INTRODUCTION
The Park and Recreation Commission is requested to continue discussing the 2012-2016 Parks
Capital Improvement Plan (CIP).
DISCUSSION
Attached is a projected fund balance sheet that was prepared by the Finance Department for your
use. The Commission should pay attention to the status of 2011 end of the year balance which is
estimated at this time to be around $138,805. Based on the discussion from the last meeting, the
Commission did discuss 2 projects that they would be interested in. The two projects are as
follows:
. Sunshine Park West Parkin!! Lot. As you know half of the parking lot is currently
paved and the other half is gravel. This park is one of the main parks in the city and is
used pretty much on an everyday basis as parking lot year round. The estirnate to
complete this is about $35,000. Note: Staff is pretty much on board to recommend this
project as top priority of the two that have been suggested.
. Prairie Knoll Park Buildin!! Expansion - This is another project that staff feels would
be beneficial to the community. The existing warming house section of the building is
small and needs to be expanded to accommodate the high use by the hockey association,
the rink rat hockey players when the rink is not scheduled by the association, the free
skaters and individuals that are using the sliding hill. If you have not been in the building
during the hockey season, there really is not enough room for 1 team and usually there is
some overlap of teams that makes it really tough and challenging to make room for the
second team. The estimated cost to expand the west end of the building is $32,500. Note:
The footings are already in place for the potential expansion of the building. Staff
recommends that if this project is to move forward, it should be considered to have the
associations (hockey, football, lacrosse and/or soccer) help or completely fund the
improvement
Just as a reminder, there are some parks that still need access to meet ADA requirements such as
Pleasant Oaks and Rose Parks.

Also keep in mind the Public Works Parks Department has expressed concern in the past that
some of the parks need to be updated with a paved surface parking lot. Besides Sunshine Park
that needs to be paved, Prairie Knoll Park also has been mention over the past couple years by
Parks Department as a concern since the park is being used as a year round facility.
BUDGET IMPACT
Depending on what the Commission would like to recommend for projects, the Finance
Department has indicated to the Public Works Department that the End Fund Balance should for
each of the 5 years should have a minimum positive balance of $50,000.00 or more for each of
the 5 years.
ACTION REQUIRED
The Park and Recreation Commission is requested to continue discussing the 2012-2016 Parks
Capital Improvement Plan.

By providing irrigation to the parks will allow the grass to grow better and provide a better playing surface area to play on.

Subject: 5. Update Use of Fields by Adults

INTRODUCTION
This is an update regarding use of fields by groups not associated with any of the youth
groups or associations within Andover.
DISCUSSION
As you know, city staff and the associations have been aggressively doing what they can
to make sure that only games are played on the irrigated fields and that the fields get
some rest so the grass can grow. Staff has been notified by a couple of the associations
that other groups are currently using city fields or have used the city's fields this past
spring. One of the users is a group of adult men that play soccer every Saturday afternoon
at Sunshine Park soccer fields (currently they use the middle field). They have been
doing this for the past year or two. A couple of the men from that group that organize this
gathering are from Andover. Most of the men as we understand are not from Andover.
Staff has heard that this group will have as many as 30-40 men playing splitting up into
two teams, With this type of use, the fields do get beat up pretty good and therefore do
not get the rest they need. The other group (which we just found out about) is the
Andover High School boy's lacrosse team that has practiced at Prairie Knoll Park a few
times this past spring. This group did not approach the city about using the park and
probably should have made application to the city since they are an organized group. Not
sure why they are using city fields when they should have been practicing at the school
facilities. Again, fields are not getting rest they need.
Staff has been able to contact the men's soccer group by phone to discuss this and
suggested that they use the school facilities. They have indicated to us that they are not
interested in the school fields (probably because they would have to pay a fee to the
school and because the nets are not always available at the school for them to use). To
date staff has not been able to make contact with the high school personal to discuss this
further.
No action is necessary by the Park Commission but staff wanted to let you know that we
are doing what we can to have the fields in good playing condition but in some cases it
will be tough to do when they don't get rest. That is one of the reasons why the north
soccer field at Sunshine Park is not available for the spring/summer season so we can get
the grass to grow again as the field was being overused.

SUBJECT: 6. Update Skate Park Improvements/OS-OS, Cont.

INTRODUCTION
This item is an update in regards to the status of the skate park.
DISCUSSION
Listed below is the update:
. Skate Dark rules. Sign is done and should be up by Thursday's meeting.
. Fund raisin!! efforts. The Task Force has been looking at various ways to raise funds for
additional equipment. An update will be provided at the meeting by the Commissioners.
. Skate Dark onenin!! and other events. Grand Opening for the skate park is still scheduled for
Thursday, June 23rd at 6 pm, Plan on attending. Commissioner Van Vark is coordinating the
Grand Opening. The skate board competition is still schedule for Saturday, July 9th at 5 pm
which is part of the planned activities for the Andover Fun Fest. A skate board camp is scheduled
for Wednesday, July 20th from 5 pm - 8 pm. Commissioner Van Vark is also coordinating these
events.
. Skate nark construction activities and the assemblv of the eauinment. The equipment has
been installed by American Ramp Company as oflast Friday including the resurfacing of the old
ramps. The Parks Department maintenance personal has done some restoration around the park
but it is taking some time to grow grass since we have not had any rain recently. Staff has had
some problems with bikes on the equipment which has caused some minor damage to the Dragon
Back. Also safety has been a problem with bikes and boarders using the equipment at the same
time. The area of the park is too small to accommodate for both. Staffhas spoken with a few of
the bikers letting them know bikes are not allowed but it appears this will be an on-going
problem. The bikers are not happy about it and would like to discuss this further with Park
Commission (they may show up at Thursday's meeting). Sounds like they would like their own
facility.

. Hawkridl!e Park - Nothing new to report. A majority of the grading has been completed and the
fields have been seeded. The turf is doing really well and will be ready for next year soccer season in
the spring 2012. The paved trail is proposed to be completed around the perimeter of the park during
the upcoming 2011 construction season (most likely in August or September).
. City Hall Camnus Hockev Outdoor Hockev Rink - The building still has some exterior work that
needs to be completed. Jim Dickinson, City Administrator, has indicated that all work will be
completed by the Andover Fun Fest. Looks like we have some erosion going again due to the recent
heavy rain. Staff will be restoring washouts on the site once the bottom of the pond dry.
. Sonhie's Park - All the concrete work is has been completed. Public Works staff will be working to
complete the shelter this week. Basketball hoops, benches, restoration, etc. will be done also. The
reason for the delay on these items is that the playground area does not drain very well. Drain tile will
be installed now that the area has dried up. Public Works hopes to be done within the next couple
weeks.
. Hills of Bunker Lake West Park - Staff has been in contact with Connexus Energy about the
security light that will be installed at the park yet this spring.

. Skateboard Task Force (Van VarkIKowalewski) - Item is on the agenda,

. Prairie Knoll Park - Nothing new to report. We are still anticipating improvements yet this summer.
Staff will keep the Commission up to date when know when things will start happening. The City
Council has approved the location of the cell tower which will be located on the east side of the park
near Prairie Road and just north of the southeast field.
. Community Garden Plots - All garden plots have been sold out for the upcoming season for 2011.
. Do!! Park - Nothing new to report. To date, only one $100 donation has been received by the City
recently. Information about the dog park can be found at (http://andoverdogpark.com/)
. 2011 Events in City Parks or Facilities - At this point, the following activities are being checked
into by the following Commissioners:

INTRODUCTION
The Park and Recreation Commission is requested to continue discussing the Park
Comprehensive Plan and the Park CIP for playground equipment replacement.
DISCUSSION
At the last meeting, the Commission finished up review the remaining parks for possible
improvements (66 and City Hall Outdoor Hockey Complex). Now that all the parks have been
reviewed by the Commission, the Commission will need to review the updated list of
improvements one more time to ensure that no additional changes need to be made. Note: The
only outstanding item that will need to be discussed at a future meeting (most likely in July) is
the possibility of having a field with synthetic turf. Chairman Butler and staffwill give an update
as to where this discussion is going.
Note: The updated version of the future facilities plan will be presented at the meeting.
Also as a reminder, the Commission will also need to discuss the philosophy for the replacement
of playground equipment and renovations for rural and urban parks. Attached is the draft
philosophy that was prepared by Chairman Butler a few weeks ago.

The Park and Recreation Commission is requested to continue discussing draft Park
Comprehensive Plan (Park CIP) and the philosophy for the replacement of playground equipment

DRAFT City of Andover Park Development and Re-development Philosophy
Parks System Vision
The City of Andover aims to provide high quality parks that provide access to positive recreational
experiences that appeal to a broad range of its citizens.
Purpose of the Philosophv Statement
This philosophy statement is intended to translate that vision into gUidelines for achieving that goal in a
sustainable and fiscally responsible manner.
Relationship to Nearbv Countv/Rel!:ional Parks
In doing so, the city's goal for its parks system is not to duplicate opportunities already available through
nearby county or regional parks, but rather to complement those offerings, provide opportunities more
locally, or offer unique opportunities not available through existing county/regional parks.
Tvpes of Parks and Amenities Offered
The city recognizes several classifications of parks within its system as part of its park dedication study.
This philosophy covers the classifications of mini parks, neighborhood parks, and community parks,
Each of these park types can be located in a variety of areas within the city and therefore may be
developed or redeveloped differently depending on factors unique to each park such as neighborhood
density, population demographics, and resident interests as well as physical and environmental features
that may predispose them to being either active or passive parks.
Mini parks
Mini parks have a size of 2 acres or less and typically serve residents within ~ mile.
Mini parks located in areas with residential lot sizes of less than 1 acre may have amenities such as
children's play structures, picnic tables, and a half basketball court.
Mini parks located in areas where most residential lots exceed 1 acre in size will generally be developed
with similar features, but without children's play structures. There may be more modest children's play
equipment such as swings or small spring rides.
Neighborhood parks
Neighborhood parks have a size of 2 to 20 acres and serve neighborhoods usually within ]I, mile.
Neighborhood parks located in areas with residential lot sizes of less than 1 acre may have amenities
such as children's play equipment, picnic tables, small shelters, free skating rinks, and half or full
basketball courts.
Neighborhood parks located in areas where most residential lots exceed 1 acre in size will generally be
developed with similar features, but without children's play equipment. Exceptions to that guideline
may be made where playfields (such as baseball, soccer, etc.) exist where games are regularly played
and where families are likely to bring other children who will make extensive use of play equipment.
Community parks
Community parks are typically 25 to 50 acres and serve the entire city.
Passive use community parks, such as Kelsey Round Lake Park, are typically developed with trails or
paths and other amenities intended to maximize the ability of residents to enjoy the natural
environment of the park, typically without including sports amenities. Playground equipment may be
included only if a suitable location that does not detract from the natural beauty of the park is
identified.
Active use community parks, such as Sunshine Park, typically feature multiple play fields where games
are held regularly. These parks are considered prime locations for including amenities for families of
participants in those games to take advantage of other recreation opportunities, such as playground
equipment, basketball courts, etc.
Local Resident InDut on Neh!hborhood and Mini Parks
When neighborhood parks or mini parks are initially developed or redeveloped, input from local
residents will be obtained through two methods. First, the city will create an online survey assessing the
needs and interests of the local neighborhood for the types of amenities desired at the park. Second,
the parks commission, after reviewing survey responses, will hold a public hearing to solicit input from
any interested residents. The city will notify nearby residents by mail of the opportunity to participate
in the survey as well as the public hearing. In addition, the city will notify and the parks commission will
solicit the input of youth athletic associations that may be positively or negatively affected by the park
development or redevelopment.
