, encouraging the interchangeable use of city and
school:district facilities and programs to the best interests of
citizens.
SUBDIVISION 7. Encourage dissemination of information to, and
coordinate with, organizations interested in the park and recreation
function such as athletic groups, youth groups, civic organizations,
and the like.
SUBDIVISION 8. Develop and recommend feasible methods to promote
programs relative to conservation of the environment.
SUBDIVISION 9. Encourage coordination with other communities and
agencies to the extent appropriate in matters pertinent to the
park and recreation function.
SUBDIVISION 10. Monitor and reflect attitudes and concerns of
citizens relative to the park system and recreation programs
through informal contacts and structured meetings.

SUBDIVISION 11. ^ Coordinate maintenance and construction of City
parks with the Administrator or Assistant Administrator.
SECTION 5. COMPOSITION: The Commission shall be composed of a chairman
and six members, all of whom shall be appointed and serve as set forth in
Section 6.
SECTION 6. MEMBERS METHOD OF SELECTION - TERM OF OFFICE - P~OVAL:
SUBDIVISION 1. CHAIRMAN: The City Council,' by a majority vot~

individual Commission members. The Chairman shall assure
fulfillment of the following responsibilities in addition to those
otherwise described herein:
SUBDIVISION la. Preside over meetings of the Commission;
SUBDIVISION lb. Appear or appoint a representative to appear, as
necessary, before City advisory cocmissions and the City Council
to present the viewpoint of the Commission on matters pertaining
to the park and recreation function as it relates to business
under consideration by said Commission or City Council;
SUBDIVISION lc. Review all City Council, Planning Commission and
other advisory commission minutes and inform the Park and Recreation
Commission of matters therein relevant to the park and recreation
function;
SUBDIVISION ld. Provide liaison with other governmental and
volunteer units in matters relating to the park and recreation
function for the purpose of obtaining and providing timely information.
SUBDIVISION 2. VICE CHAIRMAN: A Vice Chairman shall be appointed
annually by the Chairman. The Vice Chairman shall perform such

by Chairman Jerry Lapham, September q, 1976, 7:35 p.m., at the Andover City Hall,

Chairman Lapham stated \dth regard to Red Oaks Park the minutes read "the contractor
had been contacted and stated that he was out of business and inasmuch as he had not
been requested to complete the job in the spring per the agreement, he felt no
responsibility for same". Chairman Lapham wanted to make it perfectly clear that
he contacted this gentleman personally twice in the spring and that was not a legitimate
statement on his part.

were moving right along.
Rules Committee Report
It \vas generally felt that the "Ordinance establishing Rules for the Organization
and Procedure of the Park and Recreation Committee" should be re\vritten \vith the
following changes:
1. The first three \'Iords of heading should be dropped and it should read "Rules
for the Organization... since an ordinance was not needed for policy rules of
an organization.
2. Under Section 5, Subdivision 1 - ...members elected should be changed to members
appointed.

Athletic Association
John Klobuchar of the Andover Hockey Association stated they already had one
sponsor and are in the process of looking for more. Hockey rink maintenance
(hoses vs. sand points and an additional pump), hours of the hockey rink,
warming house, adult supervision, enlarging the recreational rink, lighting,
etc. Here also discussed. It was suggested that the Hockey Association corne
up with some recommendations and pass them onto the Council.

light to be placed on the east side of the recreational rink. The motion and
amendment to motion was withdrawn.
MOTION by Rzeszutek, seconded by Mand, to purchase one additional security light
of the highest candle pOl-1er to be placed on the east side of the recreational
skating rink. Motion carried unaninously.
There was further discussion about the warning house \lith regard to volunteers or
paid personnel to man it, emergency phone, construction, etc. Cor.,:nissioner
Rzeszutek, Building Official Thurston and menbers of the Hockey Association are

COHPREHENSIVE PARK DEVELOPI1ENT PLAN
Hestly Hendrickson, Planner for T.K.D.A., shovled the Co=ission a graph depicting
stages of a park development pl<:m and explained each step. He was asked to go
ahead and research a park plan suitable for our needs and also obtain survey forms
for residents to fill out. Within two l-1eeks Mr. Hendrickson stated he would have
ready a proposal and costs to the City for this park plan.
ALCOHOL USE IN PARKS
The members of the Commission read over the ordinances obtained from other
municipalities.
HOTION by Arntzen, seconded by Rzeszutek, to go on record recor:nnending the
prohibition of excessive use of alcoholic beverages on City park and recreational
facilities. Motion carried unanimously.
CHAPMAN PARK UP-DATE
Building Official Thurston stated he has 40 posts and approximately 600' of cable
to put up a fence across the park. He believes this could be accomplished by snol~fall.

Chairman Lapham stated he \~ould meet with the City Clerk to work something out
and maybe try for a grant.
Meeting Night Change
Changing the meeting night from Tuesday to Thursday was mentioned in order to
insure better attendance. Chairman Lapham stated the next meeting will be
October 7, 1976, a Thursday.
