INTRODUCTION
This item is in regard to considering an application for scheduled use of recreational
facilities from the Andover Basketball Summer League.
DISCUSSION
Attached is the application from the Andover Basketball Summer League. They have
requested to use the basketball court at Sunshine Park for the upcoming summer on
Wednesday's starting on June 15th thru August 31 st from 10:00 am to noon.
ACTION REQUESTED
The Park and Recreation Commission is requested to consider approving the application
as requested by the Andover Basketball Summer League.

It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may
be used to determine field allocation (see attached). Facility requests submitted by the due date
with this completed form will be given the highest priority. Subsequent requests will be filled on a
first-come, first-served basis if facilities are available. The sequencing of scheduling will be
considered with City youth associations having first priority.

INTRODUCTION
This item is in regard to consider a request by the Andover/MV Mustangs 35+ Amateur Baseball
Team to play 9 games at Andover Station North Ball Field Facility.
DISCUSSION
Attached for your review is the application that has been submitted by the Andover/MV
Mustangs 35+ Amateur Team to play games on the following days: June 3, 19, & 26; July 22 &
24 (2 games); August 5, 7, & 14. The total fee for the use of the fields is $280 based on 2 hour
games. The team has made arrangements with Andover Baseball Association to use either the
west or middle field at ASN on these dates.
ACTION REQUIRED
The Park and Recreation Commission is requested to consider the Application for Scheduled Use
of Recreational Facilities as requested by the Andover/MV Mustangs 35+ Amateur Team.

I figured out your fee based on the game days. The fee I would be as follows:
. June 3 - $35 for 2 hours (the second hour would be $20 for lights)
. June 19 - $30 for 2 hours
. June 26 - $30 for 2 hours
. July 22 - $35 for 2 hours (the second hour would be $20 for lights)
. July 24 - $60 for 4 hours
. August 5 - $30 for 2 hours
. August 7 - $30 for 2 hours
. August 14 - $30 for 2 hours
Total would $280
If you plan to use the fields for practice, you would be also responsible to pay that fee also but I did not the days that
you are considering.

SUBJECT: 6. Update Skate Park Improvements/OS-08, Cont.

INTRODUCTION
This item is an update in regards to the status of the skate park.
DISCUSSION
Listed below is the update:
. Skate park rules. Staff will provide an update as to the status for the approval of the rules. City
Council was reviewing them at their meeting of May l7tb..
. Fund raisin!! efforts. The Task Force is looking at various ways of raising funds for additional
equipment and will update the rest of the Conunission at the meeting. Note: Staff is also
suggesting the Conunission that funds need to start being set aside for not only the replacement
of the half pipe but for other park equipment, trails, shelters, fencing, etc. in all the other parks.
. Skate park openin!! and otber events. Grand Opening for the skate park is scheduled for
Thursday, June 23rd at 6 pm. The skate board competition is schedule for Saturday, July 9tb. at 5
pm which is part of the planned activities for the Andover Fun Fest. A skate board camp is
scheduled for Wednesday, July 20tb. from 5 pm - 8 pm. Conunissioner Van Vark is coordinating
these events.
. Skate park construction activities and the assemblv of the equipment. The concrete has been
poured as of this past Monday for skate park slab. The sidewalks were poured the following day.
The restoration of the site will be done within the week or two by the Public Works Parks
Department. As far as the delivery of the equipment, staff has been contact with American Ramp
Company (ARC). It looks like the first or second week of June for delivery and setup. ARC had
other jobs that have been lined up prior to us conunitting to them when the slab would be ready.

SUBJECT: 7. Discuss 2012-2016 Parks Capital Improvement Plan, Cont.

INTRODUCTION
The Park and Recreation Commission is requested to continue discussing the 2012-2016 Parks
Capital Improvement Plan (CIP).
DISCUSSION
Attached is a projected fund balance sheet that was prepared by the Finance Department for your
use. The Commission should pay attention to the status of 20 11 end of the year balance which is
estimated at this time to be around $138,80S. Based on the discussion from the last meeting, the
Commission did request staff to discuss the possibility of projects that should be considered in
2012. After some discussion with the Parks Maintenance Department and the Director of Public
Works it is recommended the Commission consider two projects. They are as follows:
. Sunshine Park West Parkin!! Lot. As you know half of the parking is currently paved
and the other half is gravel. This park is one of the main parks in the city and is used
pretty much on an everyday basis as parking lot year round. The estimate to complete this
is about $35,000.
. Prairie Knoll Park Buildin!! Exoansion - This is another project that staff feels would
be beneficial to the community. The existing warming house section of the building is
small and needs to be expanded to accommodate the high use by the hockey association,
the rink rat hockey players when the rink is not scheduled by the association, the free
skaters and individuals that are using the sliding hill. If you have not been in the building
during the hockey season, there really is not enough room for 1 team and usually there is
some overlap of teams that makes it really tough and challenging to make room for the
second team. The estimated cost to expand the west end of the building is $32,500. Note:
The footings are already in place for the potential expansion of the building. If the
Commission is interested and is recommending moving forward with the expansion, staff
would make contact to see what kind of donation could be made by the hockey
- -------------
association for either labor and/or materials. Without a donation oflabor and/or materials,
the estimated cost of the expansion is $32,SOO.
Just as a reminder, there are some parks that still need access to meet ADA requirements such as
Pleasant Oaks and Rose Parks.
Also keep in mind the Public Works Parks Department has expressed concern in the past that
some of the parks need to be updated with a paved surface parking lot. Besides Sunshine Park
that needs to be paved, Prairie Knoll Park also has been mention over the past couple years by
Parks Department as a concern since the park is being used as a year round facility.
BUDGET IMP ACT
Depending on what the Commission would like to recommend for projects, the Finance
Department has indicated to the Public Works Department that the Ending Funding Balance
should for each of the 5 years have a minimum positive balance of $SO,OOO.OO or more.
ACTION REQUIRED
The Park and Recreation Commission is requested to continue discussing the 2012-2016 Parks
Capital Improvement Plan.

fields have been seeded. The turf is doing really well and will be ready for next year soccer season in
the spring 2012. The paved trail is proposed to be completed around the perimeter of the park during
the upcoming 2011 construction season (most likely in August or September).
. City Hall Campus Hockev Outdoor Hockev Rink - The building still has some exterior work that
needs to be completed that will be done yet this spring once the weather is good. Building Department
is responsible for overseeing the completion of the building. Staff will be restoring washouts on the
site. Staffhas contacted the hockey association about cleaning litter around the rinks and building.
. Sophie's Park - Nothing new to report. The playground equipment has been installed along with the
bituminous surface for the basketball court. The shelter posts are in and the completion of the shelter
will be worked over the next few weeks after the YMCA is done. The rest of the items (restoration,
sidewalk, etc.) will be worked on over the next couple weeks now that the road restrictions are off,
ON-HOLD PROJECTS-
. Hartfiel's Park- The project is on hold until the property owner considers their option, but the city at
this time does not have the funds to buy the property.
. Hills of Bunker Lake West Park - Item is on the agenda.

. Hidden Creek North Park - It looks like at this point the Clear Wireless internet service will not be
moving forward at the park. This will be removed from the issues list.
. Rose Park (Water Tower #1) - Installation of Clear Wireless internet service has been completed,
. Shadowbrook East Park and Andover Station North - It looks like at this point the Clear Wireless
internet service will not be moving forward at the park. This will be removed from the issues list.
. Prairie Knoll Park - It looks like this will start to move forward for some the improvements yet this
summer, Staff will keep the Commission up to date when know when things will start happening. The
City Council has approved the location of the cell tower which will be located on the east side of the
park near Prairie Road and just north of the southeast field.
. Communitv Garden Plots - All garden plots have been sold out for the upcoming season for 2011.

INTRODUCTION
The Park and Recreation Commission is requested continue to discussing the Park
Comprehensive Plan and the Park CIP for playground equipment replacement.
DISCUSSION
At the last meeting, the Commission reviewed parks 20 thru 36. Please bring your Park and
Recreation Commission Information Packet. The information that the Commission will continue
reviewing is in Tab F (2006 Existing and Future Park Facilities Chart) starting with Park 37
(Creekview Crossing Park).
The Commission will also need to discuss the philosophy (if there is time available at the end of
this item) in reviewing the replacement of playground equipment and renovations for rural and
urban parks. Chairman Butler provided a draft of his thoughts couple meetings ago. Please
review draft and bring your comments to the meeting so the Commission can discuss them.
Kevin Starr, Public Works Parks Maintenance Supervisor, will also be at the meeting to
participate in the discussion.
ACTION REQUIRED
The Park and Recreation Commission is requested to continue discussing Park Comprehensive
Plan and the Park CIP for playground equipment replacement.
