Haas, Assistant Public Works Director SUBJECT: 4. Discuss 2012-2016 Parks Capital Improvement Plan, Cont. DATE: July 7, 2011 INTRODUCTION The Park and Recreation Commission is requested to continue discussing the 2012-2016 Parks Capital Improvement Plan (CIP). DISCUSSION Attached is a projected fund balance sheet that was prepared by the Finance Department for your use. The Commission should pay attention to the status of 20 II end of the year balance which is estimated at this time to be around $138,805. Based on the discussion from the last meeting, the Commission did discuss 2 projects that they would be interested in. The two projects are as follows: . Sunshine Park West Parkin!! Lot. As you know half of the parking lot is currently paved and the other half is gravel. This park is one of the main parks in the city and the parking lot is used on an everyday basis. The estimate to complete this is about $35,000. Note: Staffis on board to recommend this project as top priority of the two that have been suggested. . Hickorv Meadows Park - For those Commission members that were not at the last meeting, the Hickory Meadows neighborhood attended the last meeting to discuss possible improvements to the park (playground equipment, swings and maybe a picnic table). Beth Higgins, neighborhood representative, has been in contact with staff and will be aggressively pursuing the Commission for some funds to get the park developed due to the amount of young children in the neighborhood. For those that are not familiar with area, the neighborhood is located on the south side of Andover Boulevard east of Prairie Road. At this point, the neighborhood is somewhat landlocked and does not have any safe access to any of the parks in this area of the city. Attached is a drawing of the existing park and the potential for additional park land that was discussed during the review of the preliminary plat. The park dedication for Hickory Meadows (phase 1) was a combination ofland (0.39 acres) and cash ($67,201.88). Also there are trails planned that will connect to this neighborhood and to the neighborhood across Coon Creek to the Shadowbrook development at some time in the future. Attached is the estimate of improvements if the Commission was interested in a 2-12 year old playground structure. A copy of the preliminary plat (11" x 17") is located in the side pocket of the packet that also indicates the potential for future park land to the property to the west if and when that property is ready to be developed. Just as a reminder, there are some parks that still need access to meet ADA requirements such as Pleasant Oaks Park and Rose Park. Also keep in mind the Public Works Parks Department has expressed concern in the past that some of the parks need to be updated with a paved surface parking lot. Besides Sunshine Park that needs to be paved, Prairie Knoll Park also has been mention over the past couple years by Parks Department as a concern since the park is being used as a year round facility. BUDGET IMP ACT Depending on what the Commission would like to recommend for projects, the Finance Department has indicated to the Public Works Department that the End Fund Balance should for each of the 5 years should have a minimum positive balance of $50,000.00 or more for each of the 5 years. Our rebuilds have been around $ 7 - 9 k Grass, trees & landscaping $ 5,800 for a smaller park area. Make sure include all your costs including concrete and wood chips. I would like info before you go on vacation so I can include this info in the next Park Commission packet that will be going out late next week when you are out. Thanks. Haas, Assistant Public Works Director SUBJECT: 5. Update Skate Park Improvements/08-08, Cont. DATE: July 7,2011 INTRODUCTION This item is an update in regards to the status of the skate park. DISCUSSION Listed below is the update: . Skate Dark rules. Staff has installed a couple Tobacco Free signs due to some issues with smoking at the park. The Anoka County Sheriff's Department has also been notified to monitor this situation for underage smoking. . Fund raisin!!: efforts. The Task Force has been looking at various ways to raise funds for additional equipment. An update will be provided at the meeting by the Commissioners. . Skate nark onenin!!: and other events. For those that were not able to make the Grand Opening, the opening went well. Thanks to Commissioner Van Vark for putting it all together. There was at least 70-80 in attendance. All 4 Council members were present. The Mayor had another commitment and was not able to attend it. Few of the parents that were present thanked staff, Park Commission and City Council members for building this facility. The skate board competition is still schedule for Saturday, July 9th at 5 pm which is part of the planned activities for the Andover Fun Fest. A skate board camp is scheduled for Wednesday, July 20th from 5 pm - 8 pm. Commissioner Van Vark is coordinating these events. If you are around for any of these events, stop by and check them out. . Undate of other skate Dark items. The use of bikes has lessened but still is an issue. Staff has explained to them the reason why bikes are not allowed. Also we have noticed that scooters are being used on the equipment. Per the rules posted, scooters are also not allowed. Commissioner Van Vark has also talked with both types of these users. We suspect that at some point the user of bike and scooters will be approaching the Commission about considering changing the rules to allow them to use the equipment. As mentioned previously, safety has been a problem with bikes and boarders using the equipment at the same time. The area of the park is too small to accommodate for both. Citv Hall Camous Hockev Outdoor Hockev Rink - The building still has some exterior work that needs to be completed. Jim Dickinson, City Administrator, has indicated that all work will be completed by the Andover Fun Fest. Staff will be restoring washouts on the site once the bottom of the pond dry. . Soohie's Park - All the concrete work has been completed. The shelter has been on hold due to some other items that came up that needed immediate attention around the city. Public Works staff is working to complete the shelter and hope to have it complete within the next couple weeks. Basketball hoops, benches, restoration, etc. will be done also. . DATE: July 7, 2011 INTRODUCTION The Park and Recreation Commission is requested to continue discussing the Park Comprehensive Plan and the Park CIP for playground equipment replacement. DISCUSSION At the last meeting, staff provided a copy of most current version of the future park improvements to the Commission. The Commission is requested for this meeting to review the most current version to determine if any changes should be made to the future park improvement plan. For the Commission members (Ramnath and Van Vark) that were not at the last meeting, copies are available in the side pocket of the packet. Also as a reminder, the Commission will also need to discuss the philosophy for the replacement of playground equipment and renovations for rural and urban parks. Attached is the draft philosophy that was prepared by Chairman Butler a few weeks ago. Purpose ofthe Philosophy Statement This philosophy statement is intended to translate that vision into guidelines for achieving that goal in a sustainable and fiscally responsible manner. Relationship to Nearby Countv/Re~ional Parks In doing so, the city's goal for its parks system is. not to duplicate opportunities already available through nearby county or regional parks, but rather to complement those offerings, provide opportunities more locally, or offer unique opportunities not available through existing county/regional parks. Tvpes of Parks and Amenities Offered The city recognizes several classifications of parks within its system as part of its park dedication study. This philosophy covers the classifications of mini parks, neighborhood parks, and community parks. Each of these park types can be located in a variety of areas within the city and therefore may be developed or redeveloped differently depending on factors unique to each park such as neighborhood density,. population demographics, and resident interests as well as physical and environmental features that may predispose them to being either active or passive parks. Mini parks Mini parks have a size of 2 acres or less and typically serve residents within Y.( mile. Mini parks located in areas with residential lot sizes of less than 1 acre may have amenities such as children's play structures, picnic tables, and a half basketball court. Mini parks located in areas where most residential lots exceed 1 acre in size will generally be developed with similar features, but without children's play structures. There may be more modest children's play equipment such as swings or small spring rides. Neighborhood parks Neighborhood parks have a size of 2 to 20 acres and serve neighborhoods usually within Y. mile. Neighborhood parks located in areas with residential lot sizes of less than 1 acre may have amenities such as children's play equipment, picnic tables, small shelters, free skating rinks, and half or full basketball courts. Neighborhood parks located in areas where most residential lots exceed 1 acre in size will generally be developed with similar features, but without children's play equipment. Exceptions to that guideline may be made where playfields (such as baseball, soccer, etc.) exist where games are regularly played and where families are likely to bring other children who will make extensive use of play equipment. Community parks Community parks are typically 2S to 50 acres and serve the entire city. Passive use community parks, such as Kelsey Round Lake Park, are typically developed with trails or paths and other amenities intended to maximize the 'ability of residents to enjoy the natural environment of the park, typically without including sports amenities. Playground equipment may be included only if a suitable location that does not detract from the natural beauty of the park is identified. Active use community parks, such as Sunshine Park, typically feature multiple play fields where games are held regularly. These parks are considered prime locations for including amenities for families of participants in those games to take advantage of other recreation opportunities, such as playground equipment, basketball courts, etc. Local Resident Input on Neie:hborhood and Mini Parks When neighborhood parks or mini parks are initially developed or redeveloped, input from local residents will be obtained through two methods. First, the city will create an online survey assessing the needs and interests of the local neighborhood for the types of amenities desired at the park. Second, the parks commission, after reviewing survey responses, will hold a public hearing to solicit input from any interested residents. The city will notify nearby residents by mail of the opportunity to participate in the survey as well as the public hearing. In addition, the city will notify and the parks commission will solicit the input of youth athletic associations that may be positively or negatively affected by the park development or redevelopment.
