JUNE 7,2011 - MINUTES
A Meeting of the Andover Economic Development Authority was called to order by President Mike
Gamache, June 7, 2011, 6:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW,
Andover, Minnesota.
Present: Commissioners Sheri Bukkila, Don Jacobson, Mike Knight, Julie
Trude, and Joyce Twistol
Absent: Commissioner Robert Nowak
Also present: Executive Director, Jim Dickinson
City Planner, Courtney Bednarz
Director of Public Works /City Engineer, Dave Berkowitz
APPROVAL OFMINUTES
Commissioner Trude stated on page 2, line 7 after the word companies, insert the following "and
sign committee ". Page 2, line 21 insert the word "software" after includes and remove of the
May 17, 2011 Regular Meeting: Correct as amended.
Motion by Trude, Seconded by Knight, approval of the minutes as amended. Motion carried
unanimously.
May 17, 2011 Closed Meeting: Correct as written.
Motion by Trude, Seconded by Jacobson, approval of the minutes as written. Motion carried
unanimously.
DEVELOPMENT DISTRICT /TIF DISTRICT PLANMODIFICATIONS
Mr. Dickinson indicated the TIF District Plan modifications are as follows:
• Modifying to give budgetary and legal authority to the City to acquire additional
properties within Development District No. 1
• Clarifying the budget of the TIF Districts
• The modifications do not enlarge the geographical area of the TIF Districts or extend the
term of the TIF Districts
Commissioner Knight asked if the effected parties need to be notified about the modifications.
Mr. Dickinson stated the County and the School District were notified and neither one requested

a presentation.
Mr. Dickinson indicated the Planning and Zoning Commission reviewed the modifications,
indicating they are consistent with the Comprehensive Plan.
Motion by Jacobson, Seconded by Knight to approve the resolution to modify the TIF Plan.
Motion carried unanimously.

Mr. Dickinson stated after the May 17th EDA meeting DeMars Signs was notified and they
placed the order for the electronic reader board sign to be placed at City Hall. July 1St is the
approximate delivery date and the sign could be up and running before the Fun Fest which starts
on July 8th
Commissioner Jacobson asked how soon we will have the rights to the areas where the
monument entrance signs can be placed. Mr. Dickinson stated staff will :need to supply the
County with an appropriate drawing of the placement of the signs. He indicated this is a staff
priority issue, but feels the project will be completed this summer.
Commissioner Trude asked about getting quotes. Mr. Dickinson stated the city will solicit
companies that have worked in the city and usually the lowest quote receives the project.
PROGRESS REPORT
Mr. Dickinson updated on the following:
Dynamic Sealing Technologies, Inc. — Dynamic Sealing submitted certain plan portions for
building permit review.
2011 Special EDA Events — The golf event is June 15th.
Oak View Middle School provided the entertainment for the first outdoor concert at the Andover
Station pond. President Gamache indicated he thought the generator was too loud. Mr.
Dickinson stated a smaller generator will be used for the next two scheduled events.
Site Design for Parking Lot at Andover Station North — The project will get done this year.
Andover Station Area Medians — Public Works has been maintaining the medians.
Bunker Lake Boulevard Turn Lane — Mr. Dickinson stated he approached the businesses in
Andover Station asking for letters of support for the turn lane, no letters were received. The
County is looking for a study saying it improves their system and the City may not be able to
produce that. Mr. Berkowitz stated the County says the turn lane shows no benefit to the County

system, all it does is add a dangerous left turn. The County argues there are plenty of access
points that are already provided to the development.
The EDA discussed putting up directional signs for the development.
TIFDISTRICT & EDA BUDGET UPDATE
Mr. Dickinson reviewed the Cash Flow Analysis -TIF Project Accounts.
OTHER BUSINESS
There was none.
Motion by Jacobson, Seconded by Trude,to recess the meeting to a closed session to discuss
Parkside at Andover Station Negotiations. Motion carried unanimously.
The EDA recessed at 6:45 p.m. to go into a closed session.
The EDA reconvened at 6:52 p.m. from the closed session.
Motion by Jacobson, Seconded by Trude, to adjourn. Motion carried unanimously. The meeting
adjourned at 6:52 p.m.

SUBJECT: Monument Entrance/Electronic Sign Update

INTRODUCTION
The EDA is requested to receive a presentation from the Executive Director at the meeting.
DISCUSSION
On May 17th the EDA approved the low quote of DeMars Signs for the City Hall Reader Board
Replacement Project. A Watch Fire sign is generally a 4 -6 week order, we are hopeful that the sign will
be installed before the Andover Family Fun Fest.
Relative to the monument entrance signs and other electronic reader board signs (intersection of Bunker
& Hanson and intersection of Crosstown Blvd. & Bunker), City Staff has been in contact with the County
on using their right -of -way for placement of monument & electronic signs. The City will need to enter
into license agreements with the County for each location, is currently working on site drawings, and will
meet with the Highway Department later in the week.
Staff has also made contact with the Sonsteby family about a monument entrance sign placement on their
property, discussions were positive.
It is also anticipated the EDA Sign Committee may have some updates at the meeting.

SUBJECT: EDA Activity - Project Status Report
DATE: June 21, 2011
This memo provides a brief update of all EDA activities. Further details will be provided at the meeting.
Dynamic Sealing Technologies, Inc. - Dynamic Sealing has submitted for a building permit review, staff is
now working with DSTI and Hakanson Anderson to get the final plat recorded. The start of building
construction is expected within a month. City Engineering has coordinated the soil correction work
necessary for the building site; staff is waiting on soil tests to determine what will need to be done with the
soil piles from the excavation, the soil piles are currently on the second lot that DSTI purchased.
2011 Special EDA Events — The 2011 EDA golf event was held on June 15, 2011, it started wet but the weather
cooperated throughout the day for an enjoyable event. We had 23 golf teams, eleven hole sponsors, and multiple
prize donations. It was a great opportunity for the EDA and City Staff to have informal discussions with the
business community.
The first outdoor concert at the pond at Andover Station was held on June Ilst with Oak View Middle School
provided the entertainment. The next scheduled events are:
June 23rd Erin Rogue (Irish folk band) 7:00 -9:00 p.m.
July 2151 The Blue Drifters (Bluegrass) 7:00 -9:00 p.m.
The Anoka Union provided an article announcing the events and staff � is placing posters around the
community, advertising through various websites and utilizing QCTV and the KSTP community page.
Community Center Shelter — Facility Management/Public Works staff completed the construction of the
shelter at the Andover YMCA Community Center. When the EDA approved the structure, there was a concern
about the "look" of the structure and that it would be determined at a later date if landscaping would be
necessary around the structure. Staff is requesting each Commissioner drive by the structure before the
meeting as staff will be seeking EDA feedback at the meeting.
Site Design for Parking Lot — Staff has prepared a design drawing for the driveway /parking lot for the site next to
the ball field. The project was officially ordered by the City Council at the May 3rd City Council meeting and will
be bid with the City's next round of street reconstruction projects later this summer. This driveway /parking lot is
budgeted for as a TIF project expense.
Andover Station Backage Road Concept — Staff has started conceptual discussion with some of the business
owners in the Andover Station area to gauge support, see attached aerial. This concept is being presented as an
alternative to the proposed Bunker Lake Blvd. left turn lane to Martin Street. Also as part of this discussion are
directional signage options.
Andover Station Area Medians — Pursuant to EDA action last year, Public Works will be maintaining the
medians in the Andover Station Area. Relative to the Bunker Lake Boulevard median, staff is coordinating the
prairie establishment with Prairie Restorations Incorporated.
Andover Station North — Mowing of the unsold lots is currently being monitored by staff. For the most part we
will utilize Public Works to do the mowing, but if availability becomes an issue, staff will utilize the City's
abatement contractor for periodic mowing.
www.MetroMSP.or2 and City Website — Staff continues to monitor the EDA's land sales information on the
MetroMSP website sponsored by Anoka County. We have also shown information on other commercial or
industrial lands that are for sale in Andover on both the www.metromsl2.org and the city planning department's
website. At the EDA golf event, I received feedback from a commercial property owner that they have received
calls on their property from brokers viewing the MetroMSP website.
Potential Restaurants — No new contacts over the past few weeks.
Redevelopment Ideas — Staff has coordinated the process to modify the Development District and Tax Increment
Plans. On June 7a'Andover City Council held the public hearing and approved the modifications. Staffwill discuss
this in further detail with the EDA at the meeting; aerial maps are attached to assist discussion.
Parkside at Andover Station Negotiations - Staff has been negotiating with Premier Bank and Bruggeman Homes
to determine if there is a possibility of the City EDA gaining control of the lots in the Parkside at Andover Station
development that are not yet built on. Recent meetings have been positive. A detailed progress report will be made
during a closed session at the EDA meeting, attached is map of the development.
