INTRODUCTION
This item is in regard to considering an application for scheduled use of recreational
facilities from the Christian Youth Softball League.
DISCUSSION
Attached is the application. The church group is requesting to use Hills of Bunker Lake
West Park and Rose Park on Sundays starting June 19th thru August 7th from 2 pm to 7
pm. The group has used the city parks in the past and there have been no issues.
Staff has discussed the use with Andover Baseball Association (ABA) and they have no
issues with the group using the fields even though ABA is scheduled for use on Sunday's.
ACTION REOUESTED
The Park and Recreation Commission is requested to approve the application as
requested by Christian Youth Softball League.

It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may
be used to determine field allocation (see attached). Facility requests submitted by the due date

first-come. first-served basis if facilities are available. the sequencing of scheduling will be
considered with City youth associations having first priority.

INTRODUCTION
The Park and Recreation Commission is requested to consider approving the 2011 Tournament
Application as requested by the Andover Baseball Association (ABA).
DISCUSSION
Attached for your review is the application that has been submitted by the Andover Baseball
Association for a tournament for June 24-26, 2011 Andover Station North Ball Field Facility
(west and middle fields). In reviewing the current schedule, there are no conflicts and staffwould
recommend approval.
Note: Jason Saulsbury of ABA is aware of the use by the 2 men's baseball teams on Sunday
nights and it should not be any issues or conflicts.
ACTION REOUlRED
The Park and Recreation Commission is requested to approve the 2011 Tournament Application
as requested by the Andover Baseball Association.

Note: If your organization schedules 2 fields and uses additional fields the organization will be charged double the field usage
fee for each additional field plus an administration fee of 10% penalty.
SPECIAL REQUEST SECTION Check the following boxes if applicable.
(] If you need to use the Cushman, there will be a fee of $50.00 per day and $350 refundable damage deposit. It will be
necessary to pay the necessary fees 1 week prior to the tournament. Training for the Cushman by the Public Works
Department will be necessary prior to any use.
(] List any special instructions necessary for the Public Works Department so arrangements can be made prior to the
tournament. (Example: Include the location/distance of pitching rubbers and/or base locations.)
All requests for tournaments must be submitted by December 15. The application will be considered by the Park & Recreation
Commission at the first Thursday meeting in January. Any tournament application after that will be on a space available basis
and must be submitted at least eight weeks prior to the tournament date. A penalty of 50 percent of the field usage fee will be
assessed for applications made less than eight weeks prior to the tournament date. All fees must be submitted with the
application no later than eight weeks prior to the tournament date. For any late application, the late fees must also be submitted
with the application, including the penalty fee. Late applications must be approved by the Park and Recreation Commission at
least two weeks prior to the date of the tournament. The sequencing of scheduling will be considered with City Youth
10ciations having first priority.
A $500.00 damage deposit fee (or $250.00 deposit fee for non-profit organizations) is due eight weeks before the tournament
date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The $500.00
(or the $250.00), less any money for damages, will be returned after inspection by the Public Works Parks Department
Supervisor.
* If the tournament organization is requesting a Non-Intoxicating Liquor License, it will be necessary to request Attachment A.
The City Council has adopted the following refund policy:
"Fees for tournaments shall be paid no later than eight weeks prior to the tournament date. If the tournament is cancelled,
neither the Tournament Fee, Field Usage Fee nor the Non-Intoxicating Liquor License Fee will be returned. In the event that
another sponsor requests the use of the facilities after a tournament has been cancelled, the new sponsor must pay the full
amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City."

. The City reserves the right to cancel or delay usage of the fields due to weather, field conditions, etc.
. During the months of May & June, no more than three consecutive weekend tournaments in a row will be allowed.

DISCUSSION
Attached is the application from the Andover Skate Park Association. They have
requested to use the skate park at Sunshine Park for skate board competition during the
Andover Fun Fest Activities starting at 5 pm on Saturday, July 9th.
Note: The required Certification of Insurance has already been provided by the applicant.

SUBJECT: 8. Update Skate Park Improvements/OS-08, Cont.

INTRODUCTION
This item is an update in regards to the status of the skate park.
DISCUSSION
Listed below is the update:
. Skate Dark rules. Staff is working with Sign Station to have the sign made. The sign should be
done by the end of May.
. Fund raisin!! efforts. The Task Force has been looking at various ways to raise funds for
additional equipment. An update will be provided at the meeting by the Commissioners.
. Skate Dark ooenin!! and other events. Depending on the delivery of the skate park equipment,
the Grand Opening for the skate park is still scheduled for Thursday, June 23rd at 6 pm. The skate
board competition is still schedule for Saturday, July 9th at 5 pm which is part of the planned
activities for the Andover Fun Fest. A skate board camp is scheduled for Wednesday, July 20th
from 5 pm - 8 pm. Commissioner Van Vark is coordinating these events.
. Skate Dark construction activities and the assemblv of the eauioment. The concrete slab and
sidewalks are now complete. The Parks Department maintenance personal have been working on
the restoration on and off the past week. Because of the Joplin, MO tornado, the delivery of the
equipment may be on hold for a bit as we are sure that American Ramp Company personal one
way or another has been affected by tornado. The delivery of the equipment was planned for
June 9th.

. Hawkrid!!e Park - Nothing new to report. A majority of the grading has been completed and the
fields have been seeded. The turf is doing really well and will be
ready for next year soccer season in
the spring 2012. The paved trail is proposed to be completed around
the perimeter of the park during
the upcoming 2011 construction season (most likely in August or September).
. Citv Hall Camous Hockev Outdoor Hockev Rink - The building still
has some exterior work that
needs to be completed that will be done yet this spring once the
weather is good. Building Department
is responsible for overseeing the completion of the building. Looks
like we have some erosion going
again due to the recent heavy rain. Staff will be restoring washouts
on the site. Staffhas contacted the
hockey association about cleaning litter around the rinks and building.
. Soohie's Park - All the concrete work is has been completed. The only item that needs to be
completed is the shelter which should be done sometime in June.
. Hills of Bunker Lake West Park - Staff has been in contact with Connexus Energy about the
security light that will be installed at the park yet this spring.
ON-HOLD PROJECTS-
. Hartfiel's Park- The project is on hold until the property owner considers their option, but the city
at
this time does not have the funds to buy the property.

. Prairie Knoll Park - Nothing new to report. We are still anticipating improvements yet this summer.
Staff will keep the Commission up to date when know when things will start happening. The City
Council has approved the location of the cell tower which will be located on the east side of the park
near Prairie Road and just north of the southeast field.
. Community Garden Plots - All garden plots have been sold out for the upcoming season for 2011.
Planting has started as of May 7th.
. Do!! Park - Nothing new to report. To date, only one $100 donation has been received by the City
recently. Information about the dog park can be found at (http://andoverdogpark.com/)

INTRODUCTION
The Park and Recreation Commission is requested to continue discussing the Park
Comprehensive Plan and the Park CIP for playground equipment replacernent.
DISCUSSION
At the last meeting, the Commission reviewed parks 37 thru 65. There are 2 additional parks that
were not discussed at the last meeting and are new to the parks system since 2006. Park 66 is
Hickory Meadows and the other facility that needs to be included in the study is the City Hall
Outdoor Hockey Facility.
Also as a reminder, the Commission will also need to discuss the philosophy in reviewing the
replacement of playground equipment and renovations for rural and urban parks. This will be
discussed at the next meeting which is scheduled for June 16th along with the draft of the future
improvements that have been recommended by the Park Commission.
ACTION REQUIRED
The Park and Recreation Commission is requested to continue discussing Park Comprehensive
Plan and the Park CIP for playground equipment replacement.
