INTRODUCTION
The Park and Recreation Commission is requested to consider a security light at Hills of
Bunker Lake West Park.
DISCUSSION
Attached are the following items for your review:
. A letter dated April 25, 2011 from the City of Andover that was sent to property
owners that live adjacent to the park inviting them to the meeting to discuss this
with the Commission.
. Copy of the Park Commission meeting minutes and agenda item from July 15,
2010 which was the last time this was discussed by the Commission.
BUDGET IMPACT
The estimated cost to place a light at this location in 2006 was $4656.00. If the
Commission would like to install a light, the cost of the light would need to be paid from
the 2011 miscellaneous funds that are available.
ACTION REOUESTED
The Park and Recreation Commission is requested to consider installing a security light
at the Hills of Bunker Lake West Park

Dear Owner/Occupant:
You are invited to attend a Park and Recreation Commission meeting
that has been scheduled for Thursday, May 5, 2011 @ 7 pm at Andover
City Hall to discuss the possibility of installing a security light in the
Hills of Bunker Lake West Park. Notifications have only been sent to
property owners that live adjacent to the park. Others that live in your
neighborhood are certainly welcomed to participate in the discussion.
Due to some concerns that have been raised over the past year or two in
regards to vandalism to park equipment, the Commission has requested
staff to contact residents to discuss the possibility of installing a
security light.
If are unable to attend the meeting, feel free to send me an e-mail at

UPDATE REGARDING DOG PARK (S)
Mr. Haas explained that this item is in regard to a request by a resident for the City to

owned property.
Mr. and Mrs. Frisby, 14555 Jay Street NW, updated the P Commission on how things
went at the Andover Fun Fest and the interest generat y the website. They made a
presentation on possible locations for the dog par . Andover.
Chair Butler thanked the Frisby's for the entation and thought the options they laid
out made a lot of sense.
Commissioner Kowalewski s d the only concern he would have is the areas they will
be in because the fields tilized quite a bit during the spring and could be a distraction
to the ball players an ould become hazardous. He indicated he did like the idea of the
dog parks.
Commis er Hupp stated he was very impressed with the presentation. He stated he
like e ideas of some of the parks suggested but the clearing of the park areas concerns
. He thought Eveland Field would be better because they have high grass and would
not need to be cleared. He was also concerned about parking issues at the park that
would be used. He stated he also liked the website and it was very informative.
Commissioner Lindahl recommended this be moved to the next meeting to allow the
Commissioners to review the different parks.
CONSIDER SECURITY LlGHT/HILLS OFBUNKER LAKE WEST PARK
Mr. Haas explained that the Park and Recreation Commission is requested to consider
installing a security light near the existing parking lot and playground equipment for the
Hills of Bunker Lake West Park.
Chair Butler stated they have taken some of these down in the past year and they need to
decide what their standard is for where they are going to put in security lights.
Commissioner Ramnath stated the park is quite heavily used and he does see vandalism
there and could see the need for it and the reason why the neighbors would want one. It
would be a good investment for the park. He thought a security light would deter
vandalism and problems. He noted there is increased police patrol in that area.

Commissioner Lindahl stated they would need to be cautious on where they place the
light because it could be a problem for some residents and not for others.
Commissioner Hupp stated he had a hard time justifying the expenditure for one 100-watt
bulb security light in the park. It was noted the expense was for the installation of the
security light. Commissioner Hupp stated the cost to benefit ratio was not there.
Chair Butler stated the $5,000 was not going to determine whether they were going to do
another project of not. He wanted to know if installing a security light in the park would
deter vandalism and problems and if it would then it would be wise to' have one installed.
Chair Butler asked if a letter cold be sent to the neighbors by the park fell their input
regarding this. Mr. Haas indicated they could do this.
Commissioner Van Vark thought they could also have a deputy give their professional
recommendation on what advantage a light would provide. He also wondered if there
was a neighborhood association that could contribute to the cost of the security light.
Commissioner Lindahl stated he would like to identify in the letter that vandalism has
happened in the park and as parents to watch out for problems. Theyneeded to make the
residents more aware.
Motion by Miskowiec, seconded by Kowaleski, to table this item for more information to
be reviewed at the next Park Commission meeting.

INTRODUCTION
The Park and Recreation Commission is requested to consider installing a security light
near the existing parking lot and playground equipment for the Hills of Bunker Lake
West Park.
DISCUSSION
Staff did receive a call from one the residents recently that lives in Bunker Lake Village
development (which is located to the west adjacent to the park) concerned with
vandalism that has occurred at the park (one of the spring rides was spray painted).
The city has also has had other vandalism to the park in the past such as damage to
the neighbors fence, vehicles doing donuts in the parking lot and portable bathrooms
being tipped over. Also at times vehicles are parked after hours in the park and have to
be chased away by the deputies. Just as a reminder, the parks are officially close at 11
pm.
Budqet Impact
The estimated cost to place a light at this location in 2006 was $4656.00. The cost of
the light would be paid from the park funds.
ACTION REQUESTED
The Park and Recreation Commission is requested to consider installing a security light
at Hills of Bunker Lake West Park.

Our backyard abuts the Hills of Bunker West Park. We would strongly support a security light at the park. We believe it
would definitely help deter some of the loitering, littering and vandalism that seems to be occurring more often the last

INTRODUCTION
This item is an update in regards to the skate park.
DISCUSSION
Commissioners Van Vark and Kowalewski recently met on April 26, 201 I to discuss the status of a few
items regarding the skate park.
The items that were discussed by the Skate Park Task Force are as follows:
. Skate Dark rules. The Task Force has reviewed the proposed rules (see attached) and is
recommending approval. Staff has also included a shorter version that was recently submitted by
one of the City Council members. The Park Commission will need to determine if adjustments
should be made and make a recommendation which will be presented to the City Council at the
May 17Th meeting for their review and approval. Staff wants to make sure that before a sign is
made that everyone is on board with the rules. The sign will be made by others and the cost will
be around $400. This would be funded from the skate park allocated fund that has been approved
by the City Council. Also a couple other things should be mentioned that was brought up by one
of the other Council members. Rule 2 and 5 seemed to contradict each other. Also the other
question that has been raised is should roller skates be allowed on the equipment. In reviewing
the League ofMN Cities Risk Management information on skate parks, roller skates are not
addressed and the League does require personal protective equipment. Attached is the skate park
information and loss control guidelines.
. Fund raisin!! efforts. The Task Force is looking at various ways of raising funds for additional
equipment and will update the rest of the Commission at the meeting. Note: Staff is suggesting
the Commission that funds need to start being set aside for not only the replacement of the half
pipe but for other park equipment, trails, shelters, fencing, etc. in all the other parks. StaffwiII
discuss this furtheT at the meeting.
. Skate Dark oDenine and other events. Grand Opening for the skate park is scheduled for
Thursday, June 23rd at 6 pm. The skate board competition is schedule for Saturday, July 9Th at 5
pm which is part of the planned activities for the Andover Fun Fest. A skate board camp is
scheduled for Wednesday, July 20Th from 5 pm - 8 pm. Commissioner Van Vark is coordinating
these events.
. Skate Dark construction activities and tbe assemblv of the eQUiDment. The preconstruction
meeting was held this past Monday. Now that road restrictions are now off, the contractor can
start on the slab and sidewalks that need to be constructed. The slab for the skate park area will
be done by May 20Th. Restoration will most likely begin soon after the concrete is placed. The
equipment is being manufactured and should be close to being done. Delivery will be soon after
the concrete has been poured. If all things work out hopefully the end of Mayor early June the
equipment should be delivered and installed.
ACTION REQUIRED
The only action that is necessary is the approval of the proposed skate park rules.

1. This is unsupervised skate park and it is free of charge.

move the injured person and all skating on that ramp shall cease
immediately and call 911 for emergencies.
7. Only one skateboarder is permitted on a skateboard at a time.
8. No spectators allowed in the skating area unless supervising a
participant.
9. No motorize vehicles or bicycles, scooters, roller skates (in-line skates
are acceptable), alcohol, tobacco products or drugs are permitted in
this facility.
10. Food or drinks are not allowed on the skating services.
11. Improper language and/or music will not be allowed. Anyone
showing disrespect or is found using improper language and/or music
will be asked to leave.
12. Help keep the skate park clean! Put litter in the trash containers
even if it is not yours.
13. The City of Andover reserves the right to revoke t~e use of the skate
park to individuals who violate the rules and regulations of the skate
park. Otherwise the City has the right to close the park at any time.

Information & Loss Control Guidelines
This memo offers general information on skateparks, as well as loss cDntrol recommendations
and requirements for liability coverage through the League of Minnesota Cities Insurance Trust
(LMCIT).
Skatepark Definition
A skatepark provides artificially constructed structures for a skater to practice in-line skating and
skateboarding. Constructing a skatepaTk may:
. Reduce conflict between youth and authorities.
. Reduce damage to public and private property.
. Provide a safe place to enjoy the sport.
To ensure skaters will use these facilities, it is important for local governments to work with local
skaters in developing a facility and to adopt ordinances that ban skating in places other than the
skatepark.
Possible Skatepark Features
Half-pipe Structures
This equipment is shaped like a U and typically ranges from two to ten feet high. A half-pipe
purposely does not have a staircase to the platform area so unskilled skaters are deterred from
using the structure.
Bowl Structures
Bowls are pilings driven into the ground with clay packed around to form hills and valleys that are
covered with concrete or asphalt. They might also be stand-alone fiberglass flume type bowls. A
bowl looks like a large empty swimming pool with rounded edges and moguls contained inside.
Street Skating Structures
Equipment such as rails, a "fun box", and the "pyramid", reflect obstacles actually found on the
street and are often more interesting to skaters. These structures can rapidly deteriorate with use so
it is important to inspect regularly and budget for ongoing maintenance.

Skatepark Ownership
Local governments have a number of options regarding the ownership of skateparks, including:
. The city builds the skatepark and operates it as part of its parks and recreation department.

Tier 2 skateparks have:
. Features greater than48 inches in height;
. Pyramids greater than 6 feet in height; or
. Bowls greater than 6 feet in depth.
Additional premium in the range of$2,500 to $7,500 is charged and is based on the size, type and
number of features.
LMCIT requires aU the Tier 1 recommendations as weU as the folJowing:
. Fencing and/or other appropriate security measures are in place to control access to the
park when it is not in operation.
. Adequate, on-site supervision of the park is present during all park operating hours.
. "Waivers of liability" are signed by park users if they are age 18 or older. For park users
under age 18, waivers are signed by the user's parent or legal guardian.
. An accident report is completed by a city employee assigned to the skatepark following any
accident or injury occurring at the facility.
Skate park Development
Below are five important items to consider:
Environmental Controls
Proper assembly and installation oframps and other equipment are crucial for structural integrity
and overall safety. A great deal of information about ramp and park design is available online. In
addition, there are both national and state skate board associations that are potential information
resources for a city interested in developing a skatepark.
It is important that installation of equipment be done in accordance with the manufacturer's
instructions and be carefully inspected before its first use. The manufacturer's assembly and
instaIJation instructions and related materials should be kept in a permanent file.
Supervision
Adequate staffing - a sufficient number of well trained employees - is a must for the safe operation
of a Tier 2 skatepark. At least one employee with sufficient knowledge of skateboarding and inline
skating to enable himJher to review and determine the skill level of park users should be present
during all hours the park is open.
Because injuries at skateparks can be severe, there should be a written emergency plan and staff
members should receive training on that plan as well as on general park safety rules and facility
operations. In addition to having employees trained in CPR and first aid, the following is to be
readily available:
. A telephone or radio communications to emergency services;
. A complete medical first-aid kit on premises;
. Ice packs and sanitary towels; and
. Enforcement of skaters wearing personal protective gear.

Facility Rules and Sign age
Proper signage and rules posted in a visible area can reduce the risk of injury to participants and
spectators. Signage must be easy to read and should be accompanied by visual symbols, and
wherever necessary, translated into the language ofthe community.
Information on skatepark signage should include, but need not be limited to:
. Operating hOUTS and admission.
. Possible age limits and skill level requirements.
. Behavior or conduct expectations.
. Requirement that skaters use personal protective and safety equipment.
. Degree of difficulty on various skate runs.
. The city's right to revoke skating privileges of skaters who do not follow the rules.
Maintenance and Safety Inspections
Injuries to skaters are more likely to be caused from inadequate structure and park maintenance
than from skating activities. To help prevent such injuries cities must conduct regular safety
inspections, follow repair programs, and train staffto identify hazards at the park. The more
advanced the skatepark, the more frequent safety inspections should be.
Personal Protective Gear
Skaters should be required to wear safety equipment at all times. Most of the protective gear
currently on the market is not subject to performance or safety standards, so careful selection is
necessary. It is important that the equipment fits properly and does not interfere with the skater's
movement, vision or hearing. Such equipment typically includes, but is not limited to: a helmet,
knee and elbow pads, flexible wrist guards, and proper shoes.

Coverage Checklist
The following is a checklist of requirements needed to receive and maintain LMCIT coverage.
This section of the list applies to BOTH Tier 1 and Tier 2 facilities:
o Skaters are required to wear personal protective equipment such as a helmet, wrist guards,
elbow and knee pads, and proper shoes. This requirement is posted on a sign (Tier 1) or both
posted and enforced by city staff (Tier 2).
o Facility rules and safety guidelines are posted in a conspicuous location.
o Periodic security inspections are conducted by city personnel (law enforcement, park and
recreation supervisor, etc.) to ensure skatepark rules are being observed.
o Any skatepark feature, including bowls or pyramids, that are 48 inches or higher has a safety
guardrail on the back or corner to help prevent falls. The guardrail is designed so use as a
skatepark feature is discouraged and no entrapment hazards exist.
o Skaters are not allowed to bring in their own ramps, handrails, or other structures that could be
used to perform stunts.
o There is documentation of a formal maintenance program for the skatepark.
o Tier I - The facility is inspected frequently to identify potential hazards.
o Tier 2 - The facility is inspected each day of operation to identify potential hazards.

INTRODUCTION
The Park and Recreation Commission is requested to consider the renaming of Grow Oak View
Park.
DISCUSSION
As mentioned at the last Commission, there was interest by the members to consider renaming
Grow Oak View Park to Martin Meadows Park since the open space property to the east has been
named Martin Meadows.
Grow Oak View Park was dedicated as park as part of the Grow Oak View Estates plat. For those
Commission members that are not familiar with the area, the property is a very scenic with lots of
difference in elevation. The Commission did mentioned at the last meeting that at this point
nothing major was planned for improvements except for items such as benches, signage, picnic
tables, possibly a board walk and a fishing pier.
Attached is an aerial photo of the area which includes the open space property.
ACTION REOUIRED
The Park & Recreation Commission is requested to consider the renaming of Grow Oak View
Park.

INTRODUCTION
The Park and Recreation Commission is requested to discuss the 2012-2016 Parks Capital
Improvement Plan (CIP).
DISCUSSION
It is that time of the year to begin discussing the 2012-2016 Parks CIP. The ClP development
calendar is attached for your review. The target date for draft CIP is June 3rd. Also attached is a
projected fund balance sheet that was prepared recently by the Finance Department for your use.
The Commission should pay attention to the status of 20 11 end of the year balance which is
estimated at this time to be around $138,805. The Commission should discuss if there is a project
that you may want to consider a project for 2012 or hold off for a larger project could be done in
2013. Attached are the parks from the 2011-2015 CIP that the Commission has been interested in
irrigating. Note: At the bottom of the projected fund balance sheet, there are 3 projects that are
listed that have been in the CIP in the past but were removed due to other projects that have come
up (such as Hawk Ridge Park). The Commission may want to reconsider these as potential CIP
projects.
There are some parks that still need access to meet ADA requirements such as Pleasant Oaks and
Rose Parks.
There are a number of parks that do not have security lights. At this point there is only 1 park
(Hills of Bunker Lake West Park) in the past couple years that has been discussed by the Park
Commission for a security light. Also keep in mind the Public Works Parks Department has
expressed concern in the past that some of the parks need to be updated with a paved surface
parking lot. These parks include Prairie Knoll Park and Sunshine Park west parking lot
expansion that was constructed couple years ago with gravel.

BUDGET IMP ACT
Depending on what the Commission would like to recommend for projects, the Finance
Department has indicated to the Public Works Department that the Ending Funding Balance
should for each of the 5 years have a minimum positive balance of $50,000.00 or more.

Improvement Plan.

needs to be completed that will be done yet this spring once the weather is good. Building Department
is responsible for overseeing the completion of the building. Staff will be restoring washouts on the
site. Staff has contacted the hockey association about cleaning litter around the rinks and building.
. Sonhie's Park - Nothing new to report. The playground equipment has been installed along with the
bituminous surface for the basketball court. The shelter posts are in and the completion ofthe shelter
will be worked over the next few weeks. The rest of the items (restoration, sidewalk, etc.) will be
completed as soon as road restrictions are off.
ON-HOLD PROJECTS-
. Hartfiel's Park- The project is on hold until the property owner considers their option, but the city at
this time does not have the funds to buy the property.
. Hills of Bunker Lake West Park - Item is on the agenda.
TASKFORCE UPDATES-
. Skateboard Task Force (Van VarkIKowalewski) - The Task Force met on April 26 to discuss a

OTHER ITEMS OF INTEREST -
. Hidden Creek North Park and Rose Park - Nothing new to report, The City Council has approved
the installation of wireless internet service tower at both locations. Installation of the wireless internet
services (Clear Wireless) has been completed at Rose Park on the water tower. Note: Staff has been
recently notified that the tower at Hidden Creek North Park and Water Tower #2 are on hold until
further notice, Clear Wireless is focusing their efforts trying to complete service towers that are under
construction in other communities to get the system operational.
. Shadowbrook East Park and Andover Station North - Nothing new to report. Clear Wireless has
received approval from the City Council for the installation of the wireless internet service at
Shadowbrook East Park. Clear Wireless has also received approval for the installation of the wireless
internet service at Andover Station North facility, Again both of these locations on hold until further
notice.
. Prairie Knoll Park - Nothing new to report. The City Council has approved the location of the cell
tower which will be located on the east side of the park near Prairie Road and just north of the
southeast field, Construction is still pending.
. Community Garden Plots -All garden plots have been sold out for the upcoming season for 20 II.
. DOl! Park - Staff did receive an e-mail from the Frisby's who are residents of Andover that are
coordinating the dog park project. They were interested in knowing if any donations have been made
to the City. To date, only one $100 donation has been received by the City recently. Information about

DISCUSSION
At the last meeting, the Commission reviewed parks 1 thru19 parks. Please bring your Park and
Recreation Commission Information Packet. The information that the Commission will be
continue reviewing is in Tab F (2006 Existing and Future Park Facilities Chart) starting with
Park 20 (Kelsey Round Lake Park).
The Commission will also need to discuss the philosophy in reviewing the replacement of
playground equipment and renovations for rural and urban parks. Chairman Butler provided a
draft of his thoughts at the last meeting. Please review draft and bring your comments to the
meeting so the Commission can discuss them.
Kevin Starr, Public Works Parks Maintenance Supervisor, will also be at the meeting to
participate in the discussion.

Attached is the application from T.C. Dodgers. The T.C. Dodgers team did use
the fields last year. They will be required to pay required fee and submit the
certificate of insurance prior to use of the field.
T.C. Dodgers have been in touch with the Andover Baseball Association (ABA) to
make sure there would be no conflicts with tournaments, practices and regular
games.

NOTE: Scheduling decisions will be made at the Park & Recreation Commission meeting on the
third Thursday in July.
It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may
be used to determine field allocation (see attached). Facility requests submitted by the due date
with this completed form will be given the highest priority. Subsequent requests will be filled on a
first-come, first-served basis if facilities are available. The sequencing of scheduling will be
considered with City youth associations having first priority.

approval by the Park and Recreation Commission or its designee.
Note: Any organization and/or association that applies for use of a recreational facility will be
required to pay a fee as determined by the City Council for park security.

The dates for our games will be 5/22, 6/5, 6/26, 7/10, 7/24 and8/28. Jason Saulsbury has one practice scheduled for
5/15 as well. I'm still waiting for Jason to get back to me on availability during the week for practice once the season
begins.
