REGULAR PLANNING AND ZONING COMMISSION MEETING
August 10, 1976
MINUTES
The Regular Meeting of the Andover Planning and Zoning Commission was
called to order at 7:35 P.M. by Chairman Ken Orttel on August 10, 1976,
at the Andover Community Center, 1685 Crosstown Boulevard NW, Anoka,
Minnesota 55303.
Commissioners Present: Don Jacobson, Art Jaworski, Ralph Kishel (arrived
at 7:38), Ted Lachinski, and Larry Retzlaff
Commissioner Absent: Dave Jack
Also Present: Rex Stockwell, Mayor Richard Schneider, Park and Recreation
Chairman Jerry Lapham, and others

Motion by Commissioner Jacobson, seconded by Commissioner Retzlaff,
to accept the Minutes of July 27, 1976 as printed. Vote on motion:
yes - Chairman Orttel, Commissioner Retzlaff, Commissioner Lachinski,
Commissioner Jacobson; present - Commissioner Jaworski. Motion carried.
County Highway Building Site (Comm. #8-76-2)
Anoka County Commissioner Ed Fields, Anoka County Administrative Assistant
Dale Hinch, and Architect Roger Patch presented the County proposed plans
for a new highway department facility at Hanson Boulevard and Bunker
Lake Boulevard. The facility will be on County owned tax forfeited
land which has been planted with pine trees suitable for screening.
The Highway Department's savings for a new building is being used in
building an addition to the Court House, therefore Federal funding
will be requested for this project and they would like a letter from
Andover stating their approval of the proposed facility. Some of the
items mentioned with regard to the site were: red brick exterior;
sanding and salt shed; temporary sewage disposal system with sanitary
sewer, hopefully, within the next 5 years; water system especially
for their sprinkling system and perhaps an arrangement could be worked
out with the City for City water soon. The Commission expressed concern
over possible premature development of City sewer and water to the site
but were told there would be no problem. The County would be willing
to go with ponding, holding tanks or whatever the PCA or the City of Andover
required.

Motion by Commissioner Jacobson, seconded by Commissioner Jaworski,
that the Planning and Zoning Commission has reviewed the preliminary and
tentative plans presented, at it's meeting on August 10, 1976, by officials
of Anoka Highway Department concerning the storage and maintenance facility
in the City of Andover at the intersection of Hanson Boulevard and Bunker
Lake Road and based upon the materials presented, the Planning and Zoning
Commission is in favor of the basic idea of the facility and would suggest
to the City Council that if they wish, we are in concurrence for the
City Council to write a letter stating that the City is in favor of this
facility - subject to the final review of the final plans. Motion
carried unanimously.
The Plans were left at the City Hall for review pending action by the
City Council.
Grow Oak View Estates Continued Public Hearing (Comm. #7-76-1)
The developer of Grow Oak was not present. Engineer Stockwell advised
that the Grow Oak surveyors had not started on any of the revisions
to the plat yet. The Clerk was asked to send Mr. Bullick a copy of previous
minutes requesting widening of the road(s).

Barnes Rolling Oaks 2nd Addition Continued Public Hearing (Comm. #4-76-S)
Brad Wicklund called the City Office today and said he was waiting for
soil boring and percolation test information so would not be at this
meeting.
Cunningham Acres Sketch Plan (Comm. #8-76-1)
Brad Wicklund, who will also be handling this property, advised he didn't
have the sketch plan material ready for this meeting.
Round Lake Estates Preliminary Plat Public Hearing (Comm. #6-76-7)
Glenn Shaw of Programmed Land, was in the audience and advised that
James Lund, the developer, would be coming. The Commission discussed
the fact that the revised plat in their folders was received in the
City Office August 9, 1976, therefore no one had an opportunity to review
the plat. Particularly since this plat was revised a great deal from
the plat the Commission members received as "the Preliminary Plat".
Motion by Commissioner Jacobson, seconded by Commissioner Jaworski, that
the Planning and Zoning Commission not consider this plat tonight and
put it on the next agenda. After discussion, the motion was withdrawn
and the plat will be brought up again at the end of the meeting.

Ordinance 8 Amendment Public Hearing (Comm. #7-76-5)
Chairman Orttel opened the public hearing and told of the City Council
request for changes to the Ordinance.
Discussed Section 4.04 and changing the word "or" to "and". The Commission
all agreed to the change.
Discussed Section 3.02 (C) and (D) regarding adding the words I~ore"
or "less" before "5 acres". Also discussed Section 4.07 and Section 7.
After a lengthy discussion, the Commissioners all felt it was much more
complicated and there are a lot of problems that could arise from the
one word change. Motion by Commissioner Jacobson, seconded by Commissioner
Jaworski, to continue the public hearing to the next meeting. Motion
carried unanimously.
Round Lake Estates Preliminary Plat Public Hearing (Comm. #6-76-7)

Chairman Orttel opened the public hearing and advised James Lund of the
previous discussion regarding Ordinance requirements for submitting a
plat, etc. The Commission and Jerry Lapham, of the City Park Commission
briefly discussed the park designation and the park portion of a letter
(copy attached) from Rex Stockwell, T.K.D.A. dated August 10, 1976.
Allan Miles, 14607 - 7th Avenue, (one of the adjoining property owners)
asked for clarification on some of the engineering points in the letter
from T.K.D.A. and was advised that they will be covered at a later
date. Mr. Miles suggested that the new Planning and Zoning Commission
and Mr. Stockwell become aware of Bruce Hay's proposed trailer Court
on the adjacent property to the South and if the proposed Cree Street
in this plat was constructed, it would lead directly into Mr. Hay's
trailer court. He also mentioned that the County Highway plans for
C.S.A.H.#7 call for upgrading and perhaps Planning and Zoning should
check with them.
Commissioner Kishel was given copies of the plat to see that the County
Highway Department and Dallas Felegy, Shore land Zoning, review them.
Motion by Commissioner Jacobson, seconded by Commissioner Kishel, that
because of the time frame that we have had to look at this material,
the Planning and Zoning Commission has not had time to review it adequately
and based upon the letter we have had from Mr. Rex Stockwell, we would
request that the developer go back and make the necessary changes and
get those changes back to the Commission in time so that we can review
them and that we continue the public hearing until the next regularly
scheduled meeting date at which time we hope many of these things will
be taken care of. Motion carried unanimously.

Re: Round Lake Estates
Preliminary Plat Review

Commission Members:
We have reviewed the revised preliminary plat for Round Lake Estates
dated July, 1976 in accordance with Ordinance 10 of the City of Andover.
The proposed subdivision consists of approximately 103 acres and is
located on the West side of Round Lake. The following are our comments
regarding the proposed plat:

1. The subdivider is not the owner of the property to be subdivided.
Ordinance 10 requires that the developer submit the written consent of
the owner to the subdivider of the property.
2. A North arrow designated true North should be shown on the preliminary
plat.
3. The total gross area to be subdivided should be indicated to the
nearest 0.1 acre.
4. The width and type of surfacing of C.S.A.H.#7 should be noted.
5. All existing utilities including, but not limited to, telephone,
electric, and gas shall be shown on the preliminary plat.
6. Two streets within the proposed plat have been incorrectly named
in accordance with the City Community Plan. Proposed Eldorado Street
should be named Guarani Street and Cree Street should be named Blackfoot
Street.
7. All setback widths should be noted on the plat. These widths are
as follows:
Front yard setback - 40 feet
Side yard setback (along interior lot lines) - 10 feet
Any yard setback (along C.S.A.H.#7) - 50 feet
Side yard setback (along City Streets) - 3D feet
Rear yard setback - 50 feet

.' 8. Proposed use of lots - Single family residential.
9. Ordinance 10 prohibits outlots within plats. The proposed outlot
should be dedicated as public park land or included with adjoining lots
within the plat.
10. The Commission should consider the extension of proposed Cree Street
(Blackfoot Street) to the south limits of the plat. This street extension
will provide for the extension of roadways as property south of the
plat develops.
11. The majority of the proposed park land is designated as wetland
during wet seasons of the year. The City Park Board has considered
accepting the proposed park land and constructing a foot bridge to the
island noted on the plat. The City should be careful to assure that the
proposed walkway will begin and terminate on dry land so access will
always be available to the island included in the park.
12. The developer plans to dedicate a half street for l49th Avenue NH.
The remaining half street is proposed to be donated by Programmed Land,
Inc., from proposed Eldorado Street (Guarani Street) to the East. The
donation of street right-of-way by Programmed Land, Inc., should extend
to the property owned by Jerome P. Lapham to allow for a future extension
of the roadway to C.S.A.H.#7.

13. The proposed plat is located on the shore of Round Lake. Without
a Shore land Zoning Ordinance, we recommend that the plat be submitted
to and reviewed by Dallas Felegy prior to acceptance.
14. Soil boring and percolation tests will be required for the subdivision.
The test locations will be selected by the Engineer and must be submitted
in report form. Following the soil boring investigations, minimum basement
floor elevations can be indicated on the proposed plat.
15. The developer proposes to construct a cul-de-sac on l49th Avenue
NW terminating in Lot 1, Block 5. The remaining portion of the street
to the park land must also be constructed. He would recommend relocating
the proposed cul-de-sac at the East line of Lot 1, Block 5. This will
provide better access to the park and turn around for people visiting
the park.
We will review this letter with the Planning and Zoning Commission at
the August 10, 1976 Meeting.
